The Central Bank of Nigeria has released a report which best explains why states have been unable to pay the salaries of their civil servants.

The allocation to states and local governments from the federation account suffered a 30.6 per cent decline in April 2015 when compared with what the states got in the same period last year.

The apex bank revealed this in its Economic Report for the month of April where it stated that the total statutory allocation to the state governments stood at N153.45 billion in April 2015. This was 30.6 and 22.9 per cent below the 2014 monthly budget estimate and the level in the preceding month, respectively. The dwindling revenue of federal, state and local government is as a result of falling oil prices.

Giving insight into the poor financial status of states which depend on monthly federal allocation, the CBN report for April said: “The breakdown showed that at N119.27 billion or 77.7 per cent of the total, state governments’ receipt from the Federation Account was below both the 2014 monthly budget estimate and the level in the preceding month by 29.7 and 30.3 per cent, respectively.

“At N34.17 billion or 22.3 per cent of the total, receipts from the VAT Pool Account was below the monthly budget estimate by 33.4 per cent, but exceeded the level in the preceding month by 22.2 per cent. Total receipts by the local governments from the Federation Account and VAT Pool Account stood at N88.91 billion at end-April 2015.

“This was lower than both the budget estimate and the level in the preceding month by 33.8 and 19.7 per cent, respectively. Of this amount, receipts from the Federation Account were N64.99 billion (73.1 per cent of the total), while the VAT Pool Account accounted for N23.92 billion (26.9 per cent of the total).

“At N735.07 billion, estimated federally-collected revenue in April 2015, was lower than the monthly budget estimate by 9.8 per cent. It was, however, higher than the receipt in the preceding month by 35.8 per cent. The decline in estimated federally-collected revenue (gross) relative to the monthly budget estimate was attributable, largely, to the shortfall in receipts from oil revenue during the review month

“At N286.24 billion or 38.9 per cent of total revenue, gross oil receipt was lower than the monthly budget estimate and the level in the preceding month by 36.8 and 21.5 per cent, respectively. The decline in oil receipts relative to the monthly budget estimate was attributable to the fall in receipts from crude oil and gas exports, occasioned by the drop in the price of crude oil in the international oil market.”

The report further stated that “gross non-oil receipts at N448.83 billion or 61.1 per cent of the total revenue was above the monthly budget estimate and the level in the preceding month by 23.9 and 154.1 per cent, respectively. The increase in non-oil revenue relative to the monthly budget estimate reflected largely, the increased receipts from the FGN Independent Revenue.

It also said that of the gross federally-collected revenue, N307.45 billion (excluding deductions and transfers) was transferred to the Federation Account for distribution among the three tiers of government and the13.0 per cent derivation fund.

“The Federal Government received N146.49 billion, while the state and local governments received N74.30 billion and N57.28 billion, respectively. The balance of N29.38 billion was distributed to the oil-producing states as 13.0% Derivation Fund. From the VAT Pool Account, the Federal Government received N10.25 billion, while the state and local governments received N34.17 billion and N23.92 billion, respectively.

In addition, N33.53 billion and N9.49 billion were distributed as Exchange Gain and NNPC Additional Revenue among the three tiers of government and the 13.0 per cent Derivation Fund as follows:

“The Federal Government received (N15.37 billion and N4.35 billion), while the state and local governments received (N7.79 billion and N2.21 billion) and (N6.01 billion and N1.70 billion), respectively. The balance (N4.36 billion and N1.23 billion) was distributed to the oil-producing states as 13 per cent Derivation Fund.

“Furthermore, N6.33 billion was received by the Federal Government from the NNPC in respect of the eighth equal installment refund of indebtedness. Overall, the total allocation to the three tiers of government from the Federation Account and VAT Pool Account in the review month amounted to N425.14 billion, compared with N557.80 billion in the preceding month.

“At N452.38 billion, the estimated Federal Government retained revenue for April 2015 was above the monthly budget estimate and the receipts in the preceding month by 46.0 and 77.1 per cent, respectively. Of the total amount, the Federation Account accounted for 32.3per cent, while FGN Independent Revenue, others, VAT Pool Accounts, NNPC Refund and NNPC Additional Revenue accounted for 59.6, 3.4, 2.3, 1.4 and 1.0 per cent, respectively.

Total expenditure

“At N155.52 billion, total estimated expenditure for April 2015 was lower than both the monthly budget estimate and the level in the preceding month by 60.2 and 26.3 per cent, respectively. A breakdown of total expenditure showed that the recurrent expenditure accounted for 88.8 per cent, while the capital expenditure and transfer components accounted for the balance of 2.8 and 8.4per cent, respectively. Non-debt obligations accounted for 43.7per cent of the total recurrent expenditure, while debt service payments accounted for the balance of 56.3 per cent. Thus, the fiscal operations of the Federal Government resulted in an estimated surplus of N296.86 billion.”

According to the CBN “Nigeria’s crude oil production, including condensates and natural gas liquids, was estimated at an average of 1.91million barrels per day (mbd) or 57.30 million barrels for the month. This represented an increase of 5.0 per cent above the level of 1.82 mbd or 56.42 mb recorded in the preceding month. Crude oil export was estimated at 1.46mbd or 43.80 million barrels. This represented an increase of 6.6 per cent above the level recorded in the preceding month.

“Deliveries to the refineries for domestic consumption remained at 0.45 mbd or 13.50 million barrels during the review month. At an estimated average of $59.55per barrel, the price of Nigeria’s reference crude, the Bonny Light (37º API), rose further by 3.7per cent above the level in the preceding month.

“The average prices of other competing crudes, namely the U.K Brent at US$58.18 per barrel; the West Texas Intermediate at $52.82 per barrel; and the Forcados at US$59.88per barrel, also showed similar trends as the Bonny Light. The average price of OPEC’s basket of eleven crude streams, at $55.61per barrel, indicated an increase of 5.7 per cent, but indicated a decline of 46.7 per cent, compared with the average of $52.61and $104.27per barrel recorded in the preceding month and the corresponding period of 2014, respectively “

President Muhammadu Buhari is planning to visit Cameroon to cement a regional fighting force against Boko Haram, he told AFP on Monday.

Buhari met his counterparts from Niger, Chad and Benin at a summit in Abuja last week but Cameroon’s leader Paul Biya was noticeably absent and represented by his defence minister.

The two countries have long had strained ties, in part over a bitter territorial dispute but also after Boko Haram mounted cross-border raids into northeast Nigeria from Cameroon’s far north.

Buhari visited Niger and Chad in his first week in office and said he would have gone to Cameroon’s capital Yaounde for talks with Biya had he not been invited to attend the G7 summit in Germany.

“But on my return to Nigeria now, I will try to go to Cameroon,” he said on the sidelines of the African Union summit in Johannesburg.

Last week’s Abuja summit rubber-stamped an 8,700-strong regional force involving the five countries to replace an ad hoc coalition of Nigeria, Niger, Chad and Cameroon.

The current force came into being after Chad’s President Idriss Deby sent troops to assist their Cameroonian counteparts against a wave of attacks by the Islamist militants.

Troops from Niger and Chad have crossed into Nigerian territory but those from Cameroon have not in an indication of the strained relations between the neighbours.

But Buhari indicated last Thursday that soldiers from the new Multi-National Joint Task Force (MNJTF) would not be restricted in terms of movement.

The MNJTF will be headed by a Nigerian officer for the duration of the mission, with his deputy from Cameroon for an initial 12 months once troops are deployed from July 30.

Buhari has made crushing Boko Haram his immediate priority since coming to power on May 29 and he said in the interview that foreign support was vital.

“The most important support is intelligence. What we are looking for from the G7… is intelligence. We want help in terms of logistics,” he said.

“Boko Haram declared that they are in alliance with ISIS, so terrorism has gone international. They are in Mali, they are in Nigeria, they are in Syria, they are in Iraq, they are in Yemen…

“It’s an international problem now,” he said.

The Emir of Kano and former Governor of the Central Bank of Nigeria, Muhammadu Sanusi II, has been appointed as the Chairman of the Board of Directors of Blackstone’s portfolio company, Black Rhino.

This was contained in a statement on Thursday by Blackstone, a global investment and advisory firm founded in 1985 and listed on the New York Stock Exchange.

Black Rhino was formed in January 2012 to develop and invest in transformational infrastructure projects in sub-Saharan Africa’s power generation and fuel transportation sectors.

The Founder and Chief Executive Officer, Black Rhino, Brian Herlihy, was quoted in the statement as saying, “One can scarcely imagine a stronger addition to the Black Rhino Board. The Emir has unparalleled insights into Africa’s regional and local socio-economic development needs and the role that power and infrastructure development can play.

“We know that as Chairman of Black Rhino, the Emir will provide business as well as moral guidance in all our endeavors across Africa. It is an honour and a privilege to announce His Highness, the Emir of Kano as the Chairman of Black Rhino.”

A Senior Managing Director at Blackstone, Mr. Sean Klimczak, who oversees the firm’s global private equity investments in power generation and natural resources, said the firm was pleased with the development.

“We look forward to working closely together as we develop energy solutions for sub-Saharan Africa.

“I am honored to join the Board of Black Rhino, a company that is looking to develop infrastructure projects in places where there is the most need to transform communities,” Sanusi was quoted in the statement as saying.

According to the statement, prior to his appointment, Sanusi had a 25-year career in banking. He began his career in 1985 at ICON Merchant Bankers, a subsidiary of Morgan Guaranty Trust and Baring Brothers, and later ran the credit and risk management division at the United Bank for Africa. In 2005, Sanusi moved to First Bank of Nigeria Limited, where he was named the managing director in 2009.

The All Progressives Congress has responded to the victory of Bukola Saraki and Yakubu Dogara as senate president and Speaker of the House of Representatives.

In a statement on Tuesday signed by Lai Mohammed, the National Publicity Secretary, shortly after the the elections were concluded, the APC said the winners are not the unacceptable to it as they showed the highest level of indiscipline and treachery.

“Senator Saraki and Hon. Dogara are not the candidates of the APC and the majority of APC lawmakers,” the party said.

Mohammed said the party met and conducted a straw poll and chose candidates and for that reason all national assembly members-elect are bound by it as the party’s position is supreme.

The statement said that the APC leadership is meeting with a bid to establish discipline and sanction those who have subjected the party to ridicule.

APC decried the situation where APC members for the sake of ambition went into bed with the PDP, the same people who Nigerians have kicked out.

The statement said they can be no higher lever of treachery.

Nigeria’s new Senate President, Bukola Saraki, has vowed to uphold the independence of the National Assembly.

He said in his acceptance speech after he was elected unopposed by his colleagues in the upper chamber of the national assembly on Tuesday.

“I am most honoured and privileged to be elected to serve as President of the Senate. I accept with humility and respect the honour you have conferred upon me today,” Saraki said.

“We have today demonstrated that even though we may belong to different parties, we are ultimately united by our common desire to entrench democracy and allow its principle guide our conducts.

“The change that our people voted for is a change from a life of poverty, misery to a life of prosperity, happiness, security and comfort, accountability and respect for democracy.

“This is a change that all of us in the National Assembly must strive to justify. Nigerians want to see a proactive National Assembly.”

According to Saraki, it was now his yoke to protect the autonomy of the legislature in the overall interest of democracy and noted that the quest for independence should not lead people into pursuing adverse relations with other arms of government.

Showering accolades on President Buhari, Saraki thanked the President for his decision to allow members of the Assembly pick their own leaders.

“My dear distinguished colleagues, we are entering at a time when a lot is being expected of us.

“Nigerians expect that the new senate must make laws that will reform the oil sector, the security systems, diversify our economy, create jobs and make doing business in Nigeria more competitive.

“In the coming days, we shall be converging to hammer out an agenda that will help us focus and deliver on the minimum expectations,” he said.

“I have inherited from my predecessor a great landmark. May the future generation of citizens look upon the 8th National Assembly as a true assembly of our people’s representatives who did their best in the service of our nation.

“I congratulate ourselves for this great day and the beginning of a new chapter in the history of our great Nation.”

Shortly after the speech, the senate adjourned to Wednesday.

Following several deaths in Ondo and Rivers states after the consumption of local gin known as Ogogoro,the Federal government has announced an official ban of the sale and consumption of the local gin.

The ban was announced today by the DG of the National Agency for Food and Drugs Administration and Control NAFDAC, Dr. Paul Orhii .He also revealed that 38 persons died from consuming ogogoro in Rivers state recently. All banned products will be confiscated and destroyed.

President Muhammadu Buhari’s trip to the G-7 yielded its first fruits as Germany, France and Canada reaffirmed their administrations’ total commitment to ending Boko Haram’s insurgency in the shortest possible time.

Buhari, who spoke at a meeting with President Francois Hollande of France after his participation in today’s G-7 Outreach Programme, noted that Nigeria would welcome greater support and cooperation from France and other friendly nations for its ongoing efforts to wipe out the scourge that is the Boko Haram and restore full security and normalcy to areas affected by the group’s atrocities.

According to Buhari, although his administration was already taking concrete action to build a more efficient and effective coalition of Nigeria and neighboring countries against the sect, it would be a welcome gesture to receive more intelligence on the terrorist group’s links with ISIS, movements, training, its sources of arms and ammunition and strategies being evolved to overcome terrorism and insurgency in the country and its sub-region.

Buhari also pointed out that the sect’s actions were not religiously motivated, saying, “There is clearly no religious basis for the actions of the group. Their atrocities show that members of the group either do not know God at all or they don’t believe in Him.”

Responding to the newly inaugurated President, President Hollande assured that France would readily give Nigeria and its coalition partners greater support with military and intelligence cooperation to help them overcome the security challenge posed by Boko Haram and its global terrorist allies as quickly as possible.

He also suggested greater bilateral cooperation between Nigeria and France in other areas including trade, economic and cultural relations.

President Buhari also received similar pledges of enhanced support from Prime Minister Stephen Harper of Canada and Chancellor Angela Merkel who he also conferred with before departing from the venue of the G-7 2015 Summit.

President Muhammadu on Sunday night, 7 June 2015, attended the reception hosted by the Minister-President of the State of Bavaria, Germany as part of the activities of the G7 Summit.

The presidents of USA, Canada, France and Russia; prime ministers of UK and Japan; and host chancellor of Germany, were absent.

However, the reception was attended by the UN Secretary General, Ban Ki Moon; the World Bank President Dr. Jim Yong Kim; the German foreign minister Frank-Walter Steinmeier and AU commission chairperson Nkosazana Dlamini Zuma.

Apart from Pres. Muhammadu Buhari, other presidents who were there include that of Liberia, Ellen Johnson-Sirleaf; Ethiopia Haile Mariam Desalination and Senegal’s Macky Sall.

The Federal Medical Centre Yola, has called on members of the public to donate blood to victims of an explosion which occurred in the Adamawa State capital on Thursday, June 4, 2015.

The hospital explained that its blood bank and other facilities had been overwhelmed by the number of victims needing care.

This was disclosed on Friday, June 5, 2015, by spokesperson, Mohammed Dodo.

“As I am speaking to you, we have 31 dead and 22 people seriously injured,” Mr. Dodo said.

The Federal Government under President Muhammadu Buhari will sustain the amnesty programme in the Niger Delta, the Nigerian National Petroleum Corporation has said.

This was revealed by the Head of Nigeria’s delegation to the 167th meeting of the Organisation of the Petroleum Exporting Countries, Dr. Jamila Shu’ara, who also stated that the new government would effect necessary changes to the Petroleum Industry Bill.

Shu’ara, while speaking in Vienna, Australia at the ongoing OPEC International Seminar, stated that Nigeria, under the leadership of Buhari, would continue to work for the realisation of the aims and objectives of the organisation.

She noted that the Buhari administration was committed to prosecuting the amnesty programme in Niger Delta with vigour, with a view to bringing about lasting peace and stability in the area as well as in other parts of the country.

This, she said, would make the country’s operational environment safe and attractive once again.

A statement from the NNPC quoted Shu’ara as saying, “I am here to covey to all heads of delegation of OPEC member countries, and indeed representatives of other countries, President Muhammadu Buhari’s gratitude, that of the government and the people of the Federal Republic of Nigeria to member countries of our organisation, and indeed, the international community, for the keen interest shown and, in some cases, the support given to Nigeria towards the implementation of what has become a very successful political transition programme.

“Nigeria is committed to tackling corruption, especially in the extractive industry, and will strive to bring back transparency and accountability in public life, especially in the petroleum industry, which is the mainstay of the national economy.”

On the PIB, Shu’ara noted that although the bill was still in the National Assembly, the Buhari administration would take a critical look at it with a view to effecting necessary changes that would facilitate its early passage.

“I would like to assure industry players that government will work assiduously to ensure the speedy passage of the bill and even speedier implementation of the related programmes,” she said

The NNPC official said the government would strive to diversify the economy and put in place essential infrastructure that would aid the growth of Nigeria.

Shu’ara said, “We are committed to investing in the whole petroleum value chain in order to add more value to our national economy from our natural resources and reduce our overdependence on exported crude oil revenue.

“I am to assure the OPEC heads of delegation of a new dawn in Nigeria and the capacities of a new President, who understands and appreciates the prospects and challenges of our organisation like no other former Nigerian head of state, having been a minister of petroleum resources before.”

In a presentation at the seminar, the Group Managing Director, NNPC, Dr. Joseph Dawha, stated that the struggle for crude oil markets would be increasingly fiercer in the future.

He said, “New technology and climate change would most likely once again dramatically change the landscape of future oil supply by rapidly increasing supply sources and applying significantly downward pressure on oil prices.

Ameenah Firdaus Gurib-Fakim, was on Thursday appointed the first woman president of Mauritius.

Unlike Ellen Johnson-Sirleaf, the other female president from Liberia, Mauritius’ Gurib-Fakim, a 55 year old Chemistry Professor, did not go through the rigours of a presidential campaign as she was appointed president following the May 29 resignation of her predecessor, Rajkeswar Purhang.

Prime Minister Anerood Jugnauth had moved a motion proposing Gurib-Fakim as President after revealing that he would nominate her during the electoral campaign in December.

The lawmakers approved Anerood Jugnauth’s motion and Gurib-Fakim was appointed President.

On her appointment, Gurib Fakim was quoted saying, “I take it with humility. I feel there is a consensus among members of parliament and also among the population.”

Nigeria’s president, Goodluck Jonathan, tonight hosted his eight presidential media chat since May 2011. The challenges confronting Nigeria – insecurity, the economy, corruption, dearth of infrastructure – were largely discussed. Here's all he said, compiled by me with additional information from PremiumTimes.

On postponed elections:

The president sought the understanding of the international community over the postponed elections. He said the kind of scenarios where elections are postponed for the sake of perpetuating power is not the case in Nigeria.

Boko Haram:

The president was asked why he thinks the war against Boko Haram can be won in six weeks even though the war had raged for six years. The president said he has just acquired new weapons, and gotten support of neigbhouring countries to fight Boko Haram. He mentioned that Chad waited for African Union approval, which they recently got too. He also mentioned that the issue of security is beyond Boko Haram. The president said it runs into dangerous signals of youth restiveness. In the next four weeks Nigerians will see the difference in the security intervention in the North, he said.

The president is asked where he bought arms for the coming onslaught on Boko Haram. He said they managed to get from other sources other than America.

Do you have confidence in Jega to conduct the 2015 elections?

The president said he wished Jega was seated by his side to answer the question.

I wish Jega were here, I could have asked him to answer whether I have confidence in him Yes those who called for his sack may be close to me, but they express their own opinion. More than 80 per cent of those who sponsor messages on our behalf we don't even know them. People use the reschedule of election to misinform Nigerians.

I have never thought about removing INEC Chairman, though I have the constitutional power to do so.''

GEJ blamed his supporters for rumours about Jega's resignation. "I have not told anybody that I will remove Jega," he said. He explained that if there are obvious reasons to remove Jega, he would rely on "constitutional" provisions that gives him powers to sack whoever he appoints.

Attacks:

''The level of misinformation, especially from young people is high. Attempting to attack the president is treasonable offence.The president is protected by soldiers, not just the police. People get carried away and make some provocative statements.

Those who pelted my convoy during my campaigns in the Northern part of the country were ignorant. If INEC conducts the election poorly, it will be on my head."

Hate speeches and political violence by both opposition and ruling party members.

The president explained that "some people" get carried away by the political play and exude these violence. He blamed aides and associates of key political actors for the hate speeches and political violence. He did not categorically condemn the hate speeches or war threats or politically-motivated violence.

"We will make sure things are done so that nobody goes to war," the president said when he pressed for categorical stance on the war threats by ex-militants should he lose the elections. He argues journalists have responsibility to ensure the unity of the country.

On why he frequents churches for campaign but never visited mosques:

GEJ responded by saying he does not receive invitations from Muslims like from the churches.

If election would hold should the military fails to eliminate Boko Haram in six weeks:

The presidents said the new dates are sacrosanct and a new president would be sworn in by May 29. He argued that the goal is not to totally eliminate Boko Haram but to make adequate security arrangement for the election.

Missing Chibok girls:

Questioning moves to the issue of the president's perceived weak support especially as it relates to the missing Chibok girls. "Just give us some times," he said, responding to questions seeking the state of the girls at the moment. The president is optimistic the girls would be rescued with the new military collaboration with neighbouring countries. "I believe the story would be different in a few weeks," the president said. "We would recover them alive."

I believe the story of Chibok Girls will get better in the next few weeks, but don't quote me. We are working with our neighbours, we will comb the whole of that place Partying after abduction? It's unfortunate that people play politics with the issue of Chibok girls. It's not like that elsewhere. In other countries, political boundaries collapse in the face of terror attacks, not so in Nigeria.

With regards to his weakened political base, the president said "in politics, there are only permanent interests."

The president is asked to clarify his previous comments that "stealing is not corruption":

He said he made that statement quoting the former Chief Justice of Nigeria, Dahiru Mustafa, who explained to him that his analysis of corruption cases in Nigeria showed that most of such cases were theft. He argued that referring to stealing as corruption minimizes the crime. "Ole (thief in Yoruba) should be called Ole and given that treatment," the president said.

"Let us communicate properly. The word corruption, we have abused it."

"It is not actually my quotation. I quoted the former Chief Justice," as he continues to defend his previous comments on corruption and stealing.

We have convicted more corrupt people than ever. It is just that Nigerians are confused on what the difference is between stealing and corruption.

The state of the N1 billion security loan and funds confiscated in South Africa.

He said the government have not started disbursing the N1 billion loan. With regards to the .3 million arms money seized in South Africa, he said the money does not belong to Nigeria, technically. He added that the matter was in court.

The president is asked if he would hand over if he loses the next election.

"If the elections are conducted and I lose, of course, another president would be sworn in," the president said. He argued that Nigeria is more important than any individual.

The president is asked what he will do differently if he wins.

He said most of the problem he had in the past is related to perception and not concrete. He did not really say what he would do differently.

The president is asked to comment on his opponent for the 2015 general election, Buhari.

The president responded it was an unfair question. He however mentioned that he has recieved more criticism that Muhammadu Buhari on social media.

The president is asked if he has confidence in INEC as presidently constituted.

He answered saying he appointed everyone at the management level of INEC.

Closing Remarks:

In his closing remarks, president Jonathan assured Nigerians that elections would be conducted and a new president sworn in on May 29. He argued that it is better for INEC to conduct an election everyone would be happy with.
