While it is true that some people die without revealing their wealth to their family, it is not conventional for staff and managers of banks to have access to these monies.
The way op puts it, you would think bank official will have easy access to these monies.
It rarely happens and it takes the connivance of staffs to fraudulently withrraw such funds..most often than not, they are caught and punished.

It is not easy as you paint it and it is not legal.
