The Director General, National Information Technology Agency (NITDA), Mr. Peter Jack, has said Federal Government, through the Federal Ministry of Communication Technology, will soon unveil the national e-governance master plan developed in the twilight of the last administration. Fielding questions from the media, weekend in Daura, Katsina State, the DG said the agency and its parent ministry in partnership with the South Korean government developed the e-governance framework on bilateral relationship with Nigeria to make governance smarter, accessible and to bring about dividend of democracy to every Nigerian. The NITDA boss said: "That framework is such that any moment from now we are planning to present it to the Federal Executive Council (FEC) for approval and this was developed within the twilight of the last regime but where we are right now is to get the approval of the presidency for implementation. "It is coming as a form of national e-governance master plan. Our goal is to build the capacity as well as provide the space for building government training centres and in terms of the capacity NITDA will be training 23,000 officials." United Bank for Africa (UBA) Plc has introduced a simple, convenient and hassle free process for customers of the bank to submit their Biometric Verification Numbers (BVN). Leveraging on its robust information technology infrastructure, on Monday July 6, 2015 the bank launched a short code number *919*6# through which customers can send their BVN. “The process is very simple. All a customer has to do is to send his or her valid BVN from the telephone number that was used to open their account to the short code number and it will become automatically linked,” said Mr. Rasheed Adegoke, Director, Group Information Technology, UBA Plc The introduction of this simplified process was in response to some of the challenges associated with the ongoing BVN exercise. “UBA has come up with this novel process to ensure that customers who already have their BVN do not have any issues submitting it to their alternate banks” explained Adegoke. Once customers submit their BVN through the code, they will get an immediate response letting them know whether their BVN is valid or incorrect. The responses will be accompanied by a phone number through which further enquiries can be made by the customers if required. In addition to this phone number, customers can also reach UBA on social media though Facebook and twitter or by calling UBA’s Customer Fulfillment Centre for further clarifications. The BVN is a unique number given to all bank customers in Nigeria who had their finger prints and pictures taken at bank branches around the country. Each customer’s biometric and personal data is attached to all bank accounts he or she operates whether personal or corporate. Individual customers have single BVNs no matter the number of accounts they operate in as many banks as they desire. Consequently customers are able to register for BVN in any of the banks in which they have accounts. Once they get their numbers, they are required to send them to all the banks in which they operate accounts. When operatives of the Department of State Security arm of the Presidential Body Guards (PBGs) barred the Aide De Camp (ADC) to President Muhammadu Buhari, Lt.–Col Mohammed Abubakar, from accessing his principal who was presiding over a scheduled meeting penultimate week at the Presidential Villa, many thought it was either an indiscretion or avoidable mischief. However, that faux pas is taking its toll on the security apparatus at the Aso Villa seat of power, Abuja and has turned into an embarrassing institutional rivalry between the DSS and the military, with the Nigeria Police and other paramilitary agencies watching . The military arm of the PBGs comprises elements from the Directorate of Military Intelligence (DMI), Naval Intelligence and Air Intelligence and they operate under the Defence Intelligence Agency (DIA). Casualties have continued to mount. First was the forced resignation of the former Director General of the Directorate of State Security, Mr. Ita Ekpeyong, last Thursday. It was done in such a hurry that a retired director of the security service from Buhari’s hometown of Daura, Alhaji Lawan Daura, was appointed as the substantive DG, by-passing all the senior officers still in service. The appointment caused such massive ill feelings at the DSS headquarters that the Head of the Civil Service of the Federation, who is now saddled with issues of Presidential appointments in the absence of a substantive Secretary to the Government of the Federation (SGF), had to reverse self by issuing another statement same late Thursday by clarifying that Daura’s appointment was in acting capacity. Now, late Saturday, news began to filter out that the circumstances that led to the replacement of Ekepyong also caused the replacement of CSO Mani, who has been redeployed to Ebonyi State Command of the DSS. Manu was appointed Buhari’s CSO after the presidential election in March, although he had been in charge of his security since 2011. The new CSO is Mr. Bashir Abubakar, a former assistant director in the Bayelsa State Command of the DSS. In addition, Buhari fired the State House’s Administrative Officer (AO), Mr. Widi Liman , a close aide to the Governor of Kaduna State, Mallam Nasir el-Rufai while he was the Minister of the Federal Capital Territory. The former AO has been transferred to Oyo State command of the DSS. The AO, whose office was made popular during the era of military rule, has since the return of democracy on May 29, 1999 been on the staff of the DSS. The occupant plays a vital role in coordinating security services on behalf of both the ADC and CSO. Sources toldThe Guardianthat what triggered the misunderstanding between the ADC and the Chief Security Officer to the President, was that some DSS operatives stopped the ADC from entering a meeting being presided over by Buhari. This angered the ADC who felt that he ought to have access to his principal at all times, but the DSS operatives at the door to where the meeting was holding blocked this entry, despite all entreaties and explanations, giving the excuse that the President was already seated and the meeting was in progress. At a point, the operatives specifically told the ADC they didn’t know him in person and as such could not allow him in. After the meeting, the ADC duly informed Buhari. The President, who was already uncomfortable with the DSS for their perceived partisanship in the run up to the 2015 general elections, was reportedly livid. He then ordered all DSS personnel around him be redeployed. Buoyed by the President’s posture, the ADC wrote the now-famous memo barring DSS personnel from locations inside the Presidential Villa. According to the memo, PBGs from military and the police were to immediately “provide close/immediate protection for Mr. President henceforth.” He also warned DSS personnel to stay away from specific areas of the Presidential compound, and that they would man only the outer duty beats and locations located within the immediate outer perimeter of the presidential villa “alongside other security forces.” Obviously unaware that the ADC’s memo had the blessing of the President, the former CSO, Mani, fired back, issuing a counter circular which directed the DSS personnel to disregard the orders contained in the ADC’s memo because relevant statutes give DSS the responsibility of close protection for the President. Citing relevant instruments to justify his firmly stated position, Mani declared: “Though further actions have been initiated in this regard, including routine redeployment of close body guards out of the Villa, and deployment of new ones, it is important to state that the duties hitherto performed by the personnel of the DSS (SSS) in the Presidential Villa and/or any other Key Vulnerable Points (KVPs) are backed by relevant Statutes and Gazetted Instruments of the Federal Republic of Nigeria. Among others, these roles include close body protection of the President in line with standard operational procedures and international best practices.” He continued: “For the avoidance of doubt , Section 2(1)(ii) of Instrument No. SSS 1 of 23rd May, 1999, made pursuant to Section 6 of the National Security Agencies (NSA) Decree of 1986 which has been re-enacted as Section 6 of NSA Act CAP N74 LFN 2004, empowers personnel of the DSS to provide protective security for designated principal government functionaries including, but not limited to the President and Vice President as well as members of their immediate families. It also mandates the DSS to provide protective security for sensitive installations such as the Presidential Villa and visiting foreign dignitaries.” A source explained toThe Guardianthat “the ADC is usually the link between the President and the outside world even when he is in a meeting. It is the ADC that would usually be sent on errand by the President anytime and anywhere. He always is expected to sit along with the CSO behind the President. He is, therefore, expected to have free exit and entry to any meeting even if it is meetings of the National Security Council and National Defence Council. So, the President had to act fast to restore confidence within his personal security circle and douse the tension between the DSS personnel and the military arm of the PBGs.” To compound matters, the issues between the ADC and the CSO started playing out in the media, a platform that is already being saturated by the confusion in the ruling All Progressives Congress (APC) over elections in the National Assembly and appointments towards the constitution of the government. As is usual when issues of suspicion in the corridors of power crop up, sweeping forensic audit of the activities of all DSS personnel especially those working close to the President were subtly embarked upon. And it was the result of the investigations that unearthed the allegations that the former CSO was involved in “shady deals” in fixing the President’s appointments, “undermining” the president and other misdemeanors “chief among which was a recent discovery that he was actually the one who leaked Buhari’s itinerary to former Minister of Petroleum Resources Diezani Alison-Madueke when Buhari travelled to London in May. ‘‘Investigations also revealed that Mani has been actively undermining the President, working against every value the President upholds and conducting himself in such a manner as to suggest that he is out to pull down the President.” The former AO, Liman, was allegedly relieved of his appointment because he was said to be hand-in-gloves with Mani in turning securing appointments with the President into a “business venture, one of the major things that destroyed the Presidency of former President Goodluck Ebele Jonathan.” Source: http://www.ngrguardiannews.com/2015/07/how-dss-indiscretion-triggered-crisis-in-presidential-security/

Newly appointed director general of the Department of State Security, Lawal Musa Daura, has demoted Marilyn Ogar, the agency’s former spokesperson, via a memo. Apart from demoting Ms. Ogar, the acting DSS director general also directed the demotion of numerous other officers of the agency who were just promoted in March in what was seen as a politically motivated exercise. Ms. Ogar was seen as a controversial official of the DSS who often made statements that were deemed partisan. Her promotion was viewed as a reward for doing dirty political jobs for former President Goodluck Jonathan and members of the Peoples Democratic Party (PDP). Promotions of officers in the DSS are usually done at the end of each year, but Ms. Ogar and 44 others were promoted last March. Even so, their promotion was not made public until May. SaharaReporters learned that Ms. Ogar is currently on vacation, and is reportedly visiting her children resident in the US. In addition to her premature promotion, Ms. Ogar was was also offered a generous scholarship to do a PhD in the UK, according to one source at the agency. Mr. Daura also fired Abdulrahman Mani, the chief security officer to President Muhammadu Buhari and immediately replaced him with Bashir Abubakar, an assistant director in the Bayelsa State command of the DSS. The State Security Service has fired a blistering response to a directive by President Muhammadu Buhari’s Aide de Camp, Mohammed Abubakar, ordering personnel of the service out of inner Aso Rock and restricting them to guarding the “outer perimeter” of the presidential villa. In a memo, seen by PREMIUM TIMES Friday, Mr. Abubakar, a Lieutenant Colonel, had barred SSS personnel from locations inside the State House, saying personnel of the Armed Forces and the police, trained as Presidential Body Guards (PBGs), are to “provide close/immediate protection for Mr. President henceforth”. Mr. Abubakar said SSS operatives should steer clear of areas such as “Admin Reception, Service Chiefs Gate, Residence Reception, Rear Resident, Resident Gate, Office Reception, C-In-C Control Office, ACADE Gate, C-IN-C Control Gate and Panama”. “However, the personnel of the DSS in conjunction with other security forces are to man other duty beats/locations located within the immediate outer perimeter of the Presidential Villa,” he said, without providing reasons for the action. But in a June 26 response to Mr. Abubakar, the Chief Security Officer to President Buhari, Abdulrahman Mani, rejected the directive and gave a counter order asking his colleagues to disregard the spirit, intent and content of Mr. Abubakar’s circular. PREMIUM TIMES exclusively obtained the SSS memo on Sunday. Mr. Mani, who pointedly accused the ADC of grandstanding, overzealousness, limited knowledge and outright display of ignorance, insisted that Mr. Abubakar’s circular “grossly misrepresents” President Buhari’s directive. He however did not say what the President’s exact directive is. The extant practice, the world over, is that VIP protection, which is a specialised field, is usually handled by the Secret Service, under whatever nomenclature. They usually constitute the inner core security ring around every principal. The police and the military by training and mandate, are often required to provide secondary and tertiary cordons around venues and routes. “However, all over other security agencies including the army, the police and others have their roles to play. It is on this note that heads of all security agencies currently in the Presidential Villa and their subordinates are enjoined to key into the existing command and control structure. They are to work in harmony with each other in full and strict compliance with the demands of their statutory prescribed responsibilities. “Meanwhile, joint training programmes and other incentives will be worked out in the days ahead to ensure that all security at the Presidential Villa are properly educated to understand their statutory roles and responsibilities. This is with a view to avoiding obvious grandstanding, overzealousness, limited knowledge or outright display of ignorance in future.” The president’s ADC is yet to respond to Mr. Mani’s memo. And personnel of the SSS remained restricted to the “outer perimeter” of the Presidential Villa, our sources said. It’s a routine adjustment — Presidency The presidency has however described the relegation of the SSS at the presidential villa as a routine adjustment. “While it is true that a reorganization of security at the Presidential Villa which involves the realignment of personnel from various services is underway, the exercise does not translate to the expulsion of DSS personnel from the premises in any way,” the Special Adviser to the President on Media and Publicity, Femi Adesina, said in a statement. “The changes being made are routine adjustments which are not unexpected in any dynamic environment from time to time.” SSS top officials beg President Buhari Meanwhile, some top officials of the SSS have appealed to the President not to humiliate the entire Service because of the alleged partisanship and unprofessional conducts of its leadership. They asked not to be named because they have no permission to speak on the matter. “Though there is personal animosity aimed at disgracing the Director General (Ita Ekpenyong), the development is actually affecting Service personnel right now and causing a lot of low morale,” an official told PREMIUM TIMES. “But majority of personnel not in support of the DG had expected the President to change him or ask him to resign rather than take on the entire service personnel. Lagos—President of Dangote Group, Alhaji Aliko Dangote yesterday said plans have been concluded to construct a gas pipeline to address power supply challenges in Lagos State. He disclosed this during a courtesy visit to the office of the Lagos State governor, Mr. Akinwunmi Ambode. He said; “We also assured him that we are going to do a Gas Pipeline from Bonny (River State) to pass under the sea (to Lagos.) When it is completed, Lagos state will never ever experience blackout. There will be electricity 24 hours a day.” Addressing newsmen after the meeting with Ambode, Dangote said they also discussed the ongoing construction of the largest fertilizer plant of two to three million tonnes of Uranium and Amonia in the Lekki Free Trade Zone, Ibeju-Lekki. He noted that the company is also building ”the largest ever single refinery of 650,000 barrels per day, which is by far more than the consumption of Nigeria and that would satisfy our consumption at least for the next seven to 10 years by the time we finish.” All these projects Dangote said are no small projects. ‘’We will have challenge in getting people to work there, because at the height of it, there will be close to 38,000 people working at the same location, this is something that we have to partner with the state government. ‘’Having 38,000 people on one site, not every one of them will be from the community, others will be from other states, there would be cultural issues and all that, we need to integrate everybody to ensure that the whole thing works out fine.” He stressed that the visit afforded him the opportunity to assure the governor of his commitment to complete these ongoing projects already embarked upon by the company. The business mogul promised to continue to support the state government initiatives geared towards securing lives and properties, adding “I have assured him that we really love doing business here, it’s a friendly state for doing business.” According to him, “There are quite a lot of things that will come along with creating so many jobs. Let's be honest for a second please, assuming you came across an accident victim & you volunteered to help, I'm sure nobody will want to investigate you for trying to help. We must understand that even hospitals don't hastily attend to gunshot wound victims without the Police being notified because of the fear of the unknown. I assume this is because there are no established laws in this regard. So in the case of the man who volunteered to help, if at all he is not an accomplice until ofcourse it is proven that he is not, the Police will have to investigate notwithstanding. Considering the fact that the man he brought to the hospital escaped probably under his watch also poses questions... Something about this post doesn't feel right at all... |
