OKONJO-IWEALA DESCRIBES AS BASELESS ALLEGATIONS OF “ILLEGAL DIVERSION” OF ABACHA FUNDS
SAYS THIS LEVEL OF PERSECUTION AND HARASSMENT UNPRECEDENTED, SIGNALS DANGER OF FIGHTING CORRUPTION IN OFFICE

As part of the campaign of falsehood against former Minister of Finance, Dr Ngozi Okonjo-Iweala by Edo Governor, Adams Oshiomhole and other powerful and corrupt interests, another baseless story has been published by some online media. To achieve their evil propaganda objective of tarnishing her name, these evil elements have distorted the contents of a memo dated January 20, 2015 in which the former Minister of Finance, Dr Ngozi Okonjo-Iweala responded to a request by the former National Security Adviser, Col Ibrahim Dasuki (retired) for funds to prosecute the terror war against Boko Haram.

Here are the facts:

· The central responsibility of the Minister of Finance IS to find sources of funding for the financing of approved national priorities such as security, job creation and infrastructure.

· It will be recalled that throughout 2014, there were public complaints by the military hierarchy to President Goodluck Jonathan about the inadequacy of funds to fight the anti-terror war in the North East, resulting in Boko Haram making gains and even taking territories. A lot of the criticism was directed at the Federal Ministry of Finance under Dr Okonjo-Iweala which was accused of not doing enough to find funds for the operations.

· In fact, the Ministry, on several occasions, had to call press conferences to provide details of budgetary spending on the military, to show, against the background of limited resources and other urgent national priorities, that it was doing its best on funding security.

· It was about this time that some new Abacha funds of about $322m were returned with another $700m still expected to be returned. (This is not to be confused with the Abacha funds returned in 2005-2006 under the Obasanjo government whose use for developmental purposes was monitored by the World Bank as earlier explained by Dr Okonjo-Iweala).

· Former President Jonathan set up a Committee comprising of the former Minister of Justice, former NSA and the former Minister of Finance to determine how best to use both the returned and expected funds for development.

· The NSA made a case for using the returned funds for urgent security operations since, he noted, there cannot be any development without peace and security. Based on this, a decision was taken to deploy about $322m for the military operations, while the expected $700m would be applied for development programmes as originally conceived.

· Following the discussions and based on the urgency of the NSA’s memo, Dr Okonjo-Iweala requested the President to approve the transfer of the requested amount to the NSA’s Office for the specified purposes.

· But, as captured in the memo, she insisted on three conditions:
a. only a part, not the entire Abacha funds would be spent on the arms; the rest would be invested in developmental projects as originally conceived
b. the money was to be treated as borrowed funds which would be paid back as soon as possible
c. the NSA’s office was to account for the spending to the President who was the Commander in Chief, given the fact that the Minister of Finance is not part of the security architecture and does not participate in the Security Council.
· The attempt to link the former Minister’s name to any misuse of these funds for any purpose other than security as far as she understood it is totally false and cannot stand.

Diplomatic Circles in Geneva, Switzerland has announced that the honorary of the former President will take place at the group’s annual dinner which comes up on January 21, 2016.

Goodluck Jonathan, who will be the first African leader to receive the award, will also be a guest speaker at the event.

The Diplomatic Circle, a group of diplomats from around the world, is honoring the former Nigerian President for his democratic credentials and efforts towards “upholding human rights in Africa”.

Tottenham have completed the signing of 16-year-old former newspaper vendor at Ojota bus-stop, Lagos, Victor Osimhen. He was the star of Nigeria’s recent Under-17 World Cup triumph in Chile, after scoring 10 goals in 7 games.

Tottenham were reported to have opened talks with the player’s representatives during the competition, and according to AS he will now join Mauricio Pochettino’s side. Osimhen’s compatriot Kelechi Nwakali – who was voted player of the tournament – is also understood to be on his way to the Premier League with Manchester City.

Members of the Press and Invited Guests.

Today we have reached another milestone in the evolution of our new government which Nigerians overwhelmingly voted into office in the March 28th, 2015 general elections. Today we witness the swearing-in of new ministers of the government of the Federal Republic of Nigeria.

2. Since our inauguration on May 29, 2015, the Vice President and I have been mindful of the need to constitute a cabinet that will best deliver our expectations of a better country than we inherited. We want to work towards a prosperous nation respected for the right reasons, and whose citizens can hold up their heads anywhere in the world. And we are optimistic that bringing this set of ministers into the service of our country today is a step in the right direction, a timely move towards realizing our positive goals for our country.

3. Since we assumed office in May, I have been mindful of the need to ensure that the appointment of new ministers translates into putting round pegs in round holes while showing sensitivity to our diversity as a people and our various positions as groups of stakeholders in our country.

4. I have also been conscious of the need not to repeat such mistakes of the past where the right people were allocated the wrong portfolios, which translated into their performing poorly to our collective detriment despite their obvious capabilities. Also, I have responded to the counsel to consult as widely as possible, given the need to build a stable and all-inclusive government by reaching across our various ethnic and political divides.

5. With the inauguration of ministers, our government shall continue more decisively to implement its policies in respect of the economy and in other areas. While working hard to maximise revenue from oil in the face of a sharp decline in the price for the commodity, we are determined to diversify the economy in agriculture to enhance employment and explore solid minerals as a major revenue earner.

6. The primary aim is to achieve self-sufficiency in the production of such staples as rice and wheat and to become a major consumer and exporter of both items as well as solid minerals. We
intend to pursue policies that will generate massive employment for millions of our youth.

7. We shall also continue with greater determination and focus to pursue our goal of ensuring improved security for our country and its citizens, and without letting up on our fight against corruption. Our commitment to defeat Boko Haram and all the threats it constitutes remains as strong as ever. So is our resolve to root out vices such as kidnapping and neutralise the various forms of criminalities that threaten the social peace of Nigerians.

8. While recognizing the challenges we face and the need to surmount them, let us not fail to note the progress we have made in the short life of this government, as an indication of how much better we can do as a people driven by patriotism and a common resolve to do things right.

9. On the moral sphere, trust is slowly but steadily being re-established between the government and the people. Now, when the government speaks, the people listen; and when the people’s expectations are not met, they appreciate that it is not for lack of commitment or trying on the part of government. In effect, government business is now being conducted with transparency and cynicism is waning as a result.

10. Our adoption of the Treasury Single Account has resulted in the blocking of financial leakages in the public sector, making more funds available for the business of governance and ensuring the welfare of our citizens. The Central Bank of Nigeria has also assisted more than 30 States of the federation with concessionary loans to offset salary arrears for their workers. On the monetary side, the CBN has also implemented country-specific and innovative policies that have helped to stabilize the exchange rate and conserve our reserves.

11. Finally, our new ministers must proceed to work speedily and do their utmost to justify the confidence we have placed in them not only by their conduct but also by their performance in their various positions.

12. Over all our economy is poised for sustained job creation, poverty reduction and inclusive growth. Regardless of the present challenges we are confronting, I believe all Nigerians will keep hope alive and sustain their optimism about the future of our economic well being.

President Muhammadu Buhari during his recent trip to India played host to two young ladies from Kano State, who just bagged M.Sc degrees in the First Class category.

During his meeting with Nigerians who live in India, held at the premises of the Nigerian High Commission, New Delhi, President Buhari granted private audience to Aisha Umar Auwal, and Jamila Muhammed, who had been sent on scholarship by the Kano State government, to pursue Master’s degrees. Both made First Class Honours.

The President lauded the two ladies for their feats, and commended such industry to Nigerian youths. He also praised the Kano State government for its emphasis on human capital development.

The Presidency on Wednesday said President Muhammadu Buhari would keep his promise of making public his ministerial list latest by the end of September.
The Senate had on Wednesday adjourned its plenary to Tuesday, October 8, 2015, without reading the names of the would-be ministers.
Also, while addressing newsmen after today’s plenary, Senate spokesperson, Dino Melaye, said the Senate was yet to receive the much-anticipated ministerial list from the President.

“We are still waiting for the ministerial list from the President. I want to advise that there is no need for agitation because September expires by midnight and the office of the Senate President is open,” Melaye said.


According to him, as soon as the Senate gets the list, it would be made public through the media.
However, Special Adviser (Media and Publicity) to the President, Femi Adesina, told Daily Independent that the September deadline given by the President was still in order since it was not yet midnight.

“Yes, I agree that today is the last day of September and the President promised to make the list available in September. But there is no cause for alarm since the day is not yet over. September will come to and by 11:59pm,” he said.
