20-Year Old Job-Seeker In Court For Punching Off A Man's Teeth Over Football A 20-year-old job seeker, Toheeb Afolabi, was on Friday charged before a Surulere Chief Magistrates' Court, Lagos, for allegedly punching off a man’s teeth over European league matches. The accused, whose address is unknown, is facing a charge of assault. The Prosecutor, Insp. Gabriel Ekundayo, told the court that the accused had on April 27 assaulted his neighbour, Jubril Hassan, by punching him several times on the cheeks. ``The accused and the neighbour were fighting over football matches involving two rival clubs in Europe. ``The accused gave him several punches and in the process, removed his teeth,’’ he said. The offence, according to him, contravenes Section 171 of the Criminal Law of Lagos State, 2011. The section provides three years for assault occasioning harm. The accused pleaded not guilty. In her ruling, the Magistrate, Mrs M. I. Dan-Oni, granted the accused bail in the sum of N50, 000 with one surety in like sum. The case was adjourned to May 23 for trial. The Federal Government has said that it would need the sum of $700 million to upgrade the nation’s refineries to be able to perform up to 90 per cent capacity. The Minister of State for Petroleum, Dr. Ibe Kachikwu, disclosed this on Saturday when he visited Eleme Local Government Area of River State for the re- commissioning of the crude line from Bonny to the Port Harcourt refinery. Kachikwu explained that though Nigeria was currently not having such amount to upgrade the facilities, the country was embracing a creative way of bringing in investors. He pointed out that such investors would work with Nigerians on the ground to reactivate and upgrade the refineries, adding that the investors would be paid through the flow-out of refined products. The minister said, “We are not inviting foreign partners to take over the refineries; we do not have the funds. Even now that they (refineries) are working, they are probably working at about 60 per cent capacity. We need to upgrade these refineries and let them develop to the point where they can perform up to 90 per cent capacity. Total investment for that is up to $700 million and we don’t have that (money). Let us be honest about it. “So, the best thing to do is to find a very creative way to bring in investors, who will come in, work with our team here, who have the skills, reactivate and upgrade facilities in this place and help us provide technical support and they would be paid through the flow-out of the refined products over time. There is no confusion about what they are coming to do; they are not coming to run the refinery. They are coming to provide funds to take our performance on these refineries to 90 percent and to provide us with technical skills. So, the areas of intervention will be funding and technical support.” Kachikwu apologised to Nigerians for the challenge being faced due to scarcity of fuel. Explaining that the Federal Government was putting measures in place to tackle the problem of fuel scarcity, Kachikwu stated that the government was not going to give up on the issue. He observed that while the refineries were currently producing 12 million litres of Premium Motor Spirit (petrol), the nation consumed about 45 million litres a day. Meanwhile, the Federal Government on Saturday re-commissioned the Escravos- Warri-Kaduna pipeline and announced that both Warri and Kaduna refineries were now receiving crude oil simultaneously for the first time in many years. According to Kachikwu, the refinery in Warri has started working while Kaduna’s will start production at the end of the month. The Group General Manager, Group Public Affairs Division, NNPC, Garba-Deen Muhammad, in a statement issued in Abuja, quoted Kachikwu as saying that for the first time in many years all the three refineries and major crude pipelines in Nigeria will be working at the same time. The minister described the Escravos terminal as the heartbeat of the downstream sector and critical to local supply of finished petroleum products, adding that both refineries in Warri and Kaduna were majorly fed from Escravos crude stock. Kachikwu said, “The challenge of this country is the challenge of focus and stewardship. For the first time in many years the three refineries are going to be working and it will help in a great deal with the issue of fuel supply and distribution across the country and will go a long way to manage the fuel crisis.” He enjoined Nigerians to be more patient as the corporation was working hard to end fuel shortage across the country. “I appreciate the patience of Nigerians and I am committed and focused to make petrol available to all nooks and crannies of Nigeria,” he said. Fani-Kayode, in an article on Friday, had alleged that former governors Babatunde Fashola of Lagos State and his Rivers State counterpart, Rotimi Amaechi, funded President Muhammadu Buhari’s campaign. But Igbokwe urged the former minister to quickly return the N840m he admitted to receiving instead of giving excuses. Igbokwe wondered how an opposition state could have access to more funds than a party that had been in control of Federal Government resources for 16 years. He said, “Fani-Kayode is afraid of his shadow. Fani-Kayode’s PDP ruled Nigeria for 16 years and also looted Nigeria for 16 years with nothing to show for it except decayed infrastructure and empty treasury. “In his confused state of mind, Fani- Kayode thinks APC spent huge sums of money including Lagos and Rivers states’ money to defeat Jonathan and PDP. This is a bedtime story for kids. What the APC did was to apply common sense where PDP was spending billions. “Fani-Kayode is one of the PDP shameless leaders that destroyed the PDP. Fani- Kayode left the PDP and for almost a year, he rained abuses on President Jonathan and the PDP. He left no stone unturned in exposing Jonathan as clueless and rudderless, and in fact he brought to the public knowledge the inner workings of PDP and its many woes. Fani-Kayode later returned to the party he had labelled as a monumental and colossal failure to serve as the spokesman for the campaign organisation. The Ministries of Petroleum Resources, Ibe Kachikwu,speaking Wednesday, on the lingering fuel scarcity, at the State House at the end of the FEC meeting said that the queues were expected to completely disappear by the end of next week. Kachikwu said that the unhealthy development was as a result of sabotage, he however thanked Nigerians for their patience so far. "The queues are as a result of sabotage. Some people rather than sell products send them into interlands where they can sell at ridiculous prices and so you are having this price distortions where people are making a lot of money, some are internal and some are external but a lot of it is marketers trying to make quick returns on their investments wrongly. "We have asked DPR to deploy officials to ensure products are sold at the right because is only through price stabilization that these system queues will disappear. "As at today we are delivering about 1,200 trucks, by weekend we should be delivering same number of trucks, it will take a bit of days to even out but you can see improvement already. I hope by the end of next week with the refineries helping us to stay on course, every part of the country will get fuels. "We thank President, NNPC staff and ministries who work night and day to enforce discipline. Anambra CP THE Anambra State Commissioner of Police, Mr. Hosea Karma said Wednesday that the greatest challenges faced by the state police command were the activities of the Independent People of Biafra, IPOB, the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, and the herdsmen who are having ugly encounters indigenes in many communities. Addressing members of the Anambra State House of Assembly committee on police affairs and security, who visited him, Karma said the combined activities of the three groups had led to increased murder cases in the state. According to him, no fewer than 36 persons were gruesomely murdered in the state between January and April this year. Details showed that nine were murdered in January, five in February, 15 in March while seven had already been recorded in April. He however added that some of the murder cases involved brother killing brother, son killing father, mother or sister, among other family issues. “These murders are giving us sleepless nights, especially as they started happening after we had arrested the problems of armed robbery, kidnapping and cult- related activities in this state. But we are not going to allow it to continue as our men are equal to the task.” The police commissioner expressed worry that while the police was battling with IPOB and MASSOB, the issue of herdsmen reared its ugly head, a development, he said, prompted the state governor, Chief Willie Obiano, to set up a special committee headed by the CP, with personnel from the Army, the Department of State Service, DSS, and the civil defence as members. He regretted that Anambra command had the least manpower among the South East police commands, adding that the command had only about 50 drivers when it is supposed to have at least 500. He also said that the number of functional vehicles were inadequate and urged the lawmakers to assist the police in whichever way they could. Speaking specifically on IPOB and MASSOB, Karma, reminded them that where their rights ended was where those of the police began. He commended the state House of Assembly for passing the law on the demolition of assets acquired through kidnappings in the state and urged them to maintain their tempo as he observed that the law had helped in reducing crime in the state.
