The last time I checked Lagos state government didn't take permission from the president before setting up the Lagos Security Trust Fund which has been responding for purchasing almost every operational vehicle and equipmentsfor every law enforcement agency in Lagos state.
The Lagos state commissioner of police didn't need to take permission from the IG before accepting and using the equipments.
Lagos has renovated and rebuilt almost all police stations in the state

Now my question is, as rich as Delta state is, what security infrastructure has the governor put in place? He is also a governor just like the Lagos state governor?
