The card reader will announce if person's card is verified the card reader will announce that it's been verified and everyone around can hear it and vice versa if the card is not verified. That will prevent a corrupt INEC official from verifying a card that the card reader has rejected

Seriously, who does that? It must have been a dropoff for some illegal goods or cocaine or maybe a money laundering scam going awry, and the best place to hide it without being seen was the toilet.
