- Most of Ukraine's wheat export to SSA were to the World Food Program in East Africa, showing they don't matter in the scheme of things commercially in SSA. Why the WFP chose to only contract wheat from Ukraine, your guess. Other countries have replaced Ukraine's grain with exports from other countries but the WFP has predictably not.
"On balance, then, wheat exports from the rest of world partially offset the decline of wheat exports from Russia and Ukraine in West, Southern and Central African countries, but were down in East Africa."
Looking largely at all available data, it seems to me that you're mistaking Russia for Ukraine. It may largely due to IFPRI confusing you by joining Ukraine and Russia together. Russia actually is the main exporter of grain to SSA.
