Politics / President Buhari May Have Supported The Corruption In NASENI by haruna001: 2:32pm On Dec 04, 2018
It is quite disheartening that the presidency, under the watch of President Muhammadu Buhari, has decided to give Prof. M. S. Haruna, a free hand to fully Institute unparalleled corrupt pacts in the running of the National Agency for Science and Engineering Infrastructure, NASENI, an Agency that is filled with more of propaganda than truth. Now, what is the proof that the president is truly fighting corruption, when he pays deaf ears to reported cases of glaring corruption allegations in NASENI.

Recently, NASENI became a house hold name not because of its accomplishments in the areas of Science and Technology but in the domain of corruption. And, the presidency does not see anything wrong in it. They still continue to romance Haruna's issues of corruption with arms of gold. How can the nation grow like this?

Money allocated to NASENI to grow the economy is regularly diverted and used to bribe top government officials and, nothing is said about it. WHAT A NATION? Good Nigerians have constantly reported Haruna's corruption efficiencies to the appropriate authorities including the presidency but no one seems to see reasons why Haruna should be checked and investigated, asap.

I may not be wrong to say that many who are strong supporters of Mr. President are becoming disappointed because of the relaxed attention he gives to Haruna's charges of corruption. The world is watching.

There have been several corruption allegations and petitions against the EVC of NASENI, Prof M. S. Haruna, since 2015 and the government is spending the whole time in the world to investigate simple and clear cases of one of the most fraudulent Nigerian of all time. Must people be pushed to take laws into their arms before our government wakes from its slumber? This is very painful and disturbing. May God touch Nigeria with His divine hands so that anyone who has decided to pull the nation downwards will be disappointed.

In the midst of numerous petitions against Haruna, presidency still renewed his tenure in office, to continue to steal money. After all, his renewal was made, after he gave N140 Million to the chief of staff of the president, N100 Million to the Minister of Science and Technology and N50 Million to the then Permanent Secretary of the Ministry of Science and Technology who was later transferred to the office of the SGF.

Based on the various allegation and petition against M. S, Haruna which got the Union to agitate for his removal, the Secretary to the Government of the Federation issued an administrative suspension through the Minister for Science and Technology. The suspension was not effected. Haruna was to stay away from office pending the determination of his case but the minister and Chief of Staff who are the direct beneficiaries of HARUNAGATE, waved it away. Let those who take pleasure in the going down of this nation know that very soon, the wrath of God shall fall and consume the enemies of the nation.

It is no longer a hidden fact that the Chief of Staff and the Minister for Science and Technology are the ones that have decided to play godfathers to a man whose life is centered around corruption.

Now, for Haruna to prof he neither fears God nor devil, he has just transferred over 50 staff of the Agency, most of whom he sees as enemies. Now, his mission is clear. He and his godfathers can now eat and bury the records.

Mr. President, sir, are you still saying that you don't know what is happening in NASENI, an Agency where you double as the Chairman of governing board? Are you saying that all those petitions against an enemy of the nation, Haruna, didn't get to your table? Mr. President, please don't make us believe that you don't take important things seriously. It's not a good report.

The presidency of the Chief of Staff may wish to see nothing important in our cries but we shall surprise them with video and audio evidences of their evil machinations. Shortly, we shall release them for the world to see and for posterity to note.

Since the presidency wants Nigerians to always wash their dirty clothes in public before giving attention to their patriotic yearnings, we shall help them do it if that would solve the problem.

Mr. President, we're watching and waiting for you to act swiftly.

Adamu Ogbe

Politics / President Buhari’s Integrity, Questionable, As Government Perfectly Closes Eyes by haruna001: 12:53pm On Jun 27, 2018
PRESIDENT BUHARI’S INTEGRITY, QUESTIONABLE, AS GOVERNMENT PERFECTLY CLOSES EYES ON ALLEGATION OF MULTI-MILLION NAIRA FRAUD CASES IN NASENI, ABUJA

What else should Nigerians say or do before the federal government agrees to investigate the multi-million-naira fraud cases involving Prof. Mohammed Sani Haruna, the Executive Vice Chairman (EVC) of the National Agency for Science and Engineering Infrastructure (NASENI) whose second tenure in office was recently renewed by Mr. President amidst hundreds of valid cases of fraud that were severally sent via petitions to the presidency, Office of the Secretary to the Federal Government, EFCC, ICPC, and other relevant government agencies.

Government’s continuous refusal to investigate glaring cases of fraud recorded against the NASENI Boss, raises a very big question in the minds of those who believe that President Buhari has zero tolerance for corrupt practices particularly in government parastatals and other offices. NASENI’s case has become a litmus test. Why has Mr. President turned blind eyes on established allegations of fraud in NASENI? Why has he refused to approve an investigation into the allegations levied against Prof. M.S. Haruna? NASENI’s case is fast fogging and dimming our perception of the published integrity of Mr. President. Is this how Mr. President intends to handle matters of great concerns that leave negative marks on national development? Or, is he only interested in clamping down on opposition as claimed by some Nigerians? If “yes”, then, this nation has not yet found her messiah. It is so unfortunate that even the SGF is aware of these allegations but has simply decided to stay mute. Nigerians are watching!

Please, prove to Nigerians that you are the president we voted for in 2015 because of our belief in your integrity. Mr. President, we appeal that you reverse your approval of the reappointment of Prof. M.S. Haruna as NASENI Boss and, order an investigation into the allegations of fraud that have been levied against him.

Recently, a law firm, AS-Servio Attorney and Solicitors, through its representative, Barrister Kester Elebesunu in a petition to the EFCC, ICPC, and Mr. President accused Prof. M.S. Haruna the NASENI boss of embezzlement, false contract awards, intimidation of staff, diversion of funds among others. Hundreds of millions of public funds have been reportedly stolen/misappropriated by the NASENI boss. We therefore call on Mr. President and relevant agencies to order investigations into the allegations. [http://nigerianpilot.com/naseni-boss-in-multi-million-naira-scams/]

Mr. President, your integrity is at stake. Please, listen to Nigerians on NASENI matters which is already taking a national dimension and investigate Prof. M.S. Haruna for the sake of making Nigerians believe that your anti-corruption campaign is not a charade and mere travesty.

Ahmed Hassan, Abuja.

Politics / Nigerians Call On President Buhari To Probe Engr. M.s. Haruna, Ex-naseni Boss by haruna001: 12:36pm On May 03, 2018
CORRUPTION: NIGERIANS CALL ON PRESIDENT BUHARI TO PROBE ENGR. M.S. HARUNA, EX-NASENI BOSS OVER ALLEGATIONS OF CORRUPT PRACTICES IN NASENI

The National Agency for Science and Engineering Infrastructure (NASENI), came to life when the news of the exit of Engr. Dr. M.S. Haruna arrived the Agency. Investigations revealed that the news which immediately spread to all NASENI Institutes and beyond, was received with joy and open arms. According to verified reports, pockets of staff were sited in their groups, discussing the development in happy moods. “This is a day we have been waiting for,” one of the staff of the Agency screamed with joy.

The battle in NASENI took a fierce dimension when Engr. Dr. M.S. Haruna, refused to handover power to the next most senior director in the Agency in accordance with the provision of the law. His five year tenure in office had expired on 2nd April, 2018. Not minding the directive of a federal government circular from the office of the Secretary to the Government of the Federation (SGF) which directed that on no circumstance must the Executive Vice Chairman/CEO of the Agency stay a day longer in office at the expiration of his tenure, Haruna, decided to take laws into his hands by refusing to handover to the next most senior director of the Agency.

Haruna was not in the good books of many of the staff of the Agency who had accused him of playing games with relevant development matters needed to grow the economy of the nation, via technological research and advancement. Of course, the staff of the Agency who knew much about his fraudulent machinations, detested his leadership style which was constantly powered in the domain of propaganda. While the troubles lasted, many Nigerians blamed the Hon. Minister for Science and Technology, Engr. Dr. Ogbonaya Onu, for deciding to shield Haruna’s acts of illegalities. The Hon. Minister had refused to sack Haruna whose tenure had expired from office. Both of them, many say, might be in such partnership that appears to be stronger and more valuable than the position of the law which they both swore to uphold.

The national body of the Academic Staff Union of Research Institutes (ASURI) which had joined forces with well-meaning Nigerians to mount pressure on the Minister in order to compel Haruna to handover to the next most senior officer in the Agency did not stop at that. The Union, on 2nd May, 2018, stormed NASENI Headquarters in their large number, to further sensitise its members on the need to ensure that any trace of illegality is no longer allowed a space in NASENI. Addressing its members, Comrade Anslem Eragbe, enjoined them to conquer their fears and to stand up for the truth at all times. Alluding that evil triumphs when good men decide to remain silent, he further charged members of the Union and all other staff of the Agency, to detest Haruna and his partners whose plans for NASENI in particular and Nigeria in general are contaminated with propaganda, fraud and all forms of corrupt inclinations and proclivities.

Addressing the press at the gate of the Agency, ASURI boss, Dr. Theophilus Ndubuaku, the Secretary General of the Union, called on His Excellency, President Buhari, to disregard any recommendation that must have been made in favour of Engr. Dr. M.S. Haruna who is said to have been bribing government officials in order for them to help him secure presidential approval for a second tenure of another five years in office. He also called on the president to probe the Ex-NASENI boss, Engr. Dr. M.S. Haruna whose tenure was marred with gross embezzlement of public funds. It was deduced in their actions at the entrance of the Agency that Haruna is the worst thing that had happened to NASENI. The spokesman of the Union did not spare the NASENI boss by advising presidency never to give any other opportunity to Haruna, to handle government office for any reason. According to them, he is a bad influence to the society. The Union also used that opportunity to advise the Hon. Minister for Science and Technology to distance himself from Haruna if he cares about maintaining his integrity.

The body language of the national body of the Union, suggests that ASURI might call for a nationwide strike action if Haruna is allowed by Mr. President to come back to Agency.

The Union made available to the public, few records of Haruna’s illegal and corrupt deals when he was in charge of the Agency and therefore, called on the government to investigate the improprieties for the sake of instilling sanctity in the system. According to the spokesman of the Union, the Ex-NASENI boss, Engr. Dr. Haruna embezzled N24,750,000.00 meant for the supply of complimentary wood working machines for SOMMEDI in May, 2013. According to him, payment was made to the contractor (Hashmite Global Technology Limited) but no purchase of the machines was made apart from the ones donated by Japanese to NASENI during the time of the former NASENI boss, Prof. O.O. Adewoye. Haruna was said to have also misappropriated and embezzled the sum of N6,728,480.00 being research grant from National Automative Council for further development of Keke NASENI in February, 2014.

The leadership of the Union also faulted Haruna for false and fraudulent research results claimed on the Kinetic Hydro Turbine, alleged to have been produced by NASENI and as well as installed by NASENI Engineers in Mada River, Akwanga LGA, Nasarawa State. This project was presented to the government of Goodluck Jonathan as a NASENI accomplishment.

a. SMART HYDRO POWER (NIG) LTD - SUPPLY OF ONE UNIT OF KINETIC SMART HYDRO SYSTEM TO NASENI - 8,500,000
b. SMART HYDRO POWER NIG LTD - INSTALLATION, TESTING AND COMMISSIONING OF ONE UNIT KINETIC HYDRO POWER SYSTEM FOR NASENI - 10,450,000

The Union also faulted the Ex-NASENI boss who made the Vice President, Prof. Yemi Osibanjo and the Minster for Science and Technology, Engr. Dr. Ogbonaya Onu, to publicly commission a project, Unmanned Area Vehicle (UAV) at the Eagle Square on 5th March, 2018. Investigation reveals that the project was not developed by NASENI. That, it was a product of amusement, developed from imported toys by a road-side craftsman in Delta State which Haruna shamelessly linked to PEEMADI Okene as one of NASENI products. The Ex-NASENI boss went on to spend N18,154,080.00 in the toy project.

The Union finally went on to reveal that the e-voting machine which the Ex-NASENI boss converted to NASENI Headquarter project was a product of ELDI, Awka. That, Haruna embezzled and misappropriated funds on the already developed e-voting machine. It revealed that after the presentation of the first prototype of the e-voting machine by ELDI Awka, Prof. Haruna fraudulently attempted to misappropriate and embezzle N33 million belonging to the Institute which they initially released to NASENI but the project was later said to had been executed with the sum of N18 million naira. This is also worth investigating. Meanwhile, the Ex-NASENI boss, embezzled the sum of N9,705,200.00 naira through Global Builders Ltd in the name of buying materials to develop the product.

To complement the claims raised by the national body of ASURI, further investigation into the matter, reveals that the Ex-NASENI boss, misappropriated public funds as revealed in the awards of contracts below:

1. NTB102/HQ/454, dated 21st November, 2017. The sum of 110,000 Euros was awarded for payment through a Nigerian account, indirectly, in favour of Mr. Thierry Blanchart, the Chairman, Dynali Helicopter Company, 101, Avenue Thomas Edison, 1402 – Thines Beligique. This was to buy a HELICOPTER which was expected to be supplied under 13 weeks. Till date, no helicopter has arrived NASENI. In another contract, another huge amount was awarded to also procure helicopter accessories. There is so much to these contracts than what is presented at the moment. What an embezzlement strategy!

2. NTB099/HQ/413, dated 7th September, 2017. The sum of N45,245,172.00 was awarded for payment in favour of the Managing Director, Dalistech Global Services Ltd, Sentosa Park, B01-373, Apo Legislative Quarters, Abuja. This was for providing CONSULTANCY SERVICES on the architectural design and drawing for the construction of 3km road to Aerodynamics laboratory. This amount is just for consultancy; not for the construction of the road. Till date, no report has been seen about this contract. This is simply a way of embezzling public funds. Using such amount for consultancy service (architectural design and drawing of a 3km road), is worth investigating.

3. NTB095/HQ/394, dated 8th March, 2017. The sum of N53,450,000.00 was awarded for payment in favour of the Managing Director, Hily Lash Nig. Ltd, No. B20, Denyadodo Close, Apo, Abuja. This was for providing CONSULTANCY SERVICES on feasibility report on environmental impact assessment for the construction of high voltage testing laboratory. If this amount is paid for only feasibility study of the construction of a laboratory, how much will it take to do architectural designs and also for building it? This contract is visibly over bloated! Apart from that, till date, nothing has been done.

4. NTB097/HQ/001, dated 21st April, 2017. The sum of N35,945,576.00 was awarded for payment in favour of the Managing Director, Glow Travels and Tours, plot 2356, Sakode Crescent, Wuse Zone 5, Abuja. This was for providing CONSULTANCY SERVICES for capacity building in China for NASS/NASENI. We do not seem to understand this kind of contract. This is simply an attempt to frustrate the true development of the nation. Corruption!

5. NTB097/HQ/002, dated 21st April, 2017. The sum of N2,999,870.40k only was also awarded for payment in favour of the Managing Director, Glow Travels and Tours, plot 2356, Sakode Crescent, Wuse Zone 5, Abuja. This was also for providing CONSULTANCY SERVICES for capacity building in China for NASS/NASENI. This is becoming more confusing.

6. NASENI/AD/MM/IS.I/III/384, dated 28th February, 2017. The sum of N19,727,944.00 was awarded for payment in favour of the Managing Director, Glow Travels and Tours, plot 2356, Sakode Crescent, Wuse Zone 5, Abuja. This was for the provision of CONSULTANCY SERVICES for capacity building on development of women in Kaula Lumpur, Malaysia.

7. NASENI/AD/MM/IS.I/III/384, dated 13th March, 2017. Another sum of N19,727,944.00 was awarded for payment in favour of the Managing Director, Glow Travels and Tours, plot 2356, Sakode Crescent, Wuse Zone 5, Abuja. This was also for the provision of CONSULTANCY SERVICES for capacity building on development of women in Kaula Lumpur, Malaysia. This is the same as in 6 above. This is a shame!

8. NTB096/HQ/399, dated 24th March, 2017. The sum of N19,838,820.00 only was awarded for payment in favour of the Managing Director, Zugoe Systems Limited, 36 Zik Avenue, Enugu. This was for the provision of CONSULTANCY SERVICES on the disbursement of overhead allocation in 2016 capital appropriation for AMEDI, an Institute of NASENI. Consultancy service on how to disburse overhead allocation that is not up to 5 million naira? What sense is in this kind of contract? How will Nigeria survive with this kind of person?

9. NTB101/HQ/433, dated 1st November, 2017. The sum of N24,764,000.00 was awarded for payment in favour of the Managing Director, NASENI SOLAR ENERGY LIMITED (NSEL), Karshi, Abuja for the provision and installation of NSEL products for the upgrading of solar power system at the office of the Hon. Minister, Federal Ministry of Science and Technology. Was this NASENI money really allocated to maintain the office of the Hon. Minister other than used to develop NASENI programmes and projects? This may have been misappropriation of public funds.

10. NTB101/HQ/434, dated 1st November, 2017. The sum of N19,340,000.00 was awarded for payment in favour of the Managing Director, SELGIC VENTURES NIG. LTD, Plot 2302, Herbert Macauley Way, Wuse Zone 6, Abuja for the procurement of parts for the upgrading of solar power system at the office of the Hon. Minister, Federal Ministry of Science and Technology. This is another wonderful contract. Some Nigerians feel that these series of gesture from the NASENI boss must have influenced the Hon. Minister’s favourable consideration and recommendation for Engr. M.S. Haruna to be given a second term so that more NASENI allocation could be used to service the FMST. This is terrible!

11. NTB101/HQ/436, dated 1st November, 2017. The sum of N10,676,877.28k was awarded in favour of the Managing Director, SELGIC VENTURES NIG. LTD, Plot 2302, Herbert Macauley Way, Wuse Zone 6, Abuja for the procurement of parts for the upgrading of solar power system at the office of the Permanent Secretary, Federal Ministry of Science and Technology.

12. NTB099/HQ/414, dated 7th September, 2017. The sum of N49,670,352.50k only was awarded for payment in favour of the Managing Director, Preoms Global Services Ltd, Suite M44, Commerce Plaza, Durumi District, Abuja. This was for the provision of CONSULTANCY SERVICES on the architectural designs and drawing for the construction of aerodynamics lab building. This is serious!

13. NTB094/HQ/396, dated 1st February, 2017. The sum of N85,665,000.00 only was awarded for payment in favour of the Managing Director, China Zhonghao Nigeria Ltd, Plot 7, Inuwa Abdulkadir Road, Kaduna. Award of contract for the procurement of tools for reverse engineering of a solid minerals machine. There is the need for this to be investigated in order for the government to see the tools that could cost as much as N85.665 million.

14. NTB100/HQ/419, dated 11th October, 2017. The sum of N23,430,000.00 only was awarded for payment in favour of the Managing Director, Kaura Motors Nigeria Limited, AB2, Nnamdi Azikiwe Way, Express Bye-Pass, Kaduna, for the procurement of a vehicle (Peugeot 508).

15. NTB100/HQ/420, dated 11th October, 2017. The sum of N45,980,000.00 only was awarded for payment in favour of the Managing Director, Kaura Motors Nigeria Limited, AB2, Nnamdi Azikiwe Way, Express Bye-Pass, Kaduna, for the procurement of a vehicle (Toyota Proda TXL).

16. NTB100/HQ/421, dated 11th October, 2017. The sum of N29,550,000.00 only was awarded for payment in favour of the Managing Director, Kaura Motors Nigeria Limited, AB2, Nnamdi Azikiwe Way, Express Bye-Pass, Kaduna, for the procurement of a vehicle (Toyota Hiace, 16 seaters bus). Most of these vehicles were not actually procured.

17. NTB094/HQ/388, dated 16th February, 2017. The sum of N18,200,250.00 was awarded for payment in favour of the Managing Director, BNP Resources Limited, No. 15, Ukpo Close, Garki 2, Abuja for the procurement of a vehicle (Peugeot 508). Evaluate this with the contract in number 13 above.

18. NTB094/HQ/387, dated 1st February, 2017. The sum of N11,700,000.00 was awarded for payment in favour of the Managing Director, Kaura Motors, No. 12, 231 Rd, Efab City Estate, Life Camp, Abuja, for the procurement of a vehicle (Peugeot 301).

19. NTB095/HQ/398x, dated 17th January, 2017. The sum of N9,150,100.00 was awarded for payment in favour of the Managing Director, Yakanaji Technology Limited, No. 40, Isa Kaita Road, U/Sarki, Kaduna for the provision of CONSULTANCY SERVICES for identification, technical specifications and manufacturers sources for solid mineral machines.

Investigations revealed that there were no External Adverts made for majority of these contacts. Also, that there was no opening of bids for many of these contracts. Also, that most of the contracts awarded by Haruna were split. There were much of illegalities in the award of these contracts. Therefore, Nigerians calls on the government to immediately investigate the Ex-NASENI boss for the sake of instilling sanctity in the NASENI system.

Politics / Naseni: Engr. Dr. M.s. Haruna Has Been Dismissed As Naseni Boss by haruna001: 8:50am On Apr 29, 2018
NASENI: ENGR. DR. M.S. HARUNA HAS BEEN DISMISSED AS NASENI BOSS

After series of valuable agitations and protests against the unlawful decision of the then Executive Vice Chairman/CEO, Engr. Dr. Mohammed Sani Haruna, to remain in office almost a month longer after the expiration of his tenure in office as NASENI boss, the Hon. Minister for Science and Technology, Dr. Ogbonaya Onu has written to sack the embattled officer, Engr. Haruna from office. In his letter with ref no. FMST/HM/2018/005/VOL.1/76, dated April 26, 2018, the Hon. Minister directed Engr. Aliyu Adnan, the next most senior director in the National Agency for Science and Engineering Infrastructure (NASENI), to take charge of the affairs of the Agency in an acting capacity with effect from 26 April, 2018, pending when presidency will approve substantive EVC/CEO for the Agency.

The issues in NASENI, in recent time, took a national dimension when the national body of the Academic Staff Union of Research Institutes (ASURI) and NASU, directed their members to picket NASENI Headquarters indefinitely. Dr. M.S. Haruna had disregarded Federal Government circular/directive of 4th December, 2017 which directed heads of parastatals to immediately handover leadership status to the next most senior director at the expiration of their tenures in office. Many Nigerians wondered why Engr. M.S. Haruna had decided to remain in office against all odds.

Following his dismissal from office, the Director of Administration and Human Resources of NASENI, Mr. A.K. Hassan, in his letter with ref. no. NASENI/AD/GA/7/III/188, dated 27th April, 2018, has issued a memo to all HODs (NASENI Hq), Managing Directors of NASENI Institutes, NASENI Corporate Companies and to all NASENI staff, informing them of the change in the leadership status of the Agency and as well as solicit for their support for the Acting EVC/CEO, Engr. Aliyu Adnan.

The news of Haruna’s dismissal as NASENI boss was highly celebrated by majority of the staff of NASENI who had been worried over the way he had mismanaged the money allocated for the development of the Agency. It is said that Haruna had severally misappropriated government funds and have diverted same to private pockets, leaving little to sustain his propaganda. Investigation shows that Engr. M.S. Haruna prefers approving large sums of money for consultancy services because that is the best way by which he could perfectly embezzle government funds without troubles.

There are so many questions to be asked. This is therefore, an open letter to appropriate investigative bodies nationwide (both government and private investigators), to take some trips to NASENI Headquarters, Abuja, to seek answers to misappropriated matters.

Financial records, currently at our disposal, suggest that Engr. M.S. Haruna is not a good Nigerian. The records show that he is not in support of the true development of the nation and that he is incurably corrupt. Presidency is advised to take his matters seriously and to ensure he is not allowed the opportunity to handle public funds, hereafter. Those government officials who have in one way and another identified themselves with Engr. M.S. Haruna are hereby advised to stay away from him except they want to prove to Mr. President and all other Nigerians that, they are birds of a feather with Haruna. If the need arises, we may soon commence investigation into the allegation that, Haruna bribed some government officials at the presidency with hundreds of millions of Naira, to influence His Excellency, President Buhari, in order for him (Engr. M.S. Haruna) to secure a second tenure of five years in office.

We hereby wish to present to the public, these few reports of a man who claim to have been fighting the course of taking NASENI to the highest level. What a shame to his generation!

This is simply an attempt to frustrate the true development of the nation. Corruption!

7. NTB094/HQ/396, dated 1st February, 2017. The sum of N85,665,000.00 only was paid in favour of the Managing Director, China Zhonghao Nigeria Ltd, Plot 7, Inuwa Abdulkadir Road, Kaduna. Award of contract for the procurement of tools for reverse engineering of a solid minerals machine.

Engr. Dr. M.S. Haruna is simply a kind of leader that no Agency in the world should pray to ever have as boss. We hope to continue to bring to public notice, Haruna’s evil and corrupt machinations as the case may be.

Politics / Propaganda In Naseni: Focus On Engr. Dr. M. S. Haruna, The Evc/ceo Of Naseni by haruna001: 12:45pm On Apr 26, 2018
PROPAGANDA IN NASENI: FOCUS ON ENGR. DR. M. S. HARUNA, THE EVC/CEO OF NASENI

Attention: His Excellency, President Mohammadu Buhari (GCFR), President of the Federal Republic of Nigeria.

Mr. President, sir, right now, there is so much lies in NASENI where you are the Chairman of the governing board; and, some respected government officials in your government who need to tell you the truth about what is truly happening in the Agency are already becoming sold-out. Many of them, seems to have been bribed, sir.

His Excellency, above is for your information and necessary action, please.

The five-year tenure of the Executive Vice Chairman (EVC), NASENI, Engr. Dr. M.S. Haruna expired since 2nd April, 2018 and till date, the Ministry of Science and Technology have refused to interpret the Federal Government directive of 4th December, 2017 with Ref. No. SGF.50/S.II/C.2/268 which compels such an officer to handover to the next most senior director of the Agency. Mr. President, this disregard for such presidential directive speaks volume of the wrath in the NASENI system and it does not speak well of this administration.

When a mediocre finds his way into the leadership of a sensitive parastatal like the National Agency for Science and Engineering Infrastructure (NASENI) and, he is unable to meet the expectations of the people, based on the mandate of his office, he decides to employ the tool -Propaganda.

Propaganda in this context is when a man has not developed a common functional motor cycle but he goes to announce to the world that he has produced a car and that he is even preparing to produce an aircraft. The propaganda becomes chronic when the same man does computer simulation of machines, burns them to CD plates and rushes to the Perm. Sec., Minister, SGF, and Presidency, with a projector, to present the pictorial and visual evidence of the machines as those he has developed for the nation; probably, because he needs a favour from Mr. President.

“You can fool some people sometimes, but you cannot fool all the people, all the time,” Bob Marley.

The time has come for presidency to visit NASENI with a team of experts, to objectively assess the lies that are frequently told Nigerians about the accomplishments of Engr. Dr. M. S. Haruna, the NASENI boss. Mr. President, please save Nigerians from the lies of a man who is using tax payers’ money to bribe his way into trying to get a second tenure in office order than using the same funds for the purpose of development for which the money were allocated in the first instance. Mr. President, no meaningful accomplishment is in NASENI. If you doubt this, His Excellency, please, send an unbiased team of evaluators, underground, to NASENI headquarters, to separate lies from truth.

In March 2018, the ministry of science and technology organised a TECHNO/EXPO where parastatals of the ministry and other related companies were asked to showcase their research results for evaluation and assessment. NASENI participated in the EXPO. At the end of the event, the participants with outstanding research results were given series of awards. It may interest you, sir, that NASENI was not given a single award. This, speaks volume of the level of propaganda that is happening in NASENI at the moment. The panellists were probably able to sieve the truth from the lies that were presented by NASENI at the event.

To cut the long story short, Mr. President, most of the machines that are presented by Haruna at any event are not produced in NASENI. Most of those machines are procured and labelled in favour of NASENI. Sir, we are currently compiling some of these lies. Details about them will be sent to you shortly. Such details will contain the names of the machines and the hidden secrets about the jaw-breaking amount they were bought and how they were reorganised to deceive Nigerians.

Mr. President, you may wish to direct accountant general of the federation to give you a break-down of the allocation that has gone to Engr. M.S. Haruna in the past six years, as NASENI boss (One year as Actg. EVC and five years as substantive EVC). Mr. President, you will marvel at the report you will receive. In the past six years, NASENI has received not less than six (6) billion naira but there is little to show for that huge sum, collected. This is not the Nigeria we expect to see. Mr. President, M.S. Haruna is incurably corrupt. He has embezzled so much money that, he does not know how to cover the mess. That is why he has refused to hand over to the next most senior director at the expiration of his tenure. He actually needs time to cover the wrongs. Unfortunately, it seems the ministry of science and technology benefited so much in the loot and is therefore, trying to shield Haruna and his misdeeds. If not, the ministry should have directed him to handover to the next most senior officer in the Agency.

Mr. president, from a long list, we present to you an award of contract with ref no. NTB101/HQ/436 where Haruna collected the sum of N10,676,877.28 in upgrading the solar power in the office of the Perm Sec. ministry of science and technology. Also, contract with ref no. HTB094/HQ/389 where the sum of N329,139,504.15 was given to HORTI GRAPH NIGERIA LIMITED as part of a contract in the NASENI headquarters; a contract that many suggest, may have been linked with the minister of science and technology. A large number of similar contracts were allegedly awarded to settle government officials some of who are currently shielding Engr. M.S. Haruna from the face of the law. We shall publish more details if the right thing is not done by telling Haruna whose tenure has expired, to handover to the next most senior director of the Agency.

His Excellency, we respect you so much and we believe that you will not allow yourself to be trapped by evil plans of those officials that do not truly want to be part of the true development of the Agency in particular and the nation in general.

On this matter, many letters have been written to the Minister for Science and Technology, the Perm Sec, the SGF and other relevant bodies but no meaningful action has been taken and Haruna whose tenure has expired since 2nd April, 2018 is still shielded and allowed to remain in office, illegally.

On this note, we plead with you to investigate the abnormalities in NASENI and to therefore, cause the supervisory bodies of the Agency to do the right thing at the moment in order not to induce law abiding Nigerians to take laws into their hands.
Mr. president, we are looking forward to your directives on this matter. Thank you.

Politics / Contracts Scandal (vol.2): Naseni And The Ministry Of Science And Technology by haruna001: 10:58am On Apr 25, 2018
CONTRACTS SCANDAL (Vol.2): NASENI AND THE MINISTRY OF SCIENCE AND TECHNOLOGY

He remains incurably corrupt! Engr. Dr. M.S. Haruna, the man who is still being shielded by the Minister of Science and Technology, Dr. Ogbonaya Onu, to remain the Executive Vice Chairman of the National Agency for Science and Engineering Infrastructure (NASENI) even though his tenure has expired, remains unrepentantly corrupt. How did Nigeria get into this mess in the first instance? How?

Today, the nation is moving forward, trying to get rid of its arch-problem which is CORRUPTION but, some heads of parastatals who were employed by the immediate past leadership of this great nation with the baptism of corruption are piteously hiding under their principals, to frustrate the current anti-corruption wars. One of such popular actors who is acting the script of corruption, is Engr. Dr. M.S Haruna. Those that know him, can affirm that he is a man of many words. They can also attest that his many words are ritually wrapped with propaganda and mediocrity.

Who is even to blame? The Engr. Dr. M.S Haruna? No! He is not much to blame! His PRINCIPAL, Dr. Ogbonaya Onu, the Minister of Science and Technology who do not seem to know that his staff is incurably corrupt, should be blamed! This is a new Nigeria!

We shall continue to reveal to the world in Volumes, all that we know about NASENI until one of the enemies of Nigeria who was appointed by the former president of the nation is informed by the Minister of Science and Technology that his tenure in NASENI has expired.

So much allocations have over the years been sent to NASENI, to bail the nation out of the snare of backwardness in science and engineering infrastructure development but very little has been done in that regard. Instead, tax payers' money are 'thiefishly' looted and constantly used to package propaganda for Nigerians. What a shame!

We pleaded with the Minister of Science and Technology in our last publication, to show to the world that he is honourable by telling Dr. M.S Haruna to retire home and hand over power to the next most senior Director, pending the appointment of a substantive EVC. After all, he (Dr. Haruna) has been collecting the salaries and other entitlements of a DG for not less than five years. We have the records. We still want to plead with the Minister not to disappoint the masses. Allegedly supporting corruption in his own domain is what is not expected of him.

Now, we would want the Minister, Dr. Ogbonaya Onu, to prove to Nigerians that he is not aware that his staff, Dr. M.S Haruna, recently awarded some of the contracts listed below, to settle politicians so that he can remain in office and as well as fill his purse with money meant to be used to develop the nation.

NOW, LET NIGERIANS SEE FOR THEMSELVES AND COME UP TO ASK QUESTIONS.

1. Construction of Head Office Complex Extension. Sum of N329,139,405.15 million. Awarded to Hortigraph Nigeria Limited on 1/02/2017. (It has been alleged that the company is one of the Minister's own. 329 million Naira for an office extension? How much was the cost of the main office complex? At this trying time, is this not simply misplacement of priority?)

2. Supply of 2kva power inverters for Science laboratories. Awarded to PEEMADI, Okene. Sum of N17,714,000.00 million. Awarded on 8th March, 2017. (What kind of inverters can cost as much as this amount? Where are they to be supplied to? Why not tell us how many, so that the contract can best be monitored? Is this silence about the number to be supplied, one of your methods of filling your accounts with public funds?).

3. ANOTHER Supply of 2kva power inverters for Science laboratories. Awarded to PEEMADI, Okene. Sum of N17,714,000.00 million. Awarded on the same 8th March, 2017. (What is happening here? Why the split? Where is this to be supplied again? Why not also tell us how many so that the contract can best be monitored?).

4. Provision of Consultancy Services on Disbursement of Overhead. Awarded to Zugoe Systems Ltd. Sum of N19,838,820.00. Awarded on 24th March, 2017. (On Disbursement of Overhead. What kind of contract is this? Which overhead is NASENI looking for Consultancy services to enable it disburse? A source from the accounts department of the agency revealed to us that the overhead was for AMEDI, an Institute under NASENI that has not even been completed. What a scam? Concerned Nigerians should ask questions!)

5. Procurement of Peugeot 508 project vehicle. Awarded to BMP Resources Limited. Sum of N18,200,250.00 million. Awarded on 1st February, 2017. (Please, which project? At the same time, NASENI Awarded the contract to train engineers and scientists at the contract sum of N2,400,000.00 only (No physical evidence of the training in NASENI, but on paper). What a misplacement of priority? Why this waste of government scarce resources?). we latter gather that this same contract was secretly re-awarded to Kaura Motors at the sum N23,430,000.00 on the 11th October, 2017.

6. Procurement of Peugeot 301 project vehicle. Awarded to Kaura Motors. Sum of N11,700,000.00 million.

7. Procurement of Toyota Hiace 16 seaters project vehicle. Awarded to Kaura Motors. Sum of N29,550,000.00 million. Awarded on 11th October, 2017. (Please, which project? At the same time, NASENI Awarded the contract to train engineers and scientists at the contract sum of N2,400,000.00 only (No physical evidence of the training in NASENI, but on paper). What a misplacement of priority? Why this waste of government scarce resources?).

8. Procurement of Toyota Prado TXL 2.7l project vehicle. Awarded to Kaura Motors. Sum of N45,980,000.00 million. Awarded on 11th October, 2017. (Please, which project? At the same time, NASENI Awarded the contract to train engineers and scientists at the contract sum of N2,400,000.00 only (No physical evidence of the training in NASENI, but on paper) . What a misplacement of priority? Why this waste of government scarce resources?).

9. Procurement of 15 numbers of Baja Tricycles. Awarded to Agencies International Investment Ltd. Sum of N17,922,000.00 million. Awarded on 21st March, 2017. (What is NASENI doing with 15 Tricycles? Even, at such amount? Why waste the public funds meant for research and development on something that is not NASENI's business? Or, another method of getting more and more wealthy? Or method of settling the politicians?) All these would have to be investigated.

10. Provision of Consultancy Services on Feasibility Study and Report on Availability of Location of Silca in Nigeria. Awarded to Heezeem General Merchant Ltd. Sum of N49,989,960.00 million. Awarded in March, 2017. (Just for Feasibility study? How can the nation grow under the unrealistic hands of this kind of people? What a contract?)

11. Construction of Perimeter Fencing of the premises and gate house of SOMMEDI, Nasarawa. Awarded to Namal Abare Property Investment Nigeria Limited. Sum of N55,397,679.00 million. Awarded on 1st February, 2017. (Perimeter Fencing and gate house for that amount! Is it the gate of Jericho? Hmmm, it's well with Nigeria. President Buhari must investigate this people. Nigerians are tired of these people who use varied strategies in packing money meant for actual development and using same to enrich themselves).

12. Consultancy Services on the architectural design, Bill of quantity and drawing for the establishment of solar cells production line.... Awarded to Preoms Global Service limited. Sum of N45,000,000.00 million. Awarded on 22nd December, 2016. (Hmmm, Consultancy! What a Consultancy! If consultancy services are these costly, how much will the main project be? At least, for once, let us call a spade, a spade. We learnt from a reliable source that in NASENI, a vital channel through which public funds are looted is through award of contracts for consultancy services. It is alluded that since 2012 when Dr. M.S Haruna became the EVC, NASENI, the number of Consultancy work done carries about 85% of all the work done in the Agency.

13. NASENI Solar Power System Restoration. Awarded to NASENI Solar Energy Limited. Sum of N11,068,275.00 million. Awarded on 11th October, 2016. (Just for restoration? This is an Agency that impliedly produces solar panels. How much is the complete set of solar power in NASENI headquarters?

14. Consultancy fees for report on the petition against former MD of SEDI, Enugu. Awarded to Muhal Global Consultancy Limited. Sum of N6,000,000.00 million. (When in Nigeria did we start paying petition fees from funds allocated for capital projects? Another scam? Nigerians are tired of all these. Mr. President should not also be comfortable with these. Those involved in these bunch of scams should be invited and questioned by relevant Agencies).

So much dirty water has passed under the bridge in NASENI, under the watch of the Hon. Minister for Science and Technology. In all of these, we have not seen a project that is expected to add value to the development of science and engineering infrastructure in Nigeria. This is how it has been for not less than five years. AN ERA OF PROPAGANDA!

As far as the Minister keeps shielding Dr. M.S Haruna and supporting him not to hand over to the next most senior Director of the Agency since his time as the EVC has expired, many answers would need to be provided to our next publication on this matter. There are more and more abnormalities in the Minister's NASENI that would be revealed in our next publication.

We therefore call on well-meaning Nigerians to keep their assessment of the integrity of some of our politicians alive. The legislature, executive and other relevant bodies are enjoined to investigate these scandals.

With due respect to the Hon. Minister for Science and Technology, please remember that the memory of the unjust, lingers on! Please do not disappoint Mr. President who believed in you and made you a Minister. Also, do not agree to be part of evil because it consumes! Do your part of the nation building with utmost objectivity and Allah will bless you accordingly.
Nairaland / General / Naseni: Protest And Picketing Of Naseni Headquarters, Start 25th April, 2018 by haruna001: 1:30am On Apr 25, 2018
NASENI: PROTEST AND PICKETING OF NASENI HEADQUARTERS, START 25TH APRIL, 2018

The five year tenure of Engr. Muhammed Sani Haruna, the Executive Vice Chairman of the National Agency for Science and Engineering Infrastructure, NASENI, expired on 2nd April, 2018 and he has since then, refused to hand over to the next most senior director in the Agency. Till now, many Nigerians are wondering why the Minister for Science and Technology has refused to send a letter to NASENI, to direct the NASENI boss, to hand over to the next most senior director of the Agency while presidency takes its time to appoint a substantive EVC/CEO for the Agency.

Meanwhile, the attention of our correspondence was drawn to a claim in some national newspapers on 24th April 2018, alluding that His Excellency, President Buhari, on 23rd April, 2018, approved another five years tenure for Engr. M. S. Haruna. Investigation has revealed that the information is a mere propaganda and that, it is an attempt to rubbish the name of Mr. President who does not have a flare for the renewal of the appointment of corrupt official like Engr. M. S. Haruna, an appointee of the former president, Dr. Goodluck Jonathan.

It may have been true as published that, the minister for Science and Technology, in January, wrote to presidency, recommending that Haruna should be considered for a second tenure. It may also have been true that the Chief of Staff to Mr. President did another letter in that regard, to the SGF and back to the Minister. That not withstanding, the president of the Federal Republic of Nigeria who has the exclusive right to approve such appointment has not given his approval; probably, because he does not want to make the costly mistake that could contribute in further retarding the growth and development of the nation in the area of science and engineering infrastructure development. This is to say that, the claim of Mr. President's approval of the second tenure of Engr. M. S. Haruna is a scam that must be disregarded. The claim has been described by many, as a mere distraction that needs to be ignored.

In the said publication, it was credited to the Hon. Minister for Science and Technology that, in his recommendation, he inferred that the NASENI boss, during his first tenure, repositioned the Agency in such a way that it has assumed an important position in the efforts of the ministry to deepen the depth of science and technology as an important tool for national rebirth. What a questionable declaration! It could be recalled that the same NASENI, during the 2018 TECHNO EXPO AND TRADE FAIR organized by the Federal Ministry of Science and Technology in Abuja, where research results of all the parastatals under S&T were showcased, NASENI did not win a single award. Its level of propaganda was visibly detected by the panelists. This was because none of its products, was striking and ground-breaking as claimed. We wish to advice that Mr. President should not be misguided by the product of personal interests because the records are there for posterity to access and assess.

In the light of the above, the national body of the Academic Staff Union of Research Institutions (ASURI), in their letter with Ref. No. ASN/NI/P/0418/1, dated 24th April, 2018, has given a directive to the NASENI Branch of ASURI and all other ASURI Branches in Abuja and beyond, to, in the spirit of solidarity, commence the picketing of National Agency for Science and Engineering Infrastructure (NASENI), headquarters from 25th April, 2018, by 9am.

This action is said to be indefinite until the Minister for Science and Technology responds positively to the demands of the Union and staff of the Agency, regarding the appointment of an Acting EVC for NASENI in accordance with the Dec. 4th, 2017 directive of the SGF which was contained in the FG circular with Ref. No. SGF.50/S.II/C.2/268.

Reports also reaching us, suggest that NASU has met and decided to join camp with ASURI in protesting and picketing NASENI headquarters, indefinitely.

Before deciding to picket NASENI headquarters, the Union is said to had exhausted its effort at ensuring that Engr. M. S. HARUNA, peacefully hands over to the next most senior director in the Agency in accordance with the provision of the federal government's directive of Dec. 4th.

The National body of ASURI, in its preparation for this picketing exercise, had written to inform The Director General, DSS, Abuja; The State Director, DSS, Abuja; The SGF; The Commissioner of Police, FCT Police Hdqters, Abuja; The Minister for Science and Technology, Abuja; The Commandant, NSCDC; and other relevant bodies for their information and cooperation. This is conveyed in their letter with Ref. No. ASN/FM/NI/0418/2, dated April 22nd, 2018.

It is relevant to state, that, according to the Director, Administration and Human Resources, NASENI, Mr. A. K. Hassan, the information about the expiration of Haruna's tenure on 2nd April, 2018, was conveyed to the Minister for Science and Technology, the SGF and other relevant bodies to enforce the provision of the law in that regard. These were conveyed in the letter with Ref. No. NASENI/AD/GA/20/IV/423, dated 9th April, 2018 and NASENI/AD/GA/7/III/179, dated 11th April, 2018.

The collective integrity of His Excellency, President Buhari, his Chief of Staff, the SGF and, Minister for Science and Technology is on the test, once again. Nigerians are watching. They will want to know how NASENI issues are handled, putting the wish of the people at heart.

Politics / NASENI AGAIN: Presidency, Where Is Your Integrity? by haruna001: 12:07am On Apr 23, 2018
NASENI AGAIN: Presidency, where is Your Integrity?

The 5 year tenure of the Executive Vice Chairman/CEO of NASENI, Engr. Muhammed Sani Haruna expired on 2nd, April 2018. This is confirmed in his recent memo, dated 20th April 2018, where he announced to the world that the Hon. Minister for Science and Technology, the Perm. Sec. of the Ministry of Science and Technology and the SGF to the Federal Republic of Nigeria are aware of his decision to remain in office even after the expiration of his tenure (attached 1). What an indictment!

Engr. M. S. Haruna, decided to flaunt the directives of the Federal Government as convened in the circular with Ref No. SGF.50/S.II/C.2/268, dated 4th Dec. 2017 (attached 2a-c) which directed that under no circumstances should a CEO of Parastatals like NASENI stay a day longer in office when his or her tenure expires. The circular also directed that the CEO should hand over to the next most senior director in the Agency provided such senior officer does not have pending investigative matter at hand.

Today, many Nigerians are beginning to question the collective integrity of His Excellency, President Buhari, SGF, Perm Sec and as well as the Minister for Science and Technology, Engr. Dr. Ogbonaya Onu because they have decided to treat Haruna, the NASENI boss, as a sacred cow. More than 20 days after the expiration of his tenure as NASENI boss, he still remains in office and the supervising bodies of the federal government of Nigeria have variably decided to embrace such illegality. They seem to have decided to support Haruna who has refused to step aside at the expiration of his tenure in office. When will this government call a spade a spade? When? This is disgusting and unacceptable.

According to insinuations, this is happening because Haruna, the NASENI boss must have watered the ground with tax payers money. Bribery, Bribery and Bribery! CORRUPTION! He must have settled the big masquerades with money allocated for the true development of the nation. What a country where those in authority close their eyes to illegalities!

What baffles people, is that, the Director of Administration and Human Resources, Mr. A. K. Hassan, has done his job by writing to inform the presidency through the SGF of the Federal Republic of Nigeria, that Haruna's tenure has expired. This was contained in a letter with Ref No. NASENI/AD/GA/7/III/179, dated 11th April, 2018 (attached 3). The director also wrote to inform the Perm Sec, and Minister for Science and Technology. He went as far as also informing NASENI Governing Board (attached 4). But till date, everyone tends to pretend that they are still not aware. Why do we always wait for the good people of Nigeria to take laws into their hands before the government decide to do the right thing? Why? We are also informed that the members of NASU, a union in NASENI, has also gone to meet the Hon. Minister for Science and Technology in that regard but he seemed not interested in the issue; as, no action has been taken since then, to tell Haruna to hand over power to the next most senior director, pending the appointment of substantive EVC of the Agency. Nigerians will want to know how much Haruna used in settling his principals, to keep him in office almost a month after the expiration of his tenure in office. Report also reaching us, revealed that Haruna may have also watered the hands of the Chief of Staff to Mr President who is said to have vowed to protect the interest of the NASENI boss against the law. One is left to wonder what would have moved the Chief of Staff to have personally written a letter to SGF and Minister for Science and Technology, recommending that they should join hands together to consider Haruna for a second term in office. Why would the Chief of Staff to Mr President not even wait for letter of recommendation to come from the ministry of Science and Technology before he take side? He should not prove those that argue that Haruna bribed him with hundreds of millions, right. Haruna is a fraud and he is contaminating government officials with his negativity.

This is unacceptable. This is not what we expect to see in the administration of His Excellency, President Buhari. This is not what we bargained for. Presidency should please call the Minister for Science and Technology and other actors in this bad drama, to order. Mr. President, please, do not say you are not aware of what is happening in an Agency where you are the Chairman, of the governing board. Mr. President, please tell Haruna to stop wasting tax payers' money in bribing government officials in order for him to remain in office for eternity. Please, tell him to hand over power to the next most senior director in the Agency. His tenure has widely been described as a fraud! He is the worst thing that has happened to NASENI. His time in office as NASENI boss is full of propaganda, and theft of public funds.

Haruna's initial letter of appointment as NASENI boss, which was approved by the former head of state, President Goodluck Jonathan, offered him five years in office as EVC, NASENI. The letter neither gave him automatic pass to remain in office after the expiration of his tenure nor for him to outrightly start up a new tenure. He did bribe his way out, the first time and he wants to also do it with this administration the second time. The world is watching. Mr. President, we believe in your kind of person. Please be informed of these abnormalities.

It is alluded that Haruna is afraid to leave office because of his fears, that, he will be nailed by EFCC, when investigated. Reports from the accounts section of the Agency, suggest that he has stolen so much that he is currently finding it difficult to cover-up the mess.

No wonder, he wants to make sure, he secures Mr President's approval for another tenure of five years by all means. If presidency gives him such further opportunity, it will be a confirmation that something is irreparably and truly wrong with this nation. If Haruna is given another tenure of looting and expression of mediocrity, then, Nigeria is a place where a sick dog kills a vibrant lion. A place of shame!

Finally, this is a call to the presidency, to do the right thing, soonest. Citizens should not be forced to take laws into their hands in order to ensure that the right thing is done before the government acts. We believe so much in the integrity of Mr. President. Please, call the SGF, Minister for Science and Technology, Perm Sec of the ministry of Science and Technology, and Engr M. S. Haruna, the NASENI boss to order. Tell them to be the good Nigerians we thought them to have been.

Ikechukwu Nonso.
