The Supreme Court already ruled that we don’t need police permit to hold a rally. Stop talking nonsense if you don’t know what you are saying.

If you took time to actually read the article it says the IG has ordered the ban for all political rallies which affects all the political parties but sentiments won't allow you read. By the way the governor of a state as the chief security officer of the state has such powers to recommend such ban based on security report.
