For you to be a governor of any state in Nigeria you need 25% first in all the LGA of that state

Imagine a President winning the 36 States even with 100% but ending up getting 10% of Abuja

How can he appoint a Minister [let's assume a Governor] for Abuja when it's against the will of the people of Abuja
