Please is there anyone applying to Kassel university thus winter section, I need help with an info on electrical and communication engineering.

I have been given admission since December last year, but I had to defer to this year summer due to circumstances. How do I open the block account? Do I need to get to the German embassy or I will have to book online for an appointment. Please I need guidance on how to go about the Visa application process.

Ps: I was told by some guy that the process has changed that I need to apply five months to ahead of departure. How true is this info.
