Fiscal federalism briefly is autonomous States taking charge of their vehicles of production. It invariably confers adequate economic power on the states without backward federal oversight and bottleneck.
Bayelsa is a poor state because it has been rendered a mere giant oil well pumping oil for parasites and dictators.
The state does not have the wherewithal or legal standing to add value to its own resources how best it see fit, because the National budget is hanging on how much oil is sold.

I do not support full autonomy because we still have corruption. There should be a nationalist and socialist bill that require states to take charge of ensuring regions r not marginalized. The resources must be managed at d federal level. Autonomy means states can make decision s on foreign policies. No way. That is deadly. States can have d power over how the benefits of resources is allocated but not how it used. That must be at d top. What we really need is to begin to train good leaders. Patriotic authoritarians with democracy at civil level. Not at the top.

US states can not make decisions on foreign policy, yet they are more autonomous, independent and progressive than Nigeria as a country.
Look at the backward country you want others to share with you.
