The Allies had agreed early in 1944 that Germany was to be divided into Zones of Occupation after the war was over. Presently there are US military bases in Germany. Russia has no military base in Germany after fall of Berlin Wall. Russia has 10 bases mostly in Eastern Europe and Asia with about 50k personnel's while us has about 40 bases in all continents with about 130000 personnel's.
