Some people have been following and viewing your posts, even some top officers, I went to my state commissioner for a visit, info and advice on our call up for training, all I hear from him is congratulations, you are a lucky dude, being the only one in ur state. He said you are a young money! I just dey look am say this one doesn't know how far ooo! Am seeking for info, he is saying another thing, even the AC's! They all told me we re going to be called for training! Y'll called ASP's re just bunch of criticizers, can't gather info than to find one's fault and criticize! OYO lewa ooo! Two months after due graduation date, Cadet ASPs, Inspectors still stranded in Kano camp The members of the Cadet ASP Course 25 and Cadet Inspector Course 40 have been in camp at the Police College, Wudil, Kano since January 9, 2012 Share: Two months after they ought to have graduated from the Police Academy in Kano, Kano State, Cadet Assistant Superintendents of Police and Inspectors, who went for training there, are still in camp. The members of the Cadet ASP Course 25 and Cadet Inspector Course 40 have been in camp at the Police College, Wudil, Kano since January 9, 2012. By schedule, should have been out of camp by June 2013. The trainees, it was learnt, are already feeling frustrated, training for their passing out on daily basis. The passing out had been rescheduled no fewer than seven times, with the relatives of the would-be police officers having had to change their travel plans for the ceremony several times. But more disappointing for the trainees have been the reasons adduced for the change in their graduation day. Such excuses ranged from the non- completion of some structures in the Police College, which the President, Dr. Goodluck Ebele Jonathan, would commission during the graduation ceremony; to the Ramadan fast; the recent death of Charity Oba, the mother of the First Lady, Dame Patience Jonathan; and the Special National convention of the Peoples Democratic Party. Among dates fixed but changed in the past were June 15, June 29, July 6, August 10 and August 17. New dates of August 30 and 31 or September 2 and 3 have been proposed. It was gathered that the Police Band, which will supply music on the graduation day, had been in camp with the trainees for about five months, preparing for the D-Day that has refused to come. It was gathered from some members of the band that they had not been paid any form of allowance in the last four months or allowed to leave the camp. The training programme commenced on January 9, 2012 at the Nigeria Police Academy, Wudil, Kano, with Assistant Inspector General of Police, A. Babalola as Commandant. Babalola has since retired. A Superintendent of Police, Awoniyi Bamidele, served as the course officer for Course 25 before he was transferred, while a Deputy Superintendent of Police, Ezenwa Onyenkaba, was course officer for Course 40. The duration of the training, based on the schedule made available to the students, was for 18 months. The training is divided into three phases. There is the basic stage where cadets are taught law courses, professional studies, liberal studies and parade. These are compulsory and have police officers trained in such fields impacting the knowledge. The cadets are also exposed to taekwondo training for the purpose of self defence. At the end of the basic training, examinations were written. The next stage is the intermediate stage where the cadets are supposed to have consolidated on the basic training and are getting used to the police training, trimming out with the early morning physical exercises. At the end of the intermediate training, examinations would also be written on the courses, which the cadets began in their basic training. At the end of the intermediate stage, the cadets are to embark on a mobile training either to Gwoza in Borno State or Ila Orangun in Osun State. For the set in camp now, the training was at Ila Orangun, where they were exposed to more challenging times and rigour. After the mobile training, the cadets were to embark on a citizenship training at Sherry Hills in Jos, Plateau State. But the set in camp now never did. And since March when they returned from Ila Orangun, the trainees have been in camp training daily for the parade that will hallmark their exit from the camp. There are 263 cadet ASPs and 222 cadet Inspectors in the Kano camp at present. A new AIG has been appointed to oversee the camp. He is Baba Adisa Bolanta. Efforts to reach the Force Public Relations Officer, Frank Mba, on the issue proved abortive. Mba neither took the call to his mobile phone nor responded to text messages for comments for over 48 hours. A police source, who also passed through the College, said this has become the norm. INTRODUCTION : - The origin of the Nigeria Police Academy dates back to the early 80s when the Government of Nigeria in 1981 requested the British Government to make available to Nigeria, some united Kingdom Police officers to assess the training needs of the Nigeria Police. In response to this request, a team of three British Police officers led by M.A. H Pacy ( Assistant Chief Constable, Hamberside Police) was sent to Nigeria by the British Government. The team submitted its report known as the pacy report in 1982. This report was formally published as the white paper of the Federal Republic, of Nigeria, on the future training needs of the Nigeria Police Force. A follow up of recommendations of the pacy report led to the search for the best training orientation for the Nigeria Police. In 1986, the then Inspector General of Police Alhaji Mohammed A. Gambo rtd, sent a delegation of three Nigeria Police officers led by late S.Z. Daura (Assistant Inspector General) to Egypt to under study the Egyptian Police Academy. The report and recommendations of these two teams of experts had far reaching effects in laying the foundation for the establishment of the Nigeria Police Academy, kano to serve as an institution for high level manpower development, with a mission to train police officers to acquire the highest standards of professionalism. The Academy officially took off simultaneously in 1988 at two temporary campuses; the Police training school Challawa, Kano where cadet Inspectors were trained; and the Police college Kaduna, where cadet ASPs were trained. The two campuses were merged and relocated to its permanent site in Wudil, Kano, after its was formerly Commissioned on the 2nd April,1996, by then Head of State and Commander in Chief of the Armed forces, General Sani Abacha, GCON, dss, mni., with the expectation that the Academy will be affiliated to a University for degree awarding courses. AIMS AND OBJECTIVES:- The aims and objectives of establishing the Police academy are: =>To provide an institution capable of producing qualitative manpower especially at the ASP and Inspectorate cadre, in order to meet up with the middle level manpower requirements of the Nigeria Police Force. =>To equip trainees with competences backed by sound academic background, high professional and moral standards for effective law enforcement and selfless service to the Nation. ENTRY REQUIREMENT: - The basic qualification required for enlistment into the Academy for the two cadres are as follows:- 1. A University Degree (second class lower) or HND ( Upper Credit) from a recognized University or Polytechnic for cadet ASPs and a school leaving certificate (WAEC or NECO ) with at least five credits including English language and mathematics for the cadet Inspectors. 2. The applicant must not be above 28yrs of age for cadet ASPs and 24yrs for cadet Inspectors. 3. Applicant must be physically fit. 4. Must not be less than 1.56 meters (5ft 4 inches) for female. a. Expanded chest measurement of 40 cm (36 inches) for men. b.The applicant must not be an ex- convict. c. Must be a Nigerian d. He or She must be medically fit. DURATION:- Both cadet ASPs and cadet Inspectors programmes run for 72 weeks i.e. (18 months) and it is segmented into three stages; namely: Basic stage last for six (6) months. Intermediate stage for six (6) months and advanced stage for six (6) months. COURSES: - Throughout the 18 months duration; the cadets are taken through the following courses. A. BASIC STAGE SIX (6) MONTHS:- 1. Documentation/screening, attestation and oath taking 2. Drill courses 3. Police Duties 4. Laws, criminal law of evidence and criminal procedure 5. Four (4) weeks first - Aid lay lectures 6. One month attachment B. INTERMEDIATE STAGE SIX (6) MONTHS 1. Drill courses 2. Police Duties 3. Laws, criminal law of evidence and criminal procedure 4. Four (4) weeks first - Aid lay lecture courses 5. Four (4) weeks detective courses. 6. Four (4) weeks citizenship and leadership training course. C. ADVANCE STAGE SIX (6) MONTHS 1. Drill courses 2. Police Duties 3. Laws, criminal law of evidence and criminal procedure 4. Four (4) weeks Police mobile force training 5. One (1) week Police educational visit 6. Four (4) weeks interview 7. Four (4) weeks passing out parade practice (POP) After the training, the cadets are passed out as ASPs and Inspectors respectively and are posted to state commands to undergo another one year attachment to acquire practical experience before they are finally allowed to stand on their own. The selection into the Academy is done on quota basis i.e. each state of the federation is given an equal number of slots, e.g. 12 persons from each state. Selection starts from the state level to zonal level and finally the Force Headquarters Abuja. The Police service commission has the sole responsibility of appointment into the Nigeria Police force, application forms are obtainable from the Police service commission or Force Headquarters websites after advertisement in National News, the Media and websites. ACHIEVEMENTS:- The Police Academy was founded in 1988, and so far has trained 2,848 Cadet ASPs and 2,374 Cadet Inspectors. Thus a total of 5,222 Cadet officers have passed out through this Academy. Ten of these Officers were from the Republic of Gambia and Sierra Leone. The present set of Cadets who commenced training on the 9th of January, 2012 is made up of 266 cadet ASPs and 224 cadet Inspectors. Secondly, the Federal Government of Nigeria has upgraded the Nigeria Police Academy Wudil- Kano State, to a degree – awarding institution and the National Universities commission has, accordingly, recognized the Academy as the thirty seven (37th) Federal University and the one hundred and twenty fourth ( 124th) University in Nigeria. iPassEmAll: D job we are deving into ll not be a bed of roses as considered by some pple in this forum, pioneering, in every aspect of life is usually filled wit patriotism and responsibility. If anyone here tinks of already made ICT policing and having such orientation and mindset, am afriad such a one will not excel and it is still early for such a one to honorably witdraw and give chance to pple who are patriotic enough to bear responsibily for the force. In addition, there are ICT facilities built in every state police command throughout the country wit double sound proof power plants for steady electricity supply and i think its a gud starting point that would definitly make a better and improved future for ICT policing in Nigeria Yeah i Agree with You because we also have it here in Ondo State, I saw it the last time i went to state HeadQuarter here in Akure. 2013 - 07 - 11 OKIRO SETS TARGET FOR POLICE SERVICE COMMISSION The Honourable Chairman of the Police Service Commission, Sir Mike Okiro, IGP (Rtd), has stated that his targets are to ensure effectiveness in the Police and to make sure that the Police succeed in the task of securing lives and property, and to serve Nigeria. He affirmed this during an inaugural meeting of the PSC Board with the staff held on Wednesday 10th of July, 2013. Okiro also said that these targets can only be achieved with an efficient and effective Police Service Commission. Commenting on the impending issues militating against the successful running of the Commission, Okiro admonished the staff to be patriotic in their duties as the new management is geared towards improved staff welfare. The Hon Chairman also directed that henceforth, all pending disciplinary matters in the NPF should be treated within three months, as prolonged disciplinary matters may deprive innocent officers of the force of their promotions and prolong the service of officers who deserved to be shown the way out of the force. Hon (Dr.) Olufunlola Adekeye JSC (Rtd), a Commissioner in the Commission asserted that this is going to be a new dawn for PSC, as the new chairman is ready to take the Commission to a greater height. Thus, she advised staff to give the management their optimum co-operation and suggestions since their doors are always open. Equally, Alhaji Yakubu Mohammed DIG (Rtd), who is also a Commissioner, called on staff to approach their duties with the fear of God, and advised them against blind-loyalty while assuring staff of the Chairman’s fulfillment of his promises as he said “the Chairman is known for welfare.” Majority of the staff who spoke during the meeting thanked the Honourable Chairman and other members of the Board, as they all expressed their willingness to put in their best toward the realization of these targets. 1 Like |
