It's rare to see despots improv8ng the economy of their people. Africa needs either to break up into smaller national tribes for lack of better term or an iron hand pragmatic leader. Democracy just won't work well.

Two ways to approach this:

1. Find outbthe commissioner in charge of chieftaincy titles and pay him an official visit with some friends.

2. Get a military officer to claim ownership.
