Pipe lines are laid not only to connect refineries. We have lines which are used to distribute petroleum products to various depots in the country, including those in the SE. Thus, that there are pipelines in the SE does not mean SE is producing oil as the guy wanted to project to us.
Note: pipelines connect refineries and they are also to connect depots too.
