The highest CPC I've seen is $3.0 and that's insurance niche. No advertiser can waste even $5.0 on ads for a single click even a company as big as Tesla won't do that.

run the keyword first see what the advertiser paid . see it yourself. advertises pay as high as $400 per click

First, depend on your niche, if your niche is such that you only target Africa, forget it,your CPC will be very low.
But if your niche is such that you can target tier 1 country.. then here are two things you need to do

research High CPC keyword - Some keyword pay up to $4- $200 per click.
example this keyword car accident lawyer los angeles

if you write a content on that keyword then send traffic to los Angel or USA.

Omo, if any one click on ads on that post - you can be paid up $200 per click . period.
