Well, that's a bad work. They failed to use a concrete poker to vibrate the concrete cast, and also failed to control the cast with moist concrete since they didn't have a poker. The best solution is to chisel out the top portion, close the section again with wood and cast the portion again. This solution is not as good as a first time correct concrete cast, but this is the situation of things.

I want them to chisel out that small part of the devking slab above it to have a continuous column for recasting.

Apart from this particular portion, there are also so many areas in the other pillars where the rods are partially exposed after casting, and they say plaster will cover them.
