That isn't how it works.

A governor has to read a lot of stuff. He has meetings with state commissioners, state lawmakers, federal ministers, other governors, the presidency, etc. If he cannot read, then he cannot function effectively - even if he has natural leadership traits.

If the man cannot read or write properly, he will be completely at the mercy of other people who may do not mean well for the state he governs.
