ENUGU—The sleepy town of Umueze, Enugwu-Achi,
Oji-River Local Government Area, Enugu State, was
last Monday thrown into mourning, following the death
of three-year-old Akachukwu in the hands of his 14-
year-old brother Ebubechukwu,14, using their father’s
gun.

The brothers were said to be re-enacting movie
scenes, not knowing that the gun was loaded.
According to a source, their father, Christian Odika, had
left for their village square at Obodo-Ukwu Enugwu-
Akwu, for a meeting, when the tragic news reached
him.


It was gathered that on getting to his house, he met his
son, Akachukwu, in a pool of his own blood.

Police Public Relations Officer, Mr. Ebere Amaraizu,
said: “Investigations into the tragic incident have
commenced to ascertain the remote causes, so the
law can take its course.”

ABUJA—Chairman of the Revenue Mobilisation, Allocation and Fiscal Commission, RMAFC, Mr. Elias Mbam, disclosed yesterday that the Commission had started the process of trimming down the pay packages of the President, Senators, members of the House of Representatives, governors and all the elected public officials to reflect current economic realities.


Speaking with journalists after meeting President Muhammadu Buhari,  the RMAFC Chairman said that no federal lawmaker received N1 million monthly as salary, adding that their salaries would be pruned down to reflect the current economy status.

Asked whether the parliamentarians would give a nod to the idea, the Chairman said it was a constitutional mandate, which no one should argue about.

He said: “We are here to brief the President on the activities of the commission, the challenges and the way forward.

“The President advised us to ensure that we use all legitimate means to ensure all public office holders take home remuneration as determined by the commission and also block all leakages.

“We have done a lot in informing the public on the true position of the remuneration packages. It is on our website; it is clearly written there and we have published these remuneration packages in many national dailies several times.

“We have also had interactions with the press at different fora.

“What we read on the pages of newspapers is not known to the commission because there is no member of the National Assembly, based on what we determined, who earns up to N1 million per month.

“Presently, we are reviewing the subsisting remuneration packages and it is going to reflect the socio-economic realities of today. We expect that before the end of next month, it will be ready.

“When I talk of packages, the responsibility of the commission is to determine the remuneration for political office holders, both elected and appointed, from the national level to the local government level.

“Of course, National Assembly members are elected. It will include them, it will include the judiciary, it will include the state legislature, executive and of course, the local government will be included.

“Recently, the oil price dropped. Many government agencies, the states and local governments have not been able to pay their salaries. These are some of the issues that made it necessarily to review it. It did not start with this administration; we started the review as far back as last year. It is not because of the present administration that we commenced it.
“They do not have a choice. We are guided by the constitution and we are going to be guided by such laws that are provided for in the constitution and the oath they swore to obey the laws of the country.”

Mbam, who recounted the challenges of the Commission to include insufficient funding, urged the authorities to amend the Act setting it up to grant its financial independence.

Asked when the new revenue sharing formula would be ready, the chairman said it was beyond his power to comment on.

He said: “One of the challenges is that the commission is not properly funded and we are saying that we expect that the commission should be one of the agencies of government that should have financial autonomy.

“The best way to do that is to include it as one of the agencies that will benefit from first line charge.
“The second is to give the commission the power of enforcement. They should review the Act establishing the commission so that it can have power of enforcement and sanctions on any of the defaulting MDAs.

Lagos per-say boasts of awesome and classy beauties owing to its cosmopolitan nature. the state is a confluence of most beautiful girls from different background and entities. A visit to Akoka will attest.


3. CROSS RIVER:
Calabar girls are not only beautiful but "bediful". The concentration of naturally beautiful girls in C/River pays advantage to The serene and ambient nature of the state.


4. ENUGU:

Mistake #1: Ignoring Online Job Postings:

Ignoring job postings is a huge mistake. Some of the best chances for jobs from ads are on job websites and web sites of the specific companies you wish to work for.


Mistake #2: Mailing Unsolicited Resumes:

Unsolicited resumes are considered garbage, scrap paper and wasted effort. Secretaries kill them, HR managers file them away, and hiring decision-makers pitch them. I advocate abandoning this job search tactic completely.


Mistake #3: Looking Only for Job Openings:

Searching only for companies with “openings” is an obsolete job hunting method. The best jobs are rarely listed “vacancies” or “openings.” Rather, many good positions are created for the candidate, often at the interview. The key is to shift your focus from “openings” to “opportunities” (which exist nearly everywhere). Remember: every company is hiring all the time, if you have what they need when they need it!


Mistake #4: Ineffective Networking:

Networking should be the primary focus of every job search – occupying about 90% of your time. However, I find that most people go about it the wrong way – by talking too much and by asking for jobs. The best networkers are big listeners rather than big talkers. They have a clear agenda, and are not shy about asking for feedback and guidance. Remember: networking is more about giving than it is about taking, so always come from an attitude of generosity.


Mistake #5:  Leaving Yourself Open to Too Many Kinds of Jobs:

Another key to a successful job search is to focus on finding the RIGHT job – not “just any job.” Critical factors to consider include satisfaction, growth potential, location, cultural fit, great co-workers, a pleasing environment and competitive compensation. When the job market is really tough, it’s imperative to be more focused than ever.


Mistake #6:  Being Unplanned in Your Search:

Most people spend more time planning a vacation than planning a job search. I suggest the following tips to conduct a proper job search: a well-thought out methodology, daily solitude and planning, space in the home dedicated to the search, a tracking tool to measure your progress, and a system for accountability.


Mistake #7:  Doing it Alone:

You pay a mechanic to change your oil; an attorney to create an estate plan. Why would you not invest in professional help with your job search? Career Coaches provide objective guidance, help you articulate your value, and provide a proven system for job search success. Many offer excellent advice on salary negotiations – often exceeding the job seeker’s expectations. Mistake #8:  Letting Others Control Your Job Search:

I suggest working with a small selection of professional recruiters – they can serve an important role in your search. But you’ll need to maintain control over the whole process. ABUJA — Worried by alleged mismanagement of funds of the commission running into billions of Naira, the Presidency has summoned the management of the Niger Delta Development Commission, NDDC, to answer questions on the true financial status of the agency.

Competent sources confirmed to Vanguard that the President would meet the management team of the NDDC and take them up on many issues relating to the management of the resources of the commission since the new board came on board in December 2013.

Buhari, according to sources close to his office, is furious that the management has allowed influential politicians to hijack the agency and made away with billions of Naira under the guise of executing contracts with little or no result on the ground to show for such money.
It was learnt that the President would seek answers to why the commission refused to adhere to due process in the award of major contracts valued at billions of Naira, preferring instead to split them in violation of the Public Procurement Act.

The President is reported to have been furious that the commission went ahead to award multi-billion naira contracts, paid and backdated them to last year to cover the financial misdeed even after the board had been sacked with a specific mandate to the managing director to take over the place.

Attempt to divert N3.8bn allocation

The struggle for the control of the finances of the commission is said to have reached its most embarrassing point about two months ago when two directors of the commission connived and withdrew N3.8 billion from the NDDC account in the Central Bank of Nigeria and paid the money to their favoured contractors drawn from their own states, leaving the managing director in the dark.

It was learnt that the managing director, who had accused the CBN of withholding the money was shocked on reaching the CBN to discover that two of his directors had secretly signed and collected the huge amount and paid to their ‘contractor-friends’ without his knowledge.
It was also learnt that the meeting, which is to take place at the Presidential Villa this week, is to enable President Muhammadu Buhari to get first brief from the Managing Director, Mr. Dan Abia and the two executive directors of Finance and Projects, Henry Ogiri and Engr. Tuoyo Omatsuli on what they have been doing to move the troubled region forward since they were appointed to office in December 2013 by former President Goodluck Jonathan.

The briefing by the three key officials will also determine the next line by Buhari regarding their continued stay in office given the gamut of petitions of wrongdoing against them by Niger Delta stakeholders, individuals and groups.
Diversion of N2.7bn

In one case and with documents made available to Vanguard, N12.5 billion was split by the commission and paid to 12 companies said to be sponsored by top politicians close to the commssion for the ‘supply of security vehicles’ for the Nigeria Police Force to patrol the Niger Delta states only for the same commission to award another N2.7 billion ‘contract to individuals and groups’ to supply the commission with ‘intelligence gathering/management’.

A top source in the commission said that aggrieved staff and stakeholders have already raised the alarm that the so-called amount claimed to have been ‘paid’ to the intelligence-gathering contractors was simply diverted for political purposes.
“The truth is that no project called intelligence gathering was ever carried out but it was just a trick by some highly-placed persons to divert the money,” an official of the commission confessed.

Contract splitting

The contract bazaar by the commission also saw another N1.6 billion being carefully split among 85 companies for the ‘procurement, transportation and delivery’ of waste disposal trucks to the commission. It could not be ascertained if the trucks had arrived Port Harcourt as at last night.

But the most embarrassing, according to new documents released to Vanguard, is the award of another set of contracts to influential politicians worth billions of Naira under the subhead of “Women Empowerment Programme” of the NDDC for the supply and delivery of tricycles to the commission which was also backdated to last year to cover the misdeed as the amount involved was far beyond the approval limit o the commission.

Findings showed that the President decided to invite the management to explain their actions to him after receiving series of briefings on the troubled board by officials of the office of the Secretary to the Government of the Federation, SGF, which supervises the NDDC.
But a director in the commission, who did not want to be quoted told Vanguard in Port Harcourt that the meeting with PMB was not as a result of the adverse audit report but a deliberate effort by the commission to brief the president on the activities of the agency.

The official explained that it was the management that requested for an audience with the Presidency in order to clear the air on many issues relating to the NDDC, one of which was the confusion over whether the two executive directors should continue in office after the board that brought them had been sacked.

The commission has been mentioned lately in a web of corruption allegations ranging from contract-splitting running into billions of Naira and inability to account for N183.7 billion which passed through it between 2008 and 2012.

Angered by the development, the Auditor-General of the Federation, Mr. Samuel Ukara, has issued a query to the embattled commission to account for the huge amount of public funds, an action that has not gone down well with the Executive Director, Finance, Mr. Henry Ogiri.

Apart from vilifying the Auditor-General for making the report public, Ogiri also questioned the audacity of Ukara to insist that the commission was unable to account for the said amount and called on the Institute of Accounts in Nigeria, ICAN, to discipline Ukara for alleged ‘unprofessional conduct’.

But the AGF has stood his grounds, maintaining that the NDDC refused to respond to repeated pleas by his office to respond to audit queries issued to it despite sustained reminders spanning over a year in each case.

A former Minister of Aviation, Femi Fani Kayode says that he has developed thick skin for those who always attacked him.

The PDP chieftain stated that one of the things the former President, Olusegun Obasanjo taught him was never to respond to criticisms of some persons who were not fertile upstairs.

FFK, as he prides himself, has come under heavy criticisms recently for saying Nigeria will break up if Ndigbo were killed again.


Apparently responding to the heat generated by his comment, the former minister said he had decided to ignore whatever anybody thought about him.

He aired his view via a Facebook post.

Hear him, “One of the things that I learnt from my leader, President Olusegun Obasanjo is that one must never respond to the ignorant, the uncouth, the uncultured, the unlettered, the unrefined and the accursed.

The Delta-State-born bright mind has obtained the highest distinction, Summa Cum Laude, in Psychology. The topic of her research project was sexual harassment. Moreover, Akpapuna won an award for highest academic achievements for the College of Arts and Sciences and another one for College of General Studies. She plans her postgraduate study at Western Michigan University this autumn. President Muhammadu Buhari and Vice President Prof Yemi Osinbajo were special guests at the opening of the 55th Annual General Conference of the Nigerian Bar Association held at the International Conference Centre in Abuja.

   Speaking at the occasion President Muhammadu Buhari reaffirmed his administrations readiness to fight/curb corruption.

In his words:

“Security depends on the entire justice system working to ensure compliance with laws and appropriate safeguards for human rights.The fight against corruption is in reality a struggle for the restoration of law and order.

“Disrespect for law thrives when people get away with all sorts of shady deals and the court system is somehow unable to check them.We must have lawyers who take the ethics of the profession very seriously; who will not frustrate the course of justice.Lawyers are at the vanguard of human rights. We should see corruption in its true colours; as a gross violation of human rights.Corruption diverts public resources into pockets of a greedy few. In my view, there can be no greater violation of human rights.

“The increased engagement we seek with the outside world depends on enforceable agreements and a reliable legal system.If our judicial system is corruptible, we cannot attract the kind of partnerships our large and vibrant economy needs. Our process for obtaining licenses and permits are too slow. It takes too long a time to enforce contracts in our law courts.

The National Working Committee (NWC) of the Peoples Democratic Party (PDP) has given its nod for the restarting of the online system for registration of party members across the country, beginning with the Edo state chapter.

The party in a statement issued on Sunday  by its National Publicity Secretary, Chief Olisa Metuh said Edo state would be used as a pilot for the project.
It said the earlier scheduled congresses in Edo state has been deferred to a date to be announces later.


The party said the decision to resuscitate the e-registration project is part of the reengineering efforts to rebuild the party.


“The National Working Committee (NWC), after very wide consultations with critical stakeholders, and in line with the wishes and aspirations of our teeming supporters across the country, has approved the resuscitation of the e-registration project.

“This project, which was initially presented in the 52nd National Executive Committee (NEC) meeting of our great party on August 12, 2010, is aimed, among other things, at harmonizing our membership data, returning ownership of the party to the people and strengthening our various structures at all levels across the country.

“The NWC believes that the e-registration is indeed a decisive step towards enthroning internal democracy and giving every member a voice in the party.”

Telecommunications tower operators spend some N175 million every day on diesel which is used to power generators at their towers housing base transceiver stations (BTS) that make it possible for Nigerians to use GSM service to make and receive calls.

Telecom towers house base stations that Global System for Mobile communications (GSM), Code Division Multiple Access (CDMA) and 4G internet service providers use to deliver services to their customers.

Nigeria CommunicationsWeek investigations revealed that a co-located tower which houses 3 to 5 base stations use 20KVA generator to supply power while a tower that houses a single base station uses 15KVA generator. More so, each generator consumes 50 litres of diesel per day especially in recent years when public power system is highly erratic.

Nigeria Communications Week gathered that presently, towers run on generator in an average of 20 hours a day. This means that 25,000 of towers in the country that use generators consume some 1.25million litres of diesel a day.

It was learnt that this quantity of diesel consume by generators at different towers cost tower operators about N175million at diesel pump price of N140 per litre.

Mrs. Okonjo-Iweala’s husband, Ikemba Iweala, and their son, Uchechi Iweala, are teaming up to establish the Capital Health and Surgical Care Center in Abuja. Both men, who are medical doctors, will serve as chairman of the board and medical director respectively at the medical facility described as state of the art. 

The hospital was originally to be formally opened last June by former President Goodluck Jonathan, on the assumption that he would be reelected. Mr. Jonathan’s defeat froze the idea.

Information available on the hospital’s website, http://www.chscnigeria.com/home/page?id=Press, states that the hospital “is conceived to improvetertiary-level healthcare delivery in Nigeria and Greater West Africa by providing top-rate service of international standard.” The hospital, which has been quietly under construction and development in the last three years, is equipped with 50 beds, three operating rooms, Magnetic Resonance Imaging (MRI), and CT scan.

The undisclosed financiers of the project apparently spared no expense in conceiving the project. The project’s architectural design was undertaken by Perkins + Will Global (http://perkinswill.com), a major player in the world’s architectural scene. The firm is based in Washington, DC with offices in more than 24 countries all over the world. The firm of architects has designed various multi-billion dollar projects in the US, Asia, Europe, the Middle East, and Latin America. The hospital’s interior design was done by Perkins + Will/DAR Group.

Another US-based multinational company, General Electric, handled the hospital’s technological equipment and infrastructure. The project does not list any indigenous Nigerian company as being involved in the conception or execution of any aspect of the hospital. 

While the hospital’s website does not provide any cost estimate, two sources familiar with the project claimed that the Iweala’s hospital cost between$100 and $150 million.

An Abuja-based architect also told this reporter that the profile Perkins + Wills suggested that the hospital was pricey. “If we go by the scale of projects that Perkins + Wills gets involved in, then we can conclude that this was a major project,”
the US-trained architect said.

The hospital’s website provides no information about the financing of the project. SaharaReporters contacted the Economic and Financial Crimes Commission to ascertain whether the anti-corruption agency knew the financial backers of the project. “No, we are not aware,” a senior EFCC official told our correspondent. He added that the agency had no reason to investigate the source of the hospital’s funds. He added, “The only issue is that the arrowheads of the hospital are family members of the former Coordinating Minister of the Economy. But we cannot just investigate unless we receive information that public funds were somehow committed to the project.”

Contrary to accusations that he absconded and abandoned his duty post during the last general elections, the Returning Officer, (RO) for Abia North Senatorial district, Dr. Ihekweaba Chukwugoziem says he merely refused to sign a fake result allegedly presented to him by the Peoples Democratic Party, PDP.
Ihekweaba made the statement before the National Assembly Tribunal, where he testified as a witness in the petition filed by the candidate of the All Progressives Grand Alliance, APGA, Chief David Ogba Onuoha-Bourdex against Senator Mao Ohuabunwa of the PDP.
He explained that rather than abdicating his duties, he stoutly refused to declare the result of the election based on the falsified data presented to him, adding, “we started to examine the results local government by local government, and after we examined Arochukwu and Ohafia results and discovered huge anomalies, the Respondents refused and resisted the continuation of the examination of the remaining three local government areas.
“Pressure was brought on me to sign and declare the results as presented with all the manipulations in them, and I refused, insisting that the right thing should be done by concluding the examination of the rest of the local government areas before the declaration.”
The RO stated that he quickly wrote a report, which he submitted to the REC (Resident Electoral Officer) informing her that the persuasion on him to announce a pre-arranged result, which was not in tandem with the law, did not go down well with him and his conscience.
When asked under cross-examination why he went to the Federal High Court to swear to an affidavit after submitting the report to the REC, he said he decided to go the extra mile to ensure the right thing was done based on the report he submitted to his employers, the Independent National Electoral Commission, (INEC) on the large scale defalcations, mutilations and inflation of votes on the result sheets skewed in favor of the PDP candidate Mao Ohuabunwa.
Ihekweaba, who is also an Associate Professor in Computer Engineering at the Michael Okpara University of Agriculture, Umudike, Abia State, further alleged that when pressure was mounted on him by supporters of the Peoples Democratic Party, (PDP) and its candidate, Senator Mao Ohuabunwa, he refused to surrender, adding that at no point did INEC send another person to replace him as the RO.
Under further cross-examination by both the counsel of the defendant and INEC, the RO remarked that he was not in a place to know whether INEC had power to appoint another Returning Officer or not, stressing that he was appointment via a letter signed by the Head of Department of Electoral Operations, INEC, Mr. G. I. Okoli, which he tendered to the tribunal.
The RO added that it was in response to his report that the REC set up the committee to investigate the widespread irregularities regretting that while the committee of which he was a member set about the assignment, it could not finish its work because after cross-checking two out of the five local government areas that make up Abia North Senatorial District namely Arochukwu and Ohafia, “massive irregularities were noticed and at that point the Respondents refused and resisted the continuation of the examination of the remaining three local government areas”.
When the INEC counsel, Dr. Livy Uzukwu, (SAN) accused him of absconding, the RO declared:“I did not abscond, I refused to act against my conscience by announcing fictitious results in favor of the PDP candidate who did not win the election.
“Pressure was brought on me to sign and declare the results as presented with all the manipulations in them and I refused insisting that the right thing be done by concluding the examination of the rest of the local government areas before declaration. The result I was being pressured to sign did not emanate from me as the duly appointed Returning Officer for the Senatorial election.”
While denying suggestions by the defense counsel that he published his report on a national daily and that he was working for the petitioners, Dr. Ihekweaba stated that he knew nothing about the publication, adding that he was not working for anyone and that he had nothing to lose by doing that which was needful, by swearing to the affidavit to ensure that the right things were done.
He asserted that he was answerable to his conscience and INEC that appointed him, pointing out that if he needed money, the PDP and the respondents were ready to pay him more than anyone could have.
Earlier an expert witness, Mr. Adeola Layiwola, told the tribunal that analyses of the result sheets exposed a lot of mutilations pointing out that certain figures were randomly inserted without cognizance of their relationship in the context.
The statistician added that a proper computation of the genuine votes tally showed that the petitioner Chief Dr. David Ogba Onuoha-Bourdex scored the highest number of valid votes in the election.
Speaking to reporters shortly after the sitting, counsel to the petitioner, Chief Chris Uche, (SAN) said: “I feel happy with what happened in today’s sitting. This crucial witness that testified, the returning officer for the election had to say the truth; that he wrote a report and swore to an affidavit of facts saying that the result that was brought to him to declare was not the correct result. That is commendable.”
The Senior Advocate noted that for somebody in that position to risk it and insist on the proper thing being done “I am very happy and hope that many Nigerians will adopt this path of honour.”
“We have seen the result and like he said, there were so many discrepancies and irregularities and that the committee reviewed two local governments out of five and found a lot of irregularities, they were bringing pressure on him to still declare the wrong result and he refused. So he has given that evidence before the tribunal and with the evidence filed, the tribunal would come to a proper decision,” Chief Uche remarked.

The legal luminary explained that it was because the RO refused to declare the wrong result, that made INEC to go and fish for somebody else to come and sign the form EC8 and declare the result, pointing out that what the defense counsel were trying unsuccessfully to do was to accuse the returning officer of absconding from his duty post in a bid to justify the stranger that was procured to announce the result.
