Like so many other Rust Belt cities, Springfield was punished by deindustrialization and suffered decades of economic malaise and population decline. About 10 years ago, the city began seeing green shoots as new employers began to trickle into the area — a food distributor, a company that makes silicon components for manufacturing computer chips. To accelerate the revival, Springfield needed to offer a bigger potential workforce. In 2014, the City Commission passed a “resolution of support” welcoming immigrants to settle in the community.

There were already some Haitian immigrants in Springfield — “I know Haitians who have been here for 15 years,” Rue said — and the community was growing slowly and organically. It is the same pattern this nation has seen throughout its history: Migrants tend to cluster in places where there is an established community of expatriates to ease the transition.

Springfield-area employers say the Haitian immigrants are among their most reliable and productive workers. Some already have advanced skills when they arrive, most others have proved to be fast learners, and almost all are eager to work as much overtime as possible. Average wages have been rising, not falling. Property values are rising as well, as Haitian newcomers use their earnings to buy and refurbish houses — a boon to longtime Springfield residents who have equity in their homes.
