Don't get confused. A preciding officer has no power to determine the outcome of a bill or clause as the case may be with the fiasco that just happened. His job as leader of the house is to ensure smooth proceedings during plenary. That's all.

The fact that Emeka Ihedioha precided over the house when the rubbish clause was amended does not mean he was in support of the amended clause. His responsibility is to ensure that all proceedings in the house are done orderly based on rules of the house.
