Trump may grant self presidential pardon for Capitol invasion – White House sources shocked

United States President Donald Trump is considering pardoning himself, New York Times reports.

The Republican will be out of office on January 20, the day President-elect Joe Biden assumes power.

The newspaper cited two sources said to be privy to Trump discussing the clemency with his aides.

It said Trump has raised the plan with his advisers since November.

Between December 22 and 24, 2020, he approved scores of pardons, including to allies convicted for criminal offences.

The President is reportedly weighing both the legal and political implications of a self-pardon shocked.

Trump fears perceived enemies will “use the levers of law enforcement to target him” after his exit.

It is unclear if the rumoured pardon would include a probe that might link him to the Capitol Building invasion.

Calls are growing for Trump’s impeachment over Wednesday’s attack by his supporters.

Meanwhile, a Police officer has died, increasing the death toll from the Capitol invasion to five.

Reports say US Capitol Police Chief Steven Sund will step down next week.

President Muhammadu Buhari, Vice President Yemi Osinbajo, the Secretary to the Government of the Federation (SGF), Boss Mustapha and other prominent Nigerians will be among the first people to receive the COVID-19 vaccine on live television to help drive awareness.

The Executive Director and Chief Executive Officer, National Primary Health Care Development Agency, Faisal Shuaib, revealed this at Thursday’s briefing of the Presidential Task Force (PTF) on COVID-19.

In terms of the prioritization of vaccines and strategic country leadership, Shuaib said, “what it means that on Tuesday I had mentioned that we will like to see a situation where Mr. President, the Vice President, the SGF, critical leaders come and take the vaccine in full glare of the public to demonstrate that this vaccine is safe. So we have to make provisions for those.

“But even in developed countries, what we have seen is that apart from the prioritization of health workers, you have to also identify critical leaders that you don’t want them to be wiped off by the virus.

“For example, in warfare, if you want to destroy your enemies, you look for specific leaders, captains, the generals, once you decapitate them, then the soldiers will become weak.

“So, as much as possible you do not want to also leave your leaders vulnerable to COVID-19, it doesn’t. It doesn’t mean you want to prioritize politicians, that is not correct.

“I emphasized during the last briefing that we will prioritize our health workers because they are the ones in direct contacts with cases in isolation units.”

The Police Command in Katsina State says it has arrested no fewer than 287 suspected rapists in 2020.

Police Spokesman Gambo Isah made this known to newsmen in Katsina on Thursday, NAN reports.

Isah said that 236 rape cases were reported to the police across the state during the period under review.

He said that most of the victims were between three years of age and 14 years of age.

The police spokesman stressed that cultism, drug abuse and viewing phonographic pictures and videos by rapists were some of the factors that influence rape.

He urged parents to stop neglecting their wards and ensure they receive proper upbringing.

The Nigerian National Petroleum Corporation (NNPC) is in negotiation with oil traders to source $1 billion in advance for crude oil payment to revamp its largest but ailing refinery in Port Harcourt, Reuters reported Thursday, citing seven sources close to the heart of the matter.

The funding will help NNPC conduct a long-standing overhaul of the asset and scale down Nigeria’s heavy dependency on imported fuel.

That means the country will be taking its second oil-supported funding since the outbreak of the pandemic, which has complicated the process of attracting investors at a time fuel demand is taking a hit from lockdowns and renewable energy drawing more patronage from users than fuel from hydrocarbons.

Repayment will come over a seven-year period by way of supplies of crude and products from the refinery when the rehabilitation is over, the sources said. The financing will be spearheaded by Afreximbank.

“Afreximbank is looking into a facility for the refurbishment of the Port Harcourt Refinery. However, the borrower is yet to be determined,” said an NNPC spokesperson.

According to the sources, a raft of international and local trading houses, also comprising some firms with previous Nigerian work experience but which do not want their names mentioned, are being engaged in talks.

Loan delinquency and commodity trading fraud particularly in Asia have drained foreign banks interest in granting credit in a nation deemed to be of high risk.

Nigeria’s four state-owned refineries have a total capacity of 445,000 barrels per day (bpd) in Warri, Kaduna and Port Harcourt, which has two plants.

They posted losses coming to N167 billion in 2019, when the Warri refinery did to refine any crude. The NNPC facilities were shut down in April, preparatory to the revamp.

The corporation shelved a bid two years ago to engage oil producers, traders and engineering companies to finance refurbishments following over one year of negotiation, saying it would finance the revamps itself.

NNPC’s moribund refineries make Nigeria reliant on imported fuel, with subsidies gulping several billions of dollars of state money.

The Nigeria government said the subsidy regime was over even though the NNPC is technically the only company bringing fuel into Nigeria, exchanging 300,000 bpd of oil for fuel.

The Senate has queried the Ministry of Power after it discovered a bogus deposit of N478m by the ministry in Aso Savings and Loans Plc.

The money was discovered following a 2015 report carried out by the office of the Auditor General for the Federation (AuGF), and was said to be in connection with the Zungeru Power Project.

The report which is currently being scrutinised by the Senate Public Account Committee, stated that the amount was meant for the compensation of persons that would be displaced to pave the way for the project execution.

Part of the money, the report further stated, was for the purpose of securing housing facilities for some staff of the Ministry of Power.

The Chairman of Committee, Senator Matthew Urhoghide, while treating the report during its ad-hoc sitting on Wednesday, January 6, raised fears that the Ministry might have difficulty in retrieving the fund if the report by the AuGF is anything to go by.

“The examination of various bank statements belonging to the Ministry of Power revealed that the sum of N2bn was deposited into Aso Savings and Loans Account since December 2013,” the AuGF report stated.

“The Ministry should provide the backing documents to enable the office of the AuGF to carry out proper audit checks on the operation of this account, particularly, the interest accrued on the deposit.”

The Ministry of Power, in a written response, however, said that the money was deposited in the Aso Savings and Loans Plc under the Zungeru Power Project.

The Ministry added that it wrote the Accountant General of the Federation via a letter dated 20th December, 2012, for the approval and got a response from the AuGF on January 14, 2013, giving the approval to open the account.

Abuja — The Organisation of Petroleum Exporting Countries (OPEC) yesterday upheld its December 3, 2020 decision to increase crude oil production output by 500,000 barrels per day for February and March, 2021.

The plan will, however, see Nigeria cut production by an additional 939,000 barrels in adherence to the resolution, with reference production set for the country by OPEC put at 1.829 million barrels per day in January, February and March.

But the required production per month will be 1,516 million barrels per day, a reduction of 313,000 barrels per day for each of the months.

The document also showed that Russia and Saudi Arabia have a reference production of 11 million barrels per day respectively, but will only be allowed to pump 9.1 million bpd for the period under review.

OPEC directed its members and allies that have not fully complied with the output curbs agreed upon in April when the prices of some grades of oil in the international market became negative, to submit a compensation plan by January 15.

Yesterday's decisions came after an intense two-day meeting of the OPEC+ on whether or not to stick with the plan of returning another 500,000 barrels per day of production to the market in light of fresh lockdowns amid the coronavirus surge.

The cartel failed to arrive at a decision on Monday because while Russia and the United Arab Emirates (UAE) insisted on the 500,000 bpd increase in production, Saudi Arabia, Kuwait and Algeria reportedly pushed to leave production unchanged.

However, a statement after the 13th OPEC and non-OPEC Ministerial Meeting (ONOMM) yesterday, indicated that after about 48 hours of bickering, the organisation resolved to further pump the agreed additional quantity into the market.

OPEC reaffirmed the continued commitment of the participating countries in the Declaration of Cooperation (DoC) to a stable market in the mutual interest of producing nations; the efficient, economic and secure supply to consumers and a fair return on invested capital.

In addition, the meeting recalled the decision taken by all DoC participating countries at the 10th (extraordinary) ONOMM on April 12, 2020 to adjust downwards overall crude oil production, the unanimous decisions taken at the 11th ONOMM on 6 June 2020 and the outcomes of the 12th ONOMM on 3 December 2020.

It highlighted the unprecedented events of 2020 and shocking impact of the COVID-19 pandemic on the world economy and markets.

It commended the DoC participating countries for undertaking the largest and longest crude oil production adjustments in history in response to the exceptional challenges and market conditions caused by the pandemic.

It stated that rising infections, the return of stricter lockdown measures and growing uncertainties have resulted in a more fragile economic recovery that is expected to continue in 2021.

The meeting recognised that market sentiment had been buoyed recently by vaccine programmes and improved asset markets, but underscored the need for caution due to prevailing weak demand and poor refining margins, the high stock overhang and other underlying uncertainties.

"The meeting acknowledged the need to gradually return 2 mb/d to the market, with the pace being determined according to market conditions. It reconfirmed the decision made at the 12th ONOMM to increase production by 0.5 mb/d starting in January 2021, and adjusting production from 7.7 mb/d to 7.2 mb/d.

"The adjustments to the production level for February and March 2021 will be implemented as per the distribution detailed in the attached table. Production adjustments for April and subsequent months will be decided during the monthly ONOMM following the criteria agreed upon in the 12th said.

"The meeting reiterated the need to continue closely monitoring market fundamentals, including non-DoC supply and its impact on the global oil balance and overall market stability," the organisation said.

It noted that high conformity levels has contributed to market rebalancing and stability, adding that between May and November, participating OPEC and non-OPEC countries contributed to reducing the global supply by approximately 1.9 billion barrels, including voluntary adjustments.

The meeting drew attention to the exceptional year of 2020 as an outlier that distorted the latest five-year average of OECD commercial oil stock levels and recommended retaining the 2015-2019 average as a more representative metric, while keeping the latest five-year average for the time being.

The Peoples Democratic Party (PDP) on Sunday cautioned Nigerians against falling for the All Progressives Congress (APC) in the 2023 presidential election.

In a statement issued by its National Publicity Secretary, Kola Ologbondiyan, said the ruling party has failed in governance and management of its affairs.

PDP added that Friday’s visit by the Chairman of APC Caretaker Committee, Mai Mala Buni and some governors elected on the party’s platform to Abuja residence of ex-President Goodluck Jonathan was an acknowledgement that Nigeria was better managed under its administration.

The statement read: “The PDP, therefore, receives the visit by APC governors as an apology by the APC to our party and Nigerians over the lies, beguilements and other irresponsible allegations deployed by the APC to grab power, only to lead our nation on a journey to nowhere.

“We, therefore, caution Nigerians to be watchful of the antics of the APC that have failed in governance and the management of its own affairs.”

“The visit to former President Goodluck Jonathan, has further affirmed that Nigeria, as a nation, is better under the governance of the PDP.

“The visit, which is a clear endorsement of the acceptability of the PDP administration, also indicates that the APC, in 2015, only created artificial symbols of misgovernance, corruption and other alleged misgivings just to discredit our party and grab the levers of power to achieve their selfish desires.

“It is evident that the Jonathan administration succeeded in office basically because our party understands the nuances of our nation, which we translated into people-oriented policies and programmes, in line with the manifesto of our party, to make life comfortable for Nigerians.

“This visit to Jonathan by the APC governors is a direct acceptance of the successes recorded by our party in building a strong nation with a virile economy that was rated as one of the fastest-growing economies of the world.”
