what is Intelligence? Simply means having or showing the ability to easily learn or understand things.
So if one is highly fluent in English, it means the person has the ability to understand the language and is therefore intelligent. so it can count as a measure of intelligence, not wholly, together with other attributes though.

Interesting. we are waiting to see what the budget looks like? there is yet to be visible effects of the 2016, 2017 and 2018 appropriation bills. we are only just paying salary(recurrent)

So this is my story.....

I was so heartbroken and devastated.....
But I just held on to God's promise.

I didn't want to try again.

But the Spirit of God gave me the courage to try again.

So I applied again in November.

God finally came through for me and I got my approval this December.

Lesson : If God has said it, that settles it because He will surely do it. Don't give up. It's not over till you win!

By the way I'm a matured student o, in my forties. I left university over 20 years ago. If God can do it for me, He will also do yours!

Dont really understand what you mean by not being strong for Ican, but if you feel ICAN is too difficult, you can start from ATS, its an easier version of ICAN, and also it is budget friendly compared to Ican. If you are strong financially, go do ACCA,
