Aboh police has no guns as we speak – Hon Imegwu, ex-Speaker
Former Speaker of Delta State House of Assembly and respected leader in Aboh, Rt. Hon Olisa Imegwu, who is familiar with the incident, told Saturday Vanguard unequivocally: “The Divisional Police Station at Aboh, headquarters of Ndokwa East local government area does not have arms and ammunition as we speak. Sometime in 2018, some criminals attacked the police station and stole their arms, I think they killed two policemen when they broke into the police station. The police authorities have not replaced the stolen arms till date.”
Hon Imegwu, who spoke in Asaba, asserted: “The rented apartment they are currently using as a temporal police station in Aboh was rented from me. We were in a speedboat going to Ashaka when a young man, who also boarded with us made a strange request to the boat driver. He wanted him to stop at a point on the river to enable him pick up a luggage. The request was abnormal because whenever a boat is loaded, the driver does not normally stop on the way to pick any luggage.”
“The driver’s reaction and that of all of us in the boat was that of shock, but the driver all the same granted the request of the passenger, who I couldn’t simply identify. Actually, at a certain point during the journey, he asked the driver to stop for him to pick the said luggage, we were waiting in the boat when the driver saw somebody carrying a bag, which he immediately suspected was containing guns and he screamed he does not ferry and would not transport guns.
“The young man, who owns the guns disembarked at that point and it was after that I got to know that the Aboh Police Division was raided the previous night. As soon as I got to where there was network, I called the Divisional Police Officer, DPO, he said he was no longer in Aboh, that he had been transferred to another station, I think he said Aladja Police Division.
Shoddy investigations
“I called other senior police officers and gave them the information I had and how they could get the boat driver to assist them with any clue he had about the passenger and his accomplice, but I was surprised that the police were arresting those that knew nothing about the incident, beating them and extorting as much as N600, 000 from them for bail.
“With the tactics they adopted, those who could have given them information about the suspects took flight, even the boat driver, who I guess might have known the commuter and the collaborator we saw with the luggage ran for his dear life from Aboh when he saw how police treated other innocent persons they locked up for months.
“Until today, I do not think the police got to know who stole their weapons and the authorities at Asaba have not bothered to equip Aboh Division with arms and ammunition since then,” he added.

FOR one year, seven months running, the Divisional Police Station, Aboh, supposed to provide security for coastal communities in Ndokwa East Local Government Area, Delta State, scandalously, has no arms and ammunition in its armory for police officers deployed to the division to fight crime.
The Burutu Police Division in Burutu Local Government Area also has scanty arms, about three AK-47 rifles, a pistol and 22 policemen to serve over 74 riverine communities.
Suspected militants and sea pirates allegedly plundered Aboh Police Station in September 2018, killing two police officers and carting away five AK-47 rifles and other vigilante firearms at the police station, but since then, the state Commissioner of Police has not deemed it expedient to replace the pilfered weapons.
To avoid further disgrace of the weaponless policemen, local vigilante and anti-cult groups have been synergizing with them in protecting the station and handling some security breaches in the division.
Findings by Saturday Vanguard show that Delta State Police Command has had four Commissioners of Police since the incident. Muhammad Mustafa handed over in December 2018 to Anthony Ogbizi. Adeleke Yinka took over from Ogbizi in February 2019, but about 10 months after, December 2019, Hafiz Inuwa, took charge. He has been in control for more than four months.
Our investigations show that residents of peaceful people of Aboh and surrounding coastal communities have been living at the mercy of bandits since then. Some hoodlums escape from Rivers state to take refuge in Aboh knowing that the police on ground were weaponless.
What baffled informed citizens of the area is the shoddy manner police detectives handled investigations into the theft of their own weapons, apprehending mainly innocent persons, who they tormented, squeezed money from and later released, while the real criminals they should have tracked down with intelligence information were never arrested till date.
An Assistant Commissioners of Police, ACP, who confirmed the development and asked our reporter not to quote him, said: “It is an embarrassment.”
It was learned that Aboh Police Station serves almost half of Ndokwa East local government area, but there is another police division, Ashaka, which serves the other section of the area.

”Early, this year, I attended a South-South Security Summit in Asaba, where the Inspector General of Police, IGP, governors and commissioners were also in attendance. In that meeting, I told the IGP about the sorry state of the police in Burutu local government area, who expressed surprise and was jotting down points.
”The fact remains that there is no manpower, no arms and officers are not mobile because there are no patrol boats to police the riverine council area. They recently deployed 12 additional police officers to complement the existing 12 officers making it up to 24 to police over 74 communities in the council area. The additional 12 officers maybe as a result of my appeal at the Asaba summit.
”Again, in the Burutu police division, there are about three rifles and a pistol. In fact, the police in Burutu local government area are more or less Boy Scouts,” he said.

THE Federal Government has launched free e-learning portals for all students in primary and secondary schools following the closure of schools nationwide to prevent the spread of COVID-19 pandemic.
Minister of State for Education, Mr Chukwuemeka Nwajiuba, who announced this on Friday in Abuja during the daily briefing of the Presidential Task Force on COVID-19, said all students in Nigeria have been granted free access to following e-learning portals; the schoolgate.ng and the mobileclassroom.com.ng App.

“These e-learning platforms have been declared subscription free for Nigerian students in primary and secondary levels during the period of this lockdown as necessitated by COVID-19 pandemic,” he said.
Mobile Classroom is an indigenous mobile application that enables students to learn audio-visually through devices like phones and computers.
It had earlier offered all Nigerian students free access to its online portal without subscription for the period of suspension of academic activities in schools nationwide.

The minister said the timetable for online classes in all the states of the federation that have keyed into the programme have been provided in the platforms and could also be access at the Federal Ministry of Education website.
Nwajiuba said the Federal Government, through the Federal Ministry of Education, is collaborating with telecommunication sectors and network providers to grant the students free access to the portals on their mobile phones.
He added that online learning is being coordinated by the Universal Basic Education Commission (UBEC) in conjunction with the States Universal Basic Education Boards (SUBEBs).

It would be recalled that due to the coronavirus pandemic, the Federal Government announced the nationwide closure of all educational institutions as part of measures to curtail its spread in the country.
According to the minister, this necessitated the need to explore other avenues to deliver lessons to students.

He added that the Minister of Education, Malam Adamu Adamu had also disclosed that Airtel Nigeria network users could already browse these e-learning portals for free while other telecom service providers like MTN, Glo, and 9mobile are currently making technical adjustment to their systems to accommodate this free access.
“This is the provision we have already made this in relation to how you can access these platforms,” he said.
On the question of how these classes are conducted, he explained that online classes are the same as off-line classes, saying “you can download them and keep and learn them at your pace.
“Online can be real-time if you are on the same wave and time when it is being taught.”

The Edo State Governor, Mr. Godwin Obaseki, has announced a dusk-to-dawn curfew effective from tomorrow, April 20, 2020, prohibiting the movement of people throughout the state from 7pm to 6am, as part of measures to halt the spread of coronavirus (COVID-19) in the state.
Obaseki, who disclosed this in a broadcast, noted that the order will be reviewed after 10 days, when increased screening and testing of citizens in the state must have been achieved.
The curfew, according to the governor, is part of additional measures to ensure that people stay at home and prevent further spread of the infectious disease.
“We realize we need to do more social distancing at this time. Therefore, we are taking additional measures to ensure that people stay at home. Consequently, with effect from tomorrow 20th April an order prohibiting movement of people in Edo State from 7pm to 6am. This order will be reviewed after 10 days when we have increased our screening and testing of our citizens. The security agencies, by this directive, are mandated to enforce total compliance by ensuring that movement is restricted at night across the State,” he said.
Governor Obaseki, noting that the testing centre at the University of Benin Teaching Hospital (UBTH) is ready to commence operation, said Edo State will in the next few days begin testing for 1000 residents daily.
The governor said healthcare workers handling the COVID-19 response in the state have been provided with life insurance and special allowances, as motivation to work on the frontlines in the fight against the pandemic.
“Screening and testing is key if we are to understand and have the required information to control the spread of this virus. Therefore, our goal is to screen a minimum of 500,000 of our citizens. The first of the proposed 100 screening centres started operations last week in Oredo Local Government Area. Six of these centres are Public Primary Healthcare Centers, and 4 are in private hospitals. This would be scaled up to all the 18 local government areas in the state within the next 2 weeks.

“I am glad to inform you that the testing centre at the University of Benin Teaching Hospital (UBTH) is now ready. We have begun trial tests under the guidance of the Nigeria Centre for Disease Control (NCDC); we expect it will commence full operations this week. We have also taken delivery of another PCR testing machine currently being installed at the Edo Specialist Hospital which we hope will also be ready within the next 2 weeks. This will give us the capacity to perform up to 1000 tests daily in Edo State. With massive screening and testing we will have sufficient information which is required to direct the decisions for proper management and control of the scourge,” Obaseki added.
According to the governor, “We will continue to impose a partial lockdown for now and not totally shutdown the economy because of the untold economic hardships which a total shutdown will cause to our citizens. We will review our decisions based on the evidence obtained from our mass screening and testing.
He continued, “I want to reiterate that the ban on street trading, which was announced by the Deputy Governor, Rt. Hon. Comrade Philip Shaibu, is in the best interest of our people. This move is aimed at ensuring that all trading activities in this period is concentrated in the primary and secondary school premises, where we are strictly enforcing the social distancing policy as well as the hygiene and safety precautions, which will slow the spread of COVID – 19.”
“Once again, try to get screened at any of our several screening centres across the state and where required, you will be tested for confirmation. Wash your hands regularly with soap under running water and use alcohol-based sanitizers. Stay at home; but if you must go out, wear facemasks and avoid gatherings of more than 20 persons.”

Groundnut soup. It helped me a lot back in the days. It's very sweet and goes perfectly with fufu and garri. I don't know the prices of everything you need but for one week @3k, na you go tire coz 2k will be enough.

The chief epidemiologist in France has said being overweight poses a major risk to people with the emerging coronavirus, and that the United States is particularly vulnerable to an outbreak of the virus due to high levels of obesity there.


Up to 17 million French, out of a population of 67 million, are at high risk of contracting Coronavirus due to age, chronic diseases or obesity, said Professor Jean-Francois Delphresis, who heads the “Scientific Council” that advises the government on the epidemic.


“This virus is terrible and can affect young people , especially those who are obese . Those who are overweight need to be really careful,” Delvrisi told Radio France Info radio.
He continued, “This is why we are concerned about our friends in America where the problem of obesity is well known, and where they are likely to face most problems due to obesity.”
Delfrisi said that 88% of those infected with the virus only had symptoms similar to the symptoms of severe influenza.


He added that despite the rapid spread of the virus in France, the country is still far from reaching the point where between 50% and 60% of the population is infected and recovering. It is mentioned that at this point a certain level is reached, which is known as the “herd immunity” that protects society from the epidemic.
Corona virus has become more deadly in the city of New Orleans than in the rest of the United States, and according to doctors and public health officials and available data, high rates of obesity and associated diseases may be part of the problem in this city.


New Orleans residents suffer from obesity, diabetes and high blood pressure at rates higher than the United States average. Doctors and public health officials say these diseases may make patients more susceptible to infection with the Coronavirus.


Likewise in Mexico, where Rep. Hugo Lopez Gatel said Saturday that decades of bad food habits in the country have caused an epidemic of obesity, diabetes and other related health problems and made the Mexican people more susceptible to the emerging coronavirus.
It is reported that the World Health Organization has said that people with diabetes and related health problems are among the people most at risk of developing severe cases of a highly contagious and sometimes deadly disease caused by the emerging coronavirus.

The federal government has directed missions abroad to compile a list of Nigerians willing to return home.

Chairman, Nigerians in Diaspora Commission, Abike Dabiri-Erewa, said this in a statement on Friday.

She explained that a number of nationals were requesting to come back due to the coronavirus outbreak.

Dabiri-Erewa added that the Ministry of Finance had instructed that cost will be covered by the prospective evacuees.

They will also be compulsorily quarantined on arrival in the country.

The statement signed by Head, Media and Public Relations Unit, NIDCOM, Abdur-Rahman Balogun, urged interested citizens to liaise with the Nigeria embassy in their country of residence.

“The interested Nigerians are advised to inform the missions in the various countries they are in, which will then collate and coordinate with the Ministry of Foreign Affairs.

Nigeria currently has 190 cases of coronavirus.

But the global spread of COVID - 19 has put paid to about on that date .

The World Bank’s Board of Executive Directors has approved $1.9 billion first set of emergency support operations for developing countries around the world, using a dedicated, fast-track facility for COVID-19 (coronavirus) response.
However, the global financial powerhouse excluded Nigeria from the list of the 25 countries to benefit from the support.


The organization said that the decision was reached by the board on Thursday and it was prepared to deploy about $160 billion in the next 15 months with a view to helping countries deal with the COVID-19 pandemic and quick economic recovery.


A statement by the bank said, “The World Bank Group is prepared to deploy up to $160 billion over the next 15 months to support COVID-19 measures that will help countries respond to immediate health consequences of the pandemic and bolster economic recovery.
“The broader economic programme will aim to shorten the time to recovery, create conditions for growth, support small and medium enterprises, and help protect the poor and vulnerable. There will be a strong poverty focus in these operations, with an emphasis on policy-based financing, and protecting the poorest households and the environment.”
The bank’s president, David Malpass, was quoted as saying, “The World Bank Group is taking broad, fast action to reduce the spread of COVID-19 and we already have health response operations moving forward in over 65 countries.
“We are working to strengthen developing nations’ ability to respond to the COVID-19 pandemic and shorten the time to economic and social recovery. The poorest and most vulnerable countries will likely be hit the hardest, and our teams around the world remain focused on country-level and regional solutions to address the ongoing crisis.”


According to the bank, “new operations are moving forward in over 40 countries using the fast-track process.”
It said that it was working to redeploy resources in existing World Bank-financed projects worth up to $1.7 billion, including through restructuring, use of emergency components of existing projects (CERCs) and triggering of CAT DDOs and spanning every region.


Responding to widespread supply chain disruptions, the bank said it was also helping countries access critically needed medical supplies by reaching out to suppliers on behalf of governments.


It said that it was equally encouraging other global bodies to provide financial support to developing countries for the COVID-19 health response.
“This fast response package will save lives and help detect, prevent and respond to COVID-19 in the countries we serve,” said Axel van Trotsenburg, World Bank Managing Director of Operations. “Our country operations will be coordinated at a global level to ensure best practice is quickly shared, including approaches to strengthen national health systems and prepare for potential follow-on waves of this devastating virus.”


Only Ethiopia and the Democratic Republic of Congo are to benefit from the initial $1. 9bn response.
$82 million will help Ethiopia address critical needs for COVID-19 preparedness and response, including the provision of vital medical equipment, health system capacity-building, and support to establish treatment centres.
In the Democratic Republic of Congo, $47 million will provide immediate support to put in place containment strategies, train medical staff and provide equipment to ensure rapid case detection and contact tracing.
