Yes, it is standard practice to pre-inform the parents about where the kids will visit during an excursion. However, the parents might not have been told ahead the activities that the students would engage in. Except, you have facts that say that the parents were informed before hand that the children would have to pray Islamically in the mosque, you have to cut them some slacks.

For instance, sometimes ago one of my kids was taken on a field trip to a bacon and cooked ham production facility. Of course, I consented before they went. However, the child declined to eat the bacon they offered her because she didn't eat pork back then. So in this instance, I knew where they were visiting but I was not informed that the visit might include having to eat pork based products otherwise I would have advised them of her aversion to such.

Even in Nigeria where we claim things don't work, no school or boys scout unit will take your child out of the autorized training grounds with sending you a consent form.
This was a field trip to teach them religious tolerance.

However, on a second thought, I think it is equally possible that the parents were not pre-informed that the boys would have to pray in the Islamic way during their visit. If this is the case, the boy is well within his right to have exercised his freedom not to pray in such manner.

It is not possible for children to be taken out without prior notice from their parents.
Even in Nigeria parents still get consent forms before children are taken on field trips or excision not to talk of the west. You can't take a child anywhere without the parents giving consent
