The Distribution Utilities companies cited absence or inadequate vending infrastructure as one of the major obstacles militating against the deployment of Pre Paid Meters in their Distribution Companies. According to them, their metering plan was in stages and since some areas lacked the vending infrastructure, meters could not be deployed.
This was the explanations offered by the DISCOs. Vending infrastructure, it was observed, simply comprises software built into a PPM Master station which automatically allows for vending often on vouchers or on electronic media. Vending in itself was the capability of a point of sale device to generate the prepaid token and conclude the associated prepayment transaction. It is therefore strange to procure prepaid meters independent of a vending infrastructure.
There was however a consensus on the apparent need for universal vending platform which would afford customers the opportunity to purchase electricity vending vouchers uniformly in their various zones as an interim measure and eventually, all over the country as is the practice in the telecommunications industry.

THE SOLUTION: Voucher Management System (VMS)
Halifab Technology Concept (HTC) has developed an application (M2M) to manage services geared towards prepaid process like utilities such as electricity, water and airtime. The M2M incorporate communication between host server and POS terminal or GSM mobile phones. The service is to provide a voucher management system for distributors to stock and distribute electronic voucher as against the traditional method of selling physical scratch cards.

The system will also enable a merchant or retailer to connect wirelessly with the platform to download and sell electronic voucher using their mobile phones or a point – of – sale terminal (POS) irrespective of their location.

HTC is implementing a national voucher management platform project for the Nigeria Electricity Distribution Companies (DISCOs).This platform NOW live to serve people in business of electricity retailing.
