President Goodluck Jonathan has given a fresh mandate to the military to end the insurgent Boko Haram sect within the next three months to enable the federal government execute projects meant for the Northeast geo-political zone which are allegedly stalled by the violence in the region.

Until last month’s declaration of a state of emergency by President Jonathan on Adamawa, Borno and Yobe states, insurgents had made life difficult to residents of some states in the north.

The new presidential directive, military sources disclosed was part of efforts of the federal government to ensure that the six months emergency regime in the affected states was not extended.

Already, the president has formally proscribed Boko Haram and Ansaru with heavy sanctions on their collaborators and members. An informed source in the security circle told our correspondent that the policy was part of the outcome of the last Security Council meeting held in the State House.

At the meeting on Tuesday were the National Security Adviser, all service chiefs, led by the Chief of Defence Staff, Admiral Ola Sa’ad Ibrahim, the Inspector-General of Police, the security chiefs, the ministers of state for defence, police and interior. It was presided by President Jonathan who reportedly told the Security Council that he wanted the Boko Haram menace to become a thing of the past within the shortest time possible.

After listening to the briefs from the military chiefs about the situation in the three states where the state of emergency is in force, President Jonathan expressed his satisfaction with them and told them that he had promised the whole world that the state of emergency declared in those states would be lifted before the six months allowed by the constitution. He then told them, ‘I want an end to the Boko Haram (sect) within the next three months’ and they all promised to do so, the source disclosed.

According to the source, Admiral Ibrahim assured the president that the rules of engagement were strictly obeyed and that civilian casualties were being avoided by the troops. It was then the idea of the proscription was mooted and adopted in order to discourage people from identifying with the sect.

The minister of state for defence, Erelu Olusola Obada, allegedly lamented how the insurgency had prevented the government from implementing the transformation agenda in the affected states and argued that if the presidential directive was enforced, the government would be able to make impact in the area before the 2015 general election.

The New York Times report dwelling on what it described as “atrocities being committed by the Nigerian military against innocent civilians”, sought to create in the minds of its reader’s an imaginary refugee situation in the area. It quoted non-existent people, painted a picture of an army that cannot distinguish between the enemy and unarmed civilians; an army that turns its guns against the same people it is out to protect. This is certainly not the Nigerian Armed Forces, and there is no killing of civilians in the on-going operation as New York Times desperately sought to portray.

A combined team of State Security Service (SSS) and military police personnel last night raided the Asokoro, Abuja residence of Late Hassan Agwai Mohammed (Ciroman Keffi), claiming to be searching for illegal Chadian immigrants.

The security personnel who arrived the residence at about 9 p.m. in four trucks belonging to the Directorate of State Security (DSS), one military truck and a bus, ordered the arrest of all the occupants of the duplex, three bungalows and an adjourning mosque in the residence.

One of the sons of the late Ciroman Keffi, Hussein, who confirmed the incident to LEADERSHIP WEEKEND, said that the security personnel, ‘‘forced all of us out of the house and ordered us to lay face down. This did not include the females. They searched the whole buildings which lasted for about forty-five minutes’’.

Continuing, Hussein said that all the males, including those who were in the adjourning mosque numbering 15, were ordered into the bus and were taken to the DSS headquarters in Asokoro.

‘‘At the office, we were asked to tell them the persons who reside in the houses within the premises. They separated us from those who stay in the mosque. After questioning, only seven of us were released. As I am talking to you now, the others are yet to be released,’’ Hussein said.

Attempts to reach the spokesperson of the DSS, Ms. Marilyn Ogar, a Deputy Director, last night was not successful as she neither picked her calls nor responded to the text message sent to her mobile phone.

Before his death, the Late Ciroman Keffi served the country in various capacities; as a minister of the federal republic, ambassador and chairman, Petroleum Products Marketing Commission (PPMC).

Maj.-Gen. John Ewanshia, Commander of the Joint Task Force (JTF) in Borno, on Thursday in Maiduguri said the task force had recorded a lot of achievements since its operations began on May 14.

Ewanshia said this during the two-day tour organised for journalists to have first-hand information about on-going military operations in the state.

He said the task force was currently working on the basis of the state of emergency declared recently by President Goodluck Jonathan to restore law and order to Borno, Yobe and Adamawa.

``As we speak, the operations are on-going and a lot of grounds had been covered and achievements had been recorded, but I won’t go into details.

``I will rather allow the gentlemen in the field to do the briefings,’’ the force commander said at the beginning of the tour.

A member of the JTF, Lt.-Col. Danladi Hassan, who is Commander of Combat Team One, said there had been tremendous progress.

While conducting journalists round the suspected terrorists’ camp in Kirenowa, about 60 kilometres to Nigeria’s border with Chad Republic, Hassan said the suspects left their camp on May 16.

He said this was after an encounter with the JTF and the group’s members had lived under the trees, to evade being spotted.

``This is to ensure that the rays of sunlight, as well as our surveillance from the aircraft does not expose them,’’ the troop leader said.

He said the camp also served as a training ground for the boys they recruited into the outlawed Boko Haram sect.

Hassan explained that members of the outlawed sect had destroyed their belongings when they discovered that the Federal Government troops were advancing towards them.

He also said when the troops moved into the camp, they discovered some drugs which were used by the terrorists.

The News Agency of Nigeria (NAN) reports that items found in the camp include burnt cars, refrigerators, electric fans and gas cookers.

The rest are clothes, shoes, used and unused condoms, drugs and injection syringes, among others.

NANreports that activities in Borno has picked up as a drive round the city showed that a lot of people are going about their duties.

Officials of the National Drug Law Enforcement Agency, NDLEA have arrested three men in connection with drug trafficking.

The three suspects were apprehended at Murtala Mohammed International Airport Lagos for ingesting one hundred and sixty one wraps of narcotics weighing three point eight-five kilograms.

NDLEA Airport Commander, Hamza Umar told newsmen that two of the suspects were importing the drugs into the country while one was caught attempting to export the drugs to London.

Speaking on the arrest, NDLEA Chairman, Ahmadu Giade appealed to members of the public to cooperate with the Agency by providing essential information about drug traffickers to the Agency.

The Shell Petroleum Development Company has raised the alarm that Nigeria loses $6.1bn (N965bn) annually to oil theft.

It warned that the negative impact of pipeline vandalisation, oil theft and illegal refineries could affect Nigeria’s economy and environment.

The company’s Manager, Government, Community Relations, Mr. Krukrubo Evans; General Manager, Nigeria Content Development, Mr. Igo Weli and Head, Oil Spill Response, Mr. Pat Agbo, spoke in Yenagoa, Bayelsa State, on Friday.

Evans who was represented by Mr. Funkakpo Fufyin, decried that activities of oil thieves had forced the SPDC to close oil production in its Nembe Creek Trunk Line in the state.

He said the shutdown of the facility had led to the loss of 150,000 barrels of oil per day, adding that the development had reduced the revenue accruing to the derivation account.

Prior to the shutdown, he said the SPDC discovered over 90 different punctured points on the 90km pipeline, adding that the company had commenced repairs of the trunk line.

“Our biggest worries are crude oil theft and illegal refineries. They are bringing down the economy. Nigeria loses 150,000 barrels per day amounting to $6.1bn annually to oil theft.

“Illegal refineries are destroying our environment. We are pushing and talking to the government and other stakeholders to do something about it. These crude theft and illegal refineries have to stop,” he said.

He decried the mode of operation of illegal refineries and said operators only took 30 per cent of the crude oil products and “pour the rest into the environment.”

He identified the company’s facilities in Bodo West, Imo River, Nembe Creek Trunk Line, coastlines offshore Niger Delta as the hot spots for illegal bunkering.

He said the SPDC had put measures in place to gather gas and stop flaring it, adding that it had stopped flaring gas in Bayelsa State.

He added that the oil company had taken measures to stop oil theft by monitoring its pipeline through detective equipment and aerial surveillance.

But Weli said the country’s Local Content Development was not operating in its full capacity adding that the youth lacked opportunities to prove their potential.

According to him, effective operation of the content development would solve the problems of unemployment in the country.

He added that the impediments to the Local Content Act should be removed to achieve the aims of the initiative.

Also, experts in the petroleum industry and the economy have warned that continued oil theft in the Niger Delta poses a threat to the country’s economy.

The experts, who reacted to reports of 127,000 barrels per day drop in oil production, urged the Federal Government to equip security forces to stop oil theft.

Former Group Managing Director of the Nigerian National Petroleum Corporation, Mr. Chamberlain Oyibo, told SUNDAY PUNCH that the drop in oil production by over 120, 000bpd, was significant and could hurt Nigeria’s economy which largely depends on oil.

He said, “120, 000 barrels of oil per day is a lot of oil. If you look at the economy, it’s enormous for a country that depends majorly on oil income for its development. And oil theft, which is causing this drop, can be combated by the security agencies making sure that it is stopped.

“The stolen oil is either taken offshore and loaded in the ships, or refined locally. I think the Navy and the Air Force can stop oil theft. Another fact is that there is no community in that region that does not know where these so-called illegal refiners operate. Oil theft should be fought collectively, because it is threatening the economy.”

Similarly, an economist, Prof. Sheriffdeen Tella, said if the drop in the oil production persists it could derail the implementation of the 2013 budget.

He said, “Considering our oil production figures, if this drop persists for a month, it could become a threat to the economy. And if it persists even longer, it could have a serious effect on this year’s budget. That means that oil theft must not be allowed to continue.

“The puzzle is that those who steal the oil are not invisible. Why have they not been stopped? There seems to be collaboration between the oil thieves and those who are supposed to be monitoring them.”

He added that security agents responsible for stopping oil theft should be investigated and punished if found guilty of aiding oil thieves. - See more at:

The Presidency is constrained to state once again that there is no truth whatsoever to rehashed reports in the media today that President Goodluck Jonathan intends to order a probe of the Obasanjo Administration because of the former President’s “constant” criticisms of the Federal Government.

President Jonathan remains fully focused on the urgent tasks of assuring peace, security and stability across the country to create the right conditions for rapid socio-economic development and will not be distracted from this objective by futile attempts to drive a wedge between him and other respected elders and leaders of his party.

The President has nothing but the greatest respect for Chief Obasanjo’s very notable contributions to national growth and development over many years and far from taking offence or seeking retaliation, will always welcome objective criticism and advice from the very highly-regarded elder statesman.

What is more, President Jonathan regards his Administration as a continuation of the unbroken chain of PDP-led governments started by Chief Obasanjo in 1999 which have worked tirelessly to entrench democratic governance and achieve rapid socio-economic growth in the country.

Rather than order a pointless probe of his predecessors, he will continue to do his utmost best to build on the solid foundations for national progress laid under previous PDP administrations.

Speculation and suggestions of an impending probe of the Obasanjo Administration by President Jonathan are therefore nonsensical and should be dismissed by all right-thinking Nigerians as the product of the fertile imagination of mischievous political jobbers.

SENATE President David Mark said, yesterday, that the State of emergency proclamation in Adamawa, Borno and Yobe states will soon come to an end because the military personnel were living up to the assignment given to them.


Senate President Mark who noted that the state of emergency was a last resort to tame the lingering menace of insecurity as well as bring normalcy back to the land, however, charged every Nigerian to be a good apostle of peace to ensure that Nigerians enjoy dividends of democracy.

Speaking at a church service to mark the 2013 Democracy Day at St. Mulumba Catholic Chaplaincy, Apo, Abuja, Mark said, “the state of emergency proclamation on three States was a last resort to curtail the unabating insurgency. And I know it is yielding positive result. Very soon, it will be over as our military formations are living up to the task”.

Mark, however, reiterated that the challenges, including security militating against the nation were not insurmountable, adding, “All we need is a collective resolve to confront our challenges and find a lasting solution to them.”

Senate President who noted that the nation was currently passing through some difficulties, especially in the areas of security and socio-economy challenges, said, “we can collectively resolve to say enough is enough. All our efforts towards development would come to naught if the crisis continues.

He thanked Nigerians for their perseverance and cooperation in the propagation and sustenance of democracy, adding that democracy was a process everyone should uphold to benefit from its dividends.

He said: “It was by choice and design that the nation chose democracy as best form of government. Democracy promotes rule of law, upholds human rights, freedom of speech and indeed participatory.

“Whichever faith or religion, I urge Nigerians to continue to pray for peace, unity and progress of the nation.

On the part of legislature, the Senate President assured of continued and responsive legislation that will carter for the yearnings and aspirations of Nigerians.

He added that: “We shall continue to identify and prioritize key areas where legislations would be required for the rapid transformation of the economy and polity. We shall be patriotic, honest, fair and just in the discharge of our duties and be guided by the Constitution and fear of God”.

Earlier in the homely, Rev. Father Innocent Jooji called on religious leaders to do away with provocative statements that may generate crisis, saying Nigeria remains the only country of all Nigerians.

He charged the people to remain steadfast in prayers for the elected leaders to have political will to deliver dividends of democracy to the electorate just as he tasked political office holders to make the citizenry the focal point of their policies and programmes.

Classroom Colors
