Increased generation capacity has increased from 8,497MW in 2010 to 9,920MW in 2012-2013. The Minister of Power, Prof. Chinedu Nebo made this known during the 2013 Ministerial Platform in Abuja while presenting his Ministry’s score card for the past two years. Prof. Chinedu Nebo said that available generation capacity has increased from 3,700MW in 2010 to 6,522MW in 2012-2013, and that average number of hours of power availability per day has also increased from 8 hours in 2010 to 16 hours in 2012. The Minister reaffirmed that Rural Electrification Agency (REA) which was reactivated in June 2012 is to improve rural access to electricity. He said that the Ministry has developed a draft REA Strategy and Implementation Plan and it is being finalized. The Federal Government declared on Tuesday that the 2009 Agreement signed with ASUU is practically impossible for any administration to implement, but assured that very soon, the issue and crisis would be finally resolved. Minister of Labour and Productivity, Chief Emeka Wogu, made this known when he appeared before the Peoples Democratic Party (PDP) National Working Committee (NWC) on Tuesday to render account of his achievements as a minister, appointed on the platform of the ruling party. The Senate moved Tuesday to douse tension over the raging storm that its adoption of a provision of the constitution amendment report, that tend to encourage marriage of underage girls, has attracted. It said contrary to public perception, it did not at any time try to fix the age that females could marry and there was no fixed marital age for women in the 1999 Constitution, adding that it would never support child marriage. Deputy Senate President Ike Ekweremadu, at a press briefing in Abuja, said the public misconstrued the intention of the Senate on Section 29 (4)(b) of the 1999 Constitution, adding that the section does not spell out any marital age for women as the public now believes. But notwithstanding the clarification, the Senate came under more fire yesterday as the Society for Gynaecology of Nigeria (SOGON), the Society for Family Health and the National Republican Convention (NRC) presidential candidate in the annulled June 12, 1993 election, Alhaji Bashir Tofa, criticised any attempt that would legalise marriage of underage girls. According to Ekweremadu, section 29 of the constitution "is specifically and unambiguously for the purposes of renunciation of citizenship and not marriage". He added: “On the issue of section 29, I want to appeal to Nigerians to please show understanding, to possibly read this section and understand that the issue has nothing to do with early marriage. "It has nothing to do with Islam. Essentially, it has to do with the renunciation of citizenship. So, you have to give it a proper perspective. I want to assure them that in the future, we are ready to revisit it if Nigerians feel strongly about it. “We have no bill to approve early marriage. We are not sponsoring any bill against Islam. This particular provision has been in our constitution since 1979. Ours was an attempt to remove that aspect so that men and women would have equal footing regarding the issue of renunciation of citizenship. And we will never support early marriage.” Ekweremadu explained that the Senate expects the House to pass its own version of the amendment this week so that both chambers of the National Assembly could harmonise their differences through a conference committee. Also speaking on the alleged approval of child marriage yesterday, Chairman, Senate Committee on Information, Senator Enyinnaya Abaribe, said the constitution did not make any provision for relationship. According to him, the provision on marriage could only be contained in a subsidiary law such as the Child Right Act, which he said provides clearly that anyone who wants to get married must attain the age of 18. He also echoed Ekweremadu’s assertion that section 29 4(b) of the constitution had nothing to do with marriage but renunciation of citizenship. He explained that whereas the constitution stipulates that a female foreigner married to a Nigerian can renounce her citizenship and obtain Nigerian citizenship, it does not provide the same opportunity for the renunciation of citizenship for a male foreigner who married a Nigerian woman. Tragedy struck in Osogbo, Sunday evening, when a 14-year-old boy identified as Sefiu Sikiru got drowned in the Osun River while fishing. According to eye witness, the boy and two of his friends visited the river around 2 p.m on fishing expediction when the incident occurred. It was learnt that the boy armed with hook, thread and a stick was pull inside by a particular big fish inside the river. On getting to the middle of the river, the boy got drowned and when his friends noticed it, they took to their heels, leaving Sikiru to his fate. But one Saheed Buhari of Dupe Aina Street behind Old Governor’s Office heard the boy crying for help and immediately raised alarm. Buhari also reported the incident at the Ataoja Police station from where men of the fire service in the state and local swimmers were invited on rescue mission. The syndicated pilferage at the Murtala Muhammed International Airport (MMIA), Lagos, is becoming worse as passengers now complain of missing luggage on arrival at the airport. Blame over loss of baggage has been put at the doorsteps of the Nigerian Aviation Handling Company Plc and the Skypower Aviation Handling Company Limited, whose workers were alleged to be culpable. Worried by rampant cases of teenage and child rape, child labour, hawking by school-age female children and of recent, the development of baby factories in parts of the country, the Permanent Secretary in the Federal Ministry of Women Affairs and Social Development, Dr. Habiba Lawal, has stressed the need for States that have not passed the Child Rights Act into law, to do so to save the future of Nigerian children. While speaking at a capacity building workshop on the implementation of the Child Rights Act (CRA) in Nigeria, Dr. Habiba Lawal also called on those States that already passed the document into law, to establish appropriate legal structures that will ensure full implementation of the provisions of the document. According to her, the Act provides for the survival, development, protection and participation rights of a child as well as a system of child justice administration and care and supervision of the child amongst other things. “Implementation mechanism for effective actualization of provisions of the Act include: the establishment of family courts, allocation of adequate resources for the implementation of the Act, massive advocacy at all levels and capacity building of duty bearers among others….It is one thing to pass the Child Rights Law at the States level and another thing to implement its provisions for the welfare and development of our children”; she stated. She emphasized that the CFA spells out stiff penalty of life sentence to child rapists, and expressed optimism that if properly implemented, such rampant cases of teenage and child rapes, and other vices against children will be drastically reduced. “The Ministry is putting in place strategies that will ensure widespread awareness of the law including capacity building of the Judiciary to effectively enforce the law. We will also make effort to ensure that all the States of the Federation implement all the provisions of the law to protect and provide services that will enable children develop and contribute to nation building”; she added. Dr. Habiba Lawal explained that through aggressive advocacy to States by the Ministry, a total of 22 States have passed the Child Rights Law leaving 14 States yet to do so; adding that the Ministry is still embarking on the advocacy to the remaining States to make sure that they also pass the law in the interest of our children. Every effort will be made to get the best medical attention for military personnel who were wounded in the cause of ongoing special operation to rid the country of terrorist activities. Making the declaration in Maiduguri on Thursday while presenting cheques to families of some of the personnel who died during the operation, the Chief of Defence Staff, Admiral Ola Sa'ad Ibrahim, said the military authorities was prepared to go to any extent to secure necessary treatment for the personnel who incurred varying degrees of injury during the operation. He also said the dead ones would not die in vain as they were involved in the pursuit of a just cause to secure the lives and property of fellow citizens. Conducting the presentation in company of the Inspector General of Police, IGP Mohammed Abubakar, the CDS noted that the collective efforts of all the troops participating in the operation had resulted in the relative peace being enjoyed in the area of operation. He said the entire armed forces and all security agencies in the country were proud of the achievements of the troops. In a subsequent address to the troops, Admiral Ibrahim conveyed to them, the greetings and commendation of the President, Commander in Chief, of the Armed Forces of Nigeria, Dr Goodluck Jonathan, whom he said was very keen to know how the troops were faring. He praised the troops for their effort in reversing the traumatic experience which the people went through as result of terrorists activities. The CDS urged the troops to maintain their alertness and fighting spirit. He then assured them that their welfare and logistics requirements would continue to get priority attention. The CDS and the Inspector General of Police also visited some of the wounded soldiers and security personnel at the University of Maiduguri Teaching Hospital. Receiving security chiefs on a courtesy call on the Management of the hospital , on behalf of the Chief Medical Director, Dr Mohammed commended the military authorities for the attention they have been demonstrating for the care of the wounded troops . He said the hospital had derived a lot of encouragement from the disposition of the military leadership. He also praised the security personnel for their commitment and sacrifices towards the restoration of peace in the state. He assured that the reputation of the hospital as a centre of excellence would be brought to bare in the management of the conditions of the personnel. Earlier, the CDS expressed appreciation to the hospital for the care being accorded the wounded personnel. He said the security agencies were committed to checking the menace of terrorism to ensure that every Nigerian goes about their activities without fear or let. Accompanied by senior officers of various security agencies involved in the operation, the CDS and IGP were comprehensively briefed behind closed doors at the Headquarters of the Joint Task Force. In his own remarks, the Inspector General of Police, Mohammed Abubakar harped on the need to sustain the inter service coordination in the operation. THE Nigerian Army authority Friday said it has so far recorded no casualty in Nigeria’s Peace Keeping operation to Mali. Head of African-led International Support Mission in Mali (AFISMA) Monitoring Team, Major General Chinedu Ugwu, disclosed this while deploying another set of troops, which include 57 officers to replace the previous troops deployed to Mali in January this year. Speaking at the graduation ceremony of the troops’ predeployment training at the Nigerian Army Peace Keeping Centre (NAPKC), Jaji near Kaduna, Major General Ugwu said Nigeria’s performance in Mali has been excellent as he was quick to note that, Nigerian Army has not lost any soul in the ongoing operation. According to the Head of AFISMA Monitoring Team, the Nigerian Army has been performing well and the host country, Mali is happy to have the Nigerian contingent. In fact, in the areas where the Nigerian troops are deployed, like Rere and Niara the people are always happy with them to the extent that they donate food items to them. They said they want Nigeria to be with them and that is why we have the Force Commander there. They are all happy and our performance is excellent. The essence of the predeployment training for NIBATT 2 is to rotate the present troops in Mali. They will be rotated after six months, General Ugwu said. Earlier, while addressing the 906 officers and soldiers, the General Officer Commanding (GOC) 2 Division Nigerian Army, Major General Ahmed Jibrin warned the troops to avoid trafficking of illicit drugs as they embark on the trip and also respect the cultural and religious sensitivity of the people of Mali. He said, the nature of peacekeeping operations have changed and take place in complex environments characterized by challenging issues like destroyed infrastructure, economic collapse and human suffering. The GOC further noted that despite the challenges, Nigeria would continue to live up to its commitment in safeguarding world peace as he told the troops to defend themselves when necessary. According to him, you can fight to discharge your mandate when the need arises to do so, especially to protect yourself, your colleague or persons and property in your care. The Food and Agriculture Organisation (FAO) has announced that Nigeria has met the target in the fight against hunger, ahead of the 2015 deadline for meeting the Millennium Development Goals. This was revealed by the FAO Director-General, José da Silva, in a statement, where he revealed that Nigeria is among 38 countries that have met the targets by reducing the number of people living below $1 a day by half. This makes Nigeria one of the countries that have met MDG number one. However, it is not clear where the country stands with regard to MDG target 1.b which stipulates achieving “full and productive employment and decent work for all, including women and young people”. Remarks by His Excellency, President Goodluck Ebele Jonathan, GCFR At the Inauguration of the National Space Council Abuja. June 11, 2013 PROTOCOL It is a great pleasure for me to be with you all today as we formally inaugurate the National Space Council. 2. Two years ago, that is 2011, our nation’s space programme witnessed unprecedented developments. It was a year in which some of the major objectives which informed the establishment of the National Space and Development Agency were accomplished. 3. Distinguished Ladies and Gentlemen, I refer in particular to the mandate to develop satellite technology for various applications; operationalise indigenous space systems for providing space services; and the launch of satellites. 4. The year 2011 saw the launch of two earth observation satellites one of which, NigeriaSat-X, was designed and built by Nigerian engineers and scientists. This is a feat worthy of celebration! 5. The National Space Council is the apex body charged with the responsibility of developing policy guidelines for our activities in Space. It also has the vital role of monitoring the implementation of the National Space Programme. 6. In reiterating our Administration’s unwavering commitment to the actualisation of the definitive goal of our space programme, I would like to charge the members of the Space Council to evolve ways of enabling the country maximally benefit from our huge investments in the development of space technology. 7. Given the critical place of space technology in the areas of national security, communications, industrialisation and sustained socio-economic development, the critical need to properly structure and drive our national space programme cannot be over-emphasised. This informs why our Administration has constituted this Council with high calibre membership. 8. Distinguished Ladies and Gentlemen, we must evolve clear cut initiatives that will not only fast-track our industrialisation process, but one that will also see us, within the shortest possible period, able to build our own motor vehicles, our own boats, and our own aircraft; and of course, launch our own satellite manufactured in Nigeria from a launch site in Nigeria on a launch vehicle made in Nigeria. 9. This is a challenge not only to the members of the Council, but to all Nigerians. We should rededicate ourselves to building a better, technologically advanced, stable and prosperous Nigeria for our children. 10. I thank all the members of the National Space Council for accepting to serve the Fatherland. While congratulating you, I wish to charge you to work hard to justify the confidence which the nation has invested in you by bringing all your worthy attributes to bear on the discharge of this national assignment. Following the recent failed attempt by Boko Haram to simultaneously bomb 16 designated landmarks in Lagos, the military has assured that they are always at alert to prevent such occurrence. The Flag Officer Commanding (FOC), Western Naval Command, who also doubled as the special guest of honour, Rear Admiral Ibok-Ette Ibas, made this disclosure during the recent regimental dinner of the Nigerian Air Force (NAF). The regimental dinner which was held at the Senior Officers mess of the Logistics Command of NAF, Lagos, was hosted by the Air Officer Commanding, Air Vice Marshal Aminu Adamu, and it afforded senior officers the opportunity to the junior ones through regimental and social etiquette. But for intelligence report gathered by security agencies including the State Security Service (SSS), the sect had attempted to plant terrorists cells in the South-west region with Lagos as its headquarters. According to Ibas, the recent failed attempt to bomb Lagos is a sad reminder that evil men do not rest. Evil men do not rest so we must always be at an alert in protecting the territorial integrity of Nigeria. True, Nigeria is faced with diverse challenges which challenges its autonomy.
