PoliticsEkweremadu: No Plans To Endorse Child Marriage by GetGuide(op): 9:39am On Jul 24, 2013
The Senate moved Tuesday to douse tension over the raging storm that its adoption of a provision of the constitution amendment report, that tend to encourage marriage of underage girls, has attracted.

It said contrary to public perception, it did not at any time try to fix the age that females could marry and there was no fixed marital age for women in the 1999 Constitution, adding that it would never support child marriage.

Deputy Senate President Ike Ekweremadu, at a press briefing in Abuja, said the public misconstrued the intention of the Senate on Section 29 (4)(b) of the 1999 Constitution, adding that the section does not spell out any marital age for women as the public now believes.

But notwithstanding the clarification, the Senate came under more fire yesterday as the Society for Gynaecology of Nigeria (SOGON), the Society for Family Health and the National Republican Convention (NRC) presidential candidate in the annulled June 12, 1993 election, Alhaji Bashir Tofa, criticised any attempt that would legalise marriage of underage girls.
According to Ekweremadu, section 29 of the constitution "is specifically and unambiguously for the purposes of renunciation of citizenship and not marriage".

He added: “On the issue of section 29, I want to appeal to Nigerians to please show understanding, to possibly read this section and understand that the issue has nothing to do with early marriage.

"It has nothing to do with Islam. Essentially, it has to do with the renunciation of citizenship. So, you have to give it a proper perspective. I want to assure them that in the future, we are ready to revisit it if Nigerians feel strongly about it.

“We have no bill to approve early marriage. We are not sponsoring any bill against Islam. This particular provision has been in our constitution since 1979. Ours was an attempt to remove that aspect so that men and women would have equal footing regarding the issue of renunciation of citizenship. And we will never support early marriage.”

Ekweremadu explained that the Senate expects the House to pass its own version of the amendment this week so that both chambers of the National Assembly could harmonise their differences through a conference committee.

Also speaking on the alleged approval of child marriage yesterday, Chairman, Senate Committee on Information, Senator Enyinnaya Abaribe, said the constitution did not make any provision for relationship.

According to him, the provision on marriage could only be contained in a subsidiary law such as the Child Right Act, which he said provides clearly that anyone who wants to get married must attain the age of 18.
He also echoed Ekweremadu’s assertion that section 29 4(b) of the constitution had nothing to do with marriage but renunciation of citizenship.

He explained that whereas the constitution stipulates that a female foreigner married to a Nigerian can renounce her citizenship and obtain Nigerian citizenship, it does not provide the same opportunity for the renunciation of citizenship for a male foreigner who married a Nigerian woman.

He therefore said

CrimePassengers Allege Stealing Of Luggage At Lagos Airport by GetGuide(op): 12:11pm On Jul 09, 2013
The syndicated pilferage at the Murtala Muhammed International Airport (MMIA), Lagos, is becoming worse as passengers now complain of missing luggage on arrival at the airport.

Blame over loss of baggage has been put at the doorsteps of the Nigerian Aviation Handling Company Plc and the Skypower Aviation Handling Company Limited, whose workers were alleged to be culpable.

Efforts to get reaction of the Federal Airports Authority of Nigeria (FAAN) failed as at press time.

The stealing is fast taking the joy out of travel as many passengers last week complained of luggage loss. The situation could also be put at the doorsteps of FAAN, which primary duty is to ensure security at the airports.

On April 19, 2013, a Lagos-bound Arik Flight W3 108, which took off from.....

The Institute of Human Virology, Nigeria, on Monday advised condom consumers not to patronise hawkers because the safety standard of such commodity may have been compromised.

A statement signed by the institute Head of Communication, Mr. Dennis Mordi, quoted Mr. Silas Gurumdi, Programme Manager on Prevention, as saying that most condoms sold by hawker
s could have been exposed to sunlight, expired and could easily tear during use.

“You do not know how they have stored these condoms and how long they have kept them; you do not even know the source of their condoms.

“Even if they got them from a chemist or some kind of pharmacy, the mere fact that they are carrying them under the sun and rain exposes the condom to a lot of danger.

“Most of the condoms being hawked are sometimes expired and tear easily during use.

Nairaland GeneralPermanent Secretary, Women Affairs Ministry Urges Application Of Child Rights by GetGuide(op): 10:15am On Jul 08, 2013
Worried by rampant cases of teenage and child rape, child labour, hawking by school-age female children and of recent, the development of baby factories in parts of the country, the Permanent Secretary in the Federal Ministry of Women Affairs and Social Development, Dr. Habiba Lawal, has stressed the need for States that have not passed the Child Rights Act into law, to do so to save the future of Nigerian children.

While speaking at a capacity building workshop on the implementation of the Child Rights Act (CRA) in Nigeria, Dr. Habiba Lawal also called on those States that already passed the document into law, to establish appropriate legal structures that will ensure full implementation of the provisions of the document.

According to her, the Act provides for the survival, development, protection and participation rights of a child as well as a system of child justice administration and care and supervision of the child amongst other things. “Implementation mechanism for effective actualization of provisions of the Act include: the establishment of family courts, allocation of adequate resources for the implementation of the Act, massive advocacy at all levels and capacity building of duty bearers among others….It is one thing to pass the Child Rights Law at the States level and another thing to implement its provisions for the welfare and development of our children”; she stated.

She emphasized that the CFA spells out stiff penalty of life sentence to child rapists, and expressed optimism that if properly implemented, such rampant cases of teenage and child rapes, and other vices against children will be drastically reduced. “The Ministry is putting in place strategies that will ensure widespread awareness of the law including capacity building of the Judiciary to effectively enforce the law. We will also make effort to ensure that all the States of the Federation implement all the provisions of the law to protect and provide services that will enable children develop and contribute to nation building”; she added.

Dr. Habiba Lawal explained that through aggressive advocacy to States by the Ministry, a total of 22 States have passed the Child Rights Law leaving 14 States yet to do so; adding that the Ministry is still embarking on the advocacy to the remaining States to make sure that they also pass the law in the interest of our children.

The Permanent Secretary said the workshop was aimed at providing additional skills as well as galvanize participants and other stakeholders to complement the advocacy drive of the Ministry on the passage and full implementation of the law in all the States of the federation.

PoliticsUnregistered Sims: Subscribers To Lose Numbers In September by GetGuide(op): 9:48am On Jul 08, 2013
Telecommunications subscribers, whose numbers were disconnected after the expiration of the June 30 deadline for SIM card registration, will forfeit the numbers in 90 days if they do not report to their network operators for full registration.

SIM cards already barred will be permanently disconnected on September 28, 2013 if their owners do not register them with the operators.

The Director, Public Affairs, Nigerian Communications Commission, Mr. Tony Ojobo, disclosed this to our correspondent in a telephone interview on Sunday.

Speaking on the disconnected SIMs, he said, “As long as they are not registered, they can’t be reconnected. If after 90 days and there are no activities on the SIMs, the operator can recover the numbers.

“If the subscribers register their disconnected SIMs, they will be reconnected. We are doing this because these numbers are like resources.”

Some telecommunications subscribers were shocked on Friday as their mobile lines were finally disconnected from the operators’ network because their SIM cards were not registered.

Those affected were not able to use their phones to make calls or send text messages. But BlackBerry services were operational on the affected lines.

Some aggrieved subscribers stormed the operators’ service centres, with most of them claiming to have registered their SIM cards.

Our correspondent gathered that the affected subscribers were issued application forms at the service centres, which they were expected to fill before being readmitted into the networks, and were also expected to provide their biometric data.

Such subscribers are expected to be readmitted into the network within hours after the process has been completed.

From all indications, the actual disconnection of unregistered SIMs took effect five days after the June 30 deadline set by the NCC.

Two subscribers, who were earlier disconnected, confirmed to our correspondent that their SIM cards had been reconnected after the completion and submission of the application forms at their respective operators’ service centres.

MTN Nigeria said on Friday that following the expiration of the deadline for SIM registration, it had deactivated unregistered subscribers as directed by the NCC.

“We, therefore, wish to inform affected subscribers that they can reconnect their lines by visiting the nearest MTN Service Centre, Connect Store or SIM registration point. We have set up registration points in several places for this purpose,” the Corporate Services Executive, MTN Nigeria, Mr. Akinwale Goodluck, said.

He explained that the process of reconnection was easy.

Goodluck said, “On arrival, you will be required to complete the SIM registration process or update your personal information and provide biometric data, after which your SIM card will be re-activated as soon as possible.

“We urge all affected customers not to panic, as our team of customer service officers are more than ready to assist in reactivating their lines once they have completed their SIM registration as mandated by the NCC.”

The spokesperson for Airtel Nigeria, Mr. Emeka Oparah, also told our correspondent in a telephone interview that the firm had adhered strictly to the NCC directive.

“The NCC has given a directive, and we must abide by it,” he said.

PoliticsYobe Governor Shuts Down Secondary Schools After Attack by GetGuide(op): 8:45pm On Jul 07, 2013
Yobe state governor Ibrahim Gaidam has visited Government Secondary School Mamudo 24 hours after unknown gunmen had attacked and killed twenty students and one teacher in the school.

The State Commissioner of Education Alhaji Mohammed Lamin informed the governor that two more students later died while on admission in the Potiskum General hospital as the death toll rose to 24, adding a resident of Mamudo who was traced to his home and killed shortly after the attack on the school.

According to the commissioner, the hoodlums assembled the students before shooting at them from different directions as the students scampered to safety.

Governor Ibrahim Gaidam who was visibly touched by the killings described it as inhumane and noted that God will expose the perpetrators and sponsors of the dastard act.

Governor Ibrahim Gaidam called on the security forces to change their modus operandi in checking the activities of the dreaded Islamists to end the ceaseless attacks in the state and the north-east zone as a whole.

He also called on the Chief of Defense Staff and the security forces to as a matter of urgency consider the restoration of GSM services in the three states under the state of emergency as residents are finding it difficult to report perpetrators of the acts to relevant authorities as residents who has information to divulge to security agents are not able to reach the JTF.

He said in the two separate attacks on schools in the state, it was reported that residents saw the hoodlums at suburb of Damaturu the state capital but JTF could not be reached because of the absence of GSM services.

Governor Ibrahim Gaidam also revealed that boarding schools in the state will be fenced as the Joint Task force will provide the needed security across all schools in the state.

Yesterday’s attack has brought the number of schools attacked by the insurgents to two.

The three states under state of emergency have been without the services of the GSM networks all with the aim of curtailing the grouping and regrouping of the insurgents.

Meanwhile, the Yobe state governor Alhaji Ibrahim Gaidam has directed that all secondary schools in the state be closed down from Monday 8th July until a new academic session begins in September.

A statement signed by the Special Adviser to the governor on Media and Information Abdullahi Bego shortly after returning from Mamudo says “the measure is to allow government in collaboration with the Military Task Force and community leaders to evaluate and evoke better and additional strategies that would ensure the safety of and security of students and their teachers”.

PoliticsSan Francisco Air Crash Claims 2 Lives, 5 Remain In Critical Condition by GetGuide(op): 5:36pm On Jul 07, 2013
At least two people has been reported dead in the crash, while another 181 people were taken to hospitals, most with minor injuries, authorities said. Five people, including one child, remained in critical condition at San Francisco General Hospital after the Asiana Airlines flight packed with more than 300 people slammed into the runway while landing at San Francisco airport Saturday and caught fire, forcing many to escape by sliding down the emergency inflatable slides as flames tore through the plane.

As the plane approached the runway from the waters of San Francisco Bay around noon, travellers in the terminals and others eyewitnesses could see that the aircraft was swaying unusually from side to side and that at one point the tail seemed to hit the ground.

By the time the flames were out, the top of the Boeing 777′s fuselage had burned away. The tail section was gone, with pieces of it scattered across the beginning of the runway. One engine appeared to have broken away. Emergency responders could be seen walking inside the burned-out wreckage.

The investigation has been turned over to the FBI and terrorism has been ruled out, said San Francisco Fire Chief Joanne Hayes-White said. Federal aviation and transportation investigators were heading to the scene. Asiana, Boeing and the engine manufacturer, Pratt & Whitney, pledged to work with them.

Vedpal Singh, who was sitting in the middle of the aircraft and survived the crash with his family, said it was a miracle that people survived the crash as there was no forewarning from the pilot or any crew members before the plane touched down hard and he heard a loud sound.

A visibly shaken Singh said the plane went silent before people tried to get out anyway they could. His 15-year-old son said luggage tumbled from the overhead bins, the entire incident lasted about 10 seconds.

Based on witness accounts in the news and video of the wreckage, Mike Barr, a former military pilot and accident investigator who teaches aviation safety at the University of Southern California, said it appeared the plane approached the runway too low and something may have caught the runway lip — the seawall at the end of the runway.

San Francisco is one of several airports around the country that border bodies of water that have walls at the end of their runways to prevent planes that overrun a runway from ending up in the water.

Since the plane was about to land, its landing gear would have already been down, Barr said. It’s possible the landing gear or the tail of the plane hit the seawall, he said. If that happened, it would effectively slam the plane into the runway, he said.

Noting that some witnesses reported hearing the plane’s engines rev up just before the crash, Barr said that would be consistent with a pilot who realized at the last minute that the plane was too low and was increasing power to the engines to try to increase altitude. Barr said he could think of no reason why a plane would come in to land that low.

The flight originated in Shanghai, China, and stopped over in Seoul, South Korea, before coming to San Francisco, airport officials said. The airline said there were 16 crew members aboard, and the 291 passengers included 77 South Koreans, 141 Chinese, 61 Americans and one Japanese citizen. The nationalities of the remaining passengers weren’t immediately known.

Airport spokesman Doug Yakel said 49 people were in serious condition and 132 had less significant injuries.

The airport closed for several hours, and when it reopened, two of the four runways were operating.

Asiana is a South Korean airline, second in size to national carrier Korean Air. It has recently tried to expand its presence in the United States, and joined the Star Alliance, which is anchored in the U.S. by United Airlines.

The 777-200 is a long-range plane from Boeing. The twin-engine aircraft is one of the world’s most popular long-distance planes, often used for flights of 12 hours or more, from one continent to another. The airline’s website says its 777s can carry between 246 to 300 passengers.

The flight was 10 hours and 23 minutes, according to FlightAware, a flight tracking service. The 777 is a smaller, wide-body jet that can travel long distances without refueling and is typically used for long flights over water.

The most notable accident involving a 777 occurred on Jan. 17, 2008 at Heathrow Airport in London. British Airways Flight 28 landed hard about 1,000 feet short of the runway and slid onto the start of the runway. The impact broke the 777-200′s landing gear. There were 47 injuries, but no fatalities.

An investigation revealed ice pellets that had formed in the fuel were clogging the fuel-oil heat exchanger, blocking fuel from reaching the plane’s engines. The Rolls-Royce Trent 800 series engines that were used on the plane were then redesigned.

PoliticsSouth Africans Continue To Pray For Ailing Mandela by GetGuide(op): 5:14pm On Jul 07, 2013
South Africans outside the Mediclinic Heart Hospital in Pretoria where former president Nelson Mandela is in a critical condition, joined the congregation of the Regina Mundi Church in Soweto and countless others in the country to pray for the health of the ailing human rights activist on Sunday.

Mandela is now spending his 30th consecutive day in hospital, and is said by the South African government to be in a critical but stable condition, after being admitted for a recurring lung infection at the beginning of June — his fourth hospitalisation in six months.

A group of Christian women sang and offered prayers for the man the country affectionately knows at Tata Madiba, referring to Mandela’s clan name.

Mandela’s daughter, Mkaziwe, was seen visiting the hospital earlier on Sunday.

At the Regina Mundi Catholic Church in Pretoria, Sunday prayers were dedicated to Mandela, led by Father Jeffrey Madondo.

Worshipper Mrs. Makukule said she hoped for Mandela’s recovery.

The failing health of 94-year-old Mandela, a figure admired globally as a symbol of struggle against injustice and racism, has reinforced a realisation that the father of post-apartheid South Africa will not be around for ever.

THE Nigerian Army authority Friday said it has so far recorded no casualty in Nigeria’s Peace Keeping operation to Mali.

Speaking at the graduation ceremony of the troops’ predeployment training at the Nigerian Army Peace Keeping Centre (NAPKC), Jaji near Kaduna, Major General Ugwu said Nigeria’s performance in Mali has been excellent as he was quick to note that, Nigerian Army has not lost any soul in the ongoing operation.

According to the Head of AFISMA Monitoring Team, the Nigerian Army has been performing well and the host country, Mali is happy to have the Nigerian contingent. In fact, in the areas where the Nigerian troops are deployed, like Rere and Niara the people are always happy with them to the extent that they donate food items to them. They said they want Nigeria to be with them and that is why we have the Force Commander there. They are all happy and our performance is excellent.

The essence of the predeployment training for NIBATT 2 is to rotate the present troops in Mali. They will be rotated after six months, General Ugwu said.

Earlier, while addressing the 906 officers and soldiers, the General Officer Commanding (GOC) 2 Division Nigerian Army, Major General Ahmed Jibrin warned the troops to avoid trafficking of illicit drugs as they embark on the trip and also respect the cultural and religious sensitivity of the people of Mali.

He said, the nature of peacekeeping operations have changed and take place in complex environments characterized by challenging issues like destroyed infrastructure, economic collapse and human suffering.

The GOC further noted that despite the challenges, Nigeria would continue to live up to its commitment in safeguarding world peace as he told the troops to defend themselves when necessary.

According to him, you can fight to discharge your mandate when the need arises to do so, especially to protect yourself, your colleague or persons and property in your care. You must remember that the rules of engagement are to serve guidance in the use and application of force, Idris said.

PoliticsNigeria Meets One MDG Target, Ahead Of Deadline by GetGuide(op): 3:55pm On Jun 15, 2013
The Food and Agriculture Organisation (FAO) has announced that Nigeria has met the target in the fight against hunger, ahead of the 2015 deadline for meeting the Millennium Development Goals.

This was revealed by the FAO Director-General, José da Silva, in a statement, where he revealed that Nigeria is among 38 countries that have met the targets by reducing the number of people living below $1 a day by half.

This makes Nigeria one of the countries that have met MDG number one.

However, it is not clear where the country stands with regard to MDG target 1.b which stipulates achieving “full and productive employment and decent work for all, including women and young people”.

According to the statement, the progress of the affected countries was measured between 1990 to 1992 and 2010 to 2012.

EntertainmentMike Olay Drops Rap, Pop Edition Of “take You Home” (download And Share) by GetGuide(op): 2:06pm On Jun 15, 2013
America based Nigerian singer, Mike Olay makes his debut in the Nigerian entertainment industry with the release of his song titled Take You Home, which he produces in rap and pop versions.

This is probably the first ever from this part of the world for an artiste to release two different versions of the same song, as singer/rapper/songwriter/producer/dancer.

Produced by rave-making producer Spellz, Mike Olay delivers a rap version of the song where he raps smoothly switching between his American rap accent and the indigenous pidgin and Yoruba languages, and a pop edition which perfectly fits a Nigerian-party-rocking song in tune, style and melody.

Mike Olay who is debuting on the Nigerian entertainment scene with this effort actually started in the United States where he released his first single “When I’m Gone”.

PoliticsPresident Jonathan Inaugurates National Space Council by GetGuide(op): 10:53pm On Jun 11, 2013
Remarks by
His Excellency, President Goodluck Ebele Jonathan, GCFR
At the
Inauguration of the National Space Council
Abuja. June 11, 2013

PROTOCOL

It is a great pleasure for me to be with you all today as we formally inaugurate the National Space Council.

2. Two years ago, that is 2011, our nation’s space programme witnessed unprecedented developments. It was a year in which some of the major objectives which informed the establishment of the National Space and Development Agency were accomplished.

3. Distinguished Ladies and Gentlemen, I refer in particular to the mandate to develop satellite technology for various applications; operationalise indigenous space systems for providing space services; and the launch of satellites.

4. The year 2011 saw the launch of two earth observation satellites one of which, NigeriaSat-X, was designed and built by Nigerian engineers and scientists. This is a feat worthy of celebration!

5. The National Space Council is the apex body charged with the responsibility of developing policy guidelines for our activities in Space. It also has the vital role of monitoring the implementation of the National Space Programme.

6. In reiterating our Administration’s unwavering commitment to the actualisation of the definitive goal of our space programme, I would like to charge the members of the Space Council to evolve ways of enabling the country maximally benefit from our huge investments in the development of space technology.

7. Given the critical place of space technology in the areas of national security, communications, industrialisation and sustained socio-economic development, the critical need to properly structure and drive our national space programme cannot be over-emphasised. This informs why our Administration has constituted this Council with high calibre membership.

8. Distinguished Ladies and Gentlemen, we must evolve clear cut initiatives that will not only fast-track our industrialisation process, but one that will also see us, within the shortest possible period, able to build our own motor vehicles, our own boats, and our own aircraft; and of course, launch our own satellite manufactured in Nigeria from a launch site in Nigeria on a launch vehicle made in Nigeria.

9. This is a challenge not only to the members of the Council, but to all Nigerians. We should rededicate ourselves to building a better, technologically advanced, stable and prosperous Nigeria for our children.

10. I thank all the members of the National Space Council for accepting to serve the Fatherland. While congratulating you, I wish to charge you to work hard to justify the confidence which the nation has invested in you by bringing all your worthy attributes to bear on the discharge of this national assignment. You can be assured of the full support of the Federal Government at all times.

11. Distinguished Ladies and Gentlemen, it is now my pleasure to formally inaugurate the National Space Council to the glory of God, and the accelerated growth and enduring development of our nation.

12. Thank you.

SportsNigeria To Take New-look Squad To Confederations Cup by GetGuide(op): 8:18pm On Jun 09, 2013
Nigeria have made nine changes to their squad for the Confederations Cup from the one that won the Africa Cup of Nations in February.
Coach Stephen Keshi will take four uncapped players to the tournament, which kicks off in Brazil on 15 June.

Keshi has a settled look about his defence but has made a host of changes with Victor Moses and Emmanuel Emenike unavailable.
Joseph Yobo, Peter Odemwingie and Obafemi Martins have been overlooked.

Keshi was criticised by local media before the Nations Cup for choosing inexperienced, home-based players but since winning the continental championship has silenced the doubters.

Nigeria are in Group B along with Tahiti, Uruguay and Spain for the Confederations Cup, while Brazil, Japan, Mexico and Italy make up Group A.

Before heading to Brazil, Nigeria travel to Namibia for a World Cup qualifier in Windhoek on Wednesday.
The Super Eagles sit at the top of their group, two points ahead of Malawi with two rounds of matches remaining.

PoliticsMilitary Assures Lagos Residents On Adequate Security by GetGuide(op): 5:48pm On Jun 09, 2013
Following the recent failed attempt by Boko Haram to simultaneously bomb 16 designated landmarks in Lagos, the military has assured that they are always at alert to prevent such occurrence.

The Flag Officer Commanding (FOC), Western Naval Command, who also doubled as the special guest of honour, Rear Admiral Ibok-Ette Ibas, made this disclosure during the recent regimental dinner of the Nigerian Air Force (NAF).

The regimental dinner which was held at the Senior Officers mess of the Logistics Command of NAF, Lagos, was hosted by the Air Officer Commanding, Air Vice Marshal Aminu Adamu, and it afforded senior officers the opportunity to the junior ones through regimental and social etiquette.

But for intelligence report gathered by security agencies including the State Security Service (SSS), the sect had attempted to plant terrorists cells in the South-west region with Lagos as its headquarters.

According to Ibas, the recent failed attempt to bomb Lagos is a sad reminder that evil men do not rest.

Evil men do not rest so we must always be at an alert in protecting the territorial integrity of Nigeria. True, Nigeria is faced with diverse challenges which challenges its autonomy.

Therefore, there is hardly an arm of the Armed Forces that is not contributing to this effort. It is heart warming that it is yielding positive result. It is also glad to note that the Armed Forces and its sister services are working together in inter-agency cooperation, information gathering and sharing, he said.

While commending the efforts of the offices and men of the force, he stressed that the Air Force was committed towards ensuring that the activities of the evil men are curtailed to the barest minimum.

The highlight of the regimental dinner was the ritual toast to the Commander-in-Chief of the Armed Forces, President Goodluck Jonathan, and as was the ritual, the lights were put off first before the toast.
