Laws are crafted out by a majority of the people, we might not be there presently to say it, but all other things being equal, those laws are made by those we elected, those that have our mandate, in a saner clim ,whatever we want the govt to do, we relate it to the govt through our representatives.

In the case of marijuana in some us states, the people living in those states have agreed that it shouldn't be illegal anymore, while in some states, they still see it as such. Laws, bids people.
