Product racketeering worsens, sells at N180 per litre

The official price of kerosene will move up to N135 from N73 per litre on Monday, THISDAY investigation revealed wednesday.

According to reliable sources, the Pipelines and Product Marketing Company (PPMC), a subsidiary of the Nigerian National Petroleum Corporation (NNPC), has decided to increase the ex-depot price to N135 per litre with effect from Monday, after the next consignment of about 17,000MT capacity imported vessel arrives Lagos this week.



THISDAY gathered that following foreign exchange crisis, which makes it difficult for the private marketers to access foreign exchange at the official price, the PPMC assumed the sole importer of kerosene, thus leading to the scarcity of the product.

But THISDAY learnt that the public who are the end users would not be losing much as the product had always sold above the N73 official price because of racketeering by officials of PPMC and the marketers.

In the massive scam, officials of PPMC allocate the product to marketers at ex-depot price of N73 per litre, while the marketers sell to the public at over N180 per litre, THISDAY’s investigation revealed.

In a circular number: PPMC/MKT/IBN/01/2016, signed by one LNS Madubuike, the PPMC had directed marketers to pay N73 per litre for kerosene imported by the company. The marketers, however, sell the product to the public at between N180 and N250 per litre.

Some independent marketers, who could not get allocation from the PPMC, told THISDAY that some officials of PPMC collect bribe of N1 million on every truck of kerosene allocated to the marketers.

Another alleged scam by PPMC officials in kerosene importation, it was learnt, is that up to 50 trucks are not discharged in every imported vessel.

According to a PPMC source, after discharging kerosene to the private marketers, this quantity is left in the vessel by PPMC as Remain on Board (ROB) and nobody knows what happens to this product.
NNPC’s spokesman, Mr. Garuba Deen Muhammadu, however, told THISDAY yesterday that he would find out the true situation from the PPMC before responding to the issues raised.

But it was gathered that PPMC has been the sole importer of kerosene as the private marketers use their limited foreign exchange to focus on the importation of petrol.

An official of PPMC, who was not happy with the fraud in kerosene allocation, said that it was brisk business between some officials of the company and the marketers.

“We thought that things will change with the new administration. It actually changed initially but is now business-as-usual. It does not serve public interest to allocate kerosene at N73 or N135 per litre to some people at public expense and the beneficiaries will sell to the public at N180 and even N250 in some instances. This arrangement serves private pockets and something has to be done fast about it,” he said.

Investigation revealed that from the last consignment imported by the PPMC, the independent marketers were selling at ex-depot price of between N170 and 182 per litre.

Some of the independent marketers whose depots had sold kerosene between N170 and N182 per litre include: Capital Oil, Eterna Oil; Rahamaniyya, Aquitane, AA Rano, and Obat Oil.

It was also gathered from PPMC sources that Honeywell, Aiteo and NIPCO Plc would share the next consignment of PPMC’s kerosene that will arrive this week.
However, it was gathered that PPMC has increased the ex-depot price of this new consignment from N73 per litre to N135 per litre.

It was also learnt that because of the scam perpetrated by the marketers and the PPMC officials in kerosene allocation, the major marketers have shunned kerosene business to protect their business integrity.

“The whole kerosene thing is messy and that is why the major marketers do not want to get involved. The major marketers are not ready to give anybody bribe and sell above stipulated price. The whole thing improved when President Buhari came in initially. You will recall that Forte Oil became involved and it sold kerosene at N50 per litre to the public and it was publicised. But now, we are back to the status quo and the whole thing has become messy. The major marketers are not ready to play ball to get kerosene allocation,” said one of the major marketers, who spoke to THISDAY off the record.

At the early stage of President Muhammadu Buhari’s administration, Forte Oil had commenced the sale of what it described as “Buhari Kerosene” at N50 per litre in its retail outlets in Lagos.

Massive Defection in APC as 36 Senators, 6 Governors, Others Join Forces with Saraki

Anxiety seems to have gripped the Leadership of the All Progressives Congress, APC, over a possible high profile mass defection from the party.
Post-Nigeriam learnt that many of the party leaders are worried that the APC might be going the way of the Peoples Democratic Party, PDP, in the days of former President, Goodluck Jonathan, when the then Speaker of the House of Representatives and now Governor of Sokoto State, Aminu Tambuwal, jumped ship from the PDP to the APC.
With the current posture of the Senate, and a resolution passed by the House of Representatives, warning the Executive against hounding the Legislators, many in the APC are worried that the party might soon recreate the ‘Tambuwal scenario’, if breaks were not pulled on the lingering crisis.
Leaders of the party are worried that if the Senate President, Bukola Saraki, decides to confront the APC and cross over to the PDP, or any other upcoming party, he would not only tilt the Senate in favour of the PDP, but he might be leaving with the 36 APC Senators currently supporting him.
He would also do a heavy damage according to sources, because about 6 APC Governors are currently behind him.
Already, it was learnt that discussions are on-going, between some disgruntled members of the APC and their PDP counterparts, on either the formation of a new party, or an alliance that would see a mass defection from the APC.

A source, who pleaded anonymity over possible sanction by the party, however, said that the APC national leadership was looking for a political solution to resolve the crisis, even as he blamed the wrangling on interest and the executive’s interference in the affairs of the legislature.
Saraki, who is a member of the ruling party, is being prosecuted by the Federal Government, at the Code of Conduct Tribunal, CCT, for alleged false declaration of assets.
He is also facing another trial at an Abuja High Court, alongside his Deputy, Senator Ike Ekweremadu of the PDP, over alleged forgery of the Senate Rules.
The rift has continued to fester, and is assuming a more dangerous dimension. During the last Ramadan period, President Muhammadu Buhari, hosted different classes of people, including party leaders, business moguls, physically challenged persons, friends of the government, among others. However, his planned breaking of fast with members of the National Assembly and their Leaders was cancelled for no reason.
While the Presidency held that the dinner was just postponed, sources at the National Assembly said that the Legislators simply refused to attend, owing to what they perceived as the persecution of Saraki and Ekweremadu.
On Saraki’s prosecution, the source said, that while the belief is that the APC is hounding him, because he defied the party’s leadership to emerge as President of the Senate, it should be noted that the present administration has persistently said that its war against corruption is total.
“I agree that politics is a game of interest. So, I cannot dismiss those who are saying that the Senate President is being persecuted, because he defied the APC leadership during the election for presiding officers of the Senate, but one thing we must bear in mind, is that the present administration has never pretended that there would be no sacred cows in the fight against corruption,” the source said.

Following President Mohammadu Buhari’s probing of political oppositions and enemies which has raised so much concern in the Country, an International Media ”CNN” has released the full list of Nigeria treasury looters to assist the President fight the corruption from the grass root if truly he is sincere.

The publication shows how corrupt Nigerian former leaders are and how much they looted from the public treasury. Through their statement the list should guide President Buhari in his fight against corruption and not to play party politics.

Read the full list:

1.  Oluesgun Obasanjo – He stole $25 billion from 1999-2007 ($16.4 from power sector alone)

2.  Ibrahim Babangida – He stole $15 billion from 1985-1993 ($12.4 billion from oil wind fall in 1990)

3.  Abdulsalam Abubakar – He stole $9 billion from 1998-99

4.  Sani Abacha – He stole $7 billion from 1993-1998

5.  Ahmed Bola Tinubu – He stole and continues to steal from Lagos Stata treasury since 1999 till date. It’s estimated that he has stolen $6 billion so far.

6.  TY Danjuma – He fraudulently got enriched through oil blocks from the Niger Delta worth $20 million in the 70s after the counter coup. Those oil blocks worth billions of dollars in today’s value.
 
7.  Sanusi Lamido Sanusi – He stole $1.2 billion as CBN Governor from 2008-2014.

8.  Bukola Saraki – Through his father, Olukola Saraki, their bank, Societe Generale and as a governor of Kwara State (2003-20111) he stole $1.1 billion

9. Nasir El Rufai – Before he was made the FCT Minister, El Rufai was broke, homeless and was looking for loan to import taxis from the UK. After he was made the minister, he seized landed properties that belonged to Nigerians and resold them with huge profit. It’s estimated that he stole $1 billion from 2003-2007.

10. Tunde Fashola – He is the poster boy of Tinubu. Boht of them looted Lagos dried and left it in debt of about N1 billion. Fashola, among other thing built his personal website for N78 million, drilled borehole for over N100 million per each and built a kilometre road for N1 billion. He stole $900 million from 2007-2015. He is now a minister, he will continue the looting.

11. Chubike Rotimi Amaechi – From 2007 to 2015, he stole $700 million as $150 million were used to sponsor Buhari and APC.

12. Atiku Abubakar – When he was asked by our reporter how he made his money, he simply said “he was always at the right place at the right time. Atiku is an astute businessman, but through shady deals, he stole $500 million from 1999-2007.

13. James Ibori – He stole $150 million from 1999-2007 as governor of Delta State. He’s serving his term for money laundering in the UK.

14. Amina Mohammed – This woman was the founder of Afri-Project Consortium (APC) that was in charge of all PTF Projects during Abacha’s regime. About $125 million was stolen from PTF accounts from 1994-1998. Buhari has just nominated the same woman as a minister to continue the stealing.

15. DSP Alamieyeseigha – He stole $120 million and was arrested for money laundering. He pleaded guilty and long served his term.

16. Sule Lamido – He stole $110 million between 2007-2015 and out of that amount, $50 million was found in his sons’ bank accounts. He was arrested and detained for days together with his sons.

17. Rabui Kwankwaso – He stole $100 million as a governor of Kano State. EFCC has arrested many of his aides and they are “singing” how they siphoned the money.

18. Kashium Shettima – this governor has stolen about $80 million and still counting.

19. Rauf Aregbesola – he has milked Osun State to the tune of $60 million.

20. Kayode Fayemi – this former governor stole $40 million and stashed some part of the loot in Ghana. He was reportedly bought a bed for N50 million.
