You see this security issue ehn... It may just never be resolved.
The chain of people benefiting from it is just too much! From your government officials who inflate the ransom fee demanded by these terrorists in other to have their own share of the national pie, to the security personnels who also collect their own share on the way to deliver the ransom, to the average random citizens who collect their own share either on their way to deliver the ransom or by other means, then to the sponsors of the bandits/kidnappers and then the kidnappers themselves....
