Afenifere Group Tackles NNPCL Over Massive Fuel Imports Despite Claims Of Revamping Local Refineries February 3, 2025 NEWS According to the Afenifere youths group, in January 2025 alone, the NNPCL imported 489,065 metric tonnes of petrol and diesel, accounting for 72.25% of the total volume imported. The Nigerian National Petroleum Company Limited (NNPCL) has come under fire for continuing the massive importation of refined petroleum products into the country, despite claims of revamping the Warri and Port-Harcourt refineries. At a press conference in Lagos State on Monday, the convener of the Afenifere Youths Wing, Isijola Shola, accused the NNPCL of misleading Nigerians by insisting that fuel shortages were a thing of the past while still overseeing large-scale fuel imports. According to the Afenifere youths group, in January 2025 alone, the NNPCL imported 489,065 metric tonnes of petrol and diesel, accounting for 72.25% of the total volume imported. Similarly, in the last quarter of 2024, Nigeria imported 3,638,118.41 metric tonnes of fuel, with NNPCL responsible for nearly 69% of the volume. The group also questioned why NNPCL continued large-scale imports despite announcing the reopening of the Port Harcourt and Warri refineries and reports that Dangote Refinery had begun producing petrol for the Nigerian market. Additionally, the Afenifere group linked the massive fuel imports to the significant depreciation of the naira, arguing that NNPCL’s actions contradicted its claims of increased domestic refining capacity. Expressing a lack of confidence in NNPCL’s leadership, the group called on President Bola Tinubu to order an independent investigation into the company’s refining operations and fuel imports. It also urged Tinubu to suspend NNPCL’s Group Chief Executive Officer, Mele Kyari, and other key officials to ensure a transparent investigation. The statement partly reads; "NNPCL, despite its claim of having bounced back, has continued to import refined petroleum products. Industry data proves this. "In January this year alone, NNPCL superintended the importation of 489,065 Metric Tonnes of Petrol and Diesel of which it was directly responsible for 72.25% of the volume, which means it is responsible for three-quarters of all imported refined petroleum products this year. "In the last quarter of last year, that is, from October 1 to December 31 2024, importation stood at a combined 3,638,118.41 metric Tonnes for petrol and diesel, for which the percentage of NNPC importation is 68.77%, which is almost two-thirds of what was imported. In this period, NNPCL was responsible for 41 shipping. "To better understand what is happening here, one needs to recall that this surge in the importation of refined products was at a time NNPCL claimed it had restreamed Port Harcourt and Warri refineries and was even exporting semi-refined products to Dubai. "Additionally, this was the same period Dangote Refinery was looking for off-takers for its petrol that it eventually exported to other countries. Some pundits have suggested that NNPCL likely re-imported the exported Dangote petrol, but we believe this is stretching it far. "We have also noted how the naira lost significant value within this period that NNPCL was massively importing petrol while claiming otherwise. "Ordinarily, we would ask Mele Kyari and NNPCL to explain what has happened to make Nigeria’s petroleum importation surge at a time when they are touting local refining capacity. "But we know that such demand would be met with indifference or more lies. We have lost confidence in the capacity of NNPCL or its leadership to do the right thing. "It is for this reason that we urge President Bola Tinubu to safeguard his legacy and not allow the greed of an inherited appointee to rubbish his avowal of far-reaching reforms. "Mr President would serve the interest of Nigerians by immediately ordering an independent probe of how and why he was misled about the NNPCL’s refining capacity. "The probe should include but not be limited to finding out what happened to the funds claimed to have been spent on fixing the refineries, why NNPCL continues to import what it claims to have started producing locally, the source of the forex used for the importation from October last year to date, the identities of the signatories to the NNPCL imports including a directive for the nation’s anti-graft agencies to investigate them as individuals and corporate entities, and what has been happening to the products that were supposedly locally refined." |
EXCLUSIVE: How Former Presidents Obasanjo And Buhari Contradicted Each Other To Destroy Nigeria’s Case In Mambilla Arbitration February 3, 2025 EXCLUSIVE According to transcripts of witness statements exclusively obtained by SaharaReporters, former President Obasanjo testified before the court on January 22, 2025, arguing that the 2003 agreement on which Sunrise Power based its claims is invalid. Former Nigerian Presidents Olusegun Obasanjo and Muhammadu Buhari gave conflicting testimonies before the International Chamber of Commerce Court of Arbitration in Paris, France, regarding the $6 billion Mambilla Power Project awarded to Sunrise Power. The dispute centres on the power generation and distribution contract given to Sunrise Power and Transmission Company of Nigeria in 2003. The Nigerian government has contested claims made by Sunrise Power and its Chairman/CEO, Chief Leno Adesanya, who is seeking $2.3 billion in compensation for an alleged breach of contract by the government. According to transcripts of witness statements exclusively obtained by SaharaReporters, former President Obasanjo testified before the court on January 22, 2025, arguing that the 2003 agreement on which Sunrise Power based its claims is invalid. However, during former President Buhari’s testimony on January 23, 2025, he repeatedly stated that he could not recall conversations and other details of the contract when questioned by the prosecution lawyer. In the few responses he did provide, Buhari contradicted Obasanjo’s testimony, admitting that Nigeria awarded the contract to Sunrise Power and Transmission Company. This prompted him to direct then Attorney General of the Federation, Abubakar Malami (SAN), and the Minister of Works and Power, Babatunde Fashola (SAN), to negotiate with the company. Buhari also appeared to undermine Nigeria’s case by insinuating that Nigeria, not Sunrise Power and Transmission Company, was the “extortionist.”" Meanwhile, Agunloye is currently facing trial for forgery, disobedience, and corruption related to the power project. The Economic and Financial Crimes Commission (EFCC) has accused Agunloye of awarding the contract without budgetary provision, approval, or cash backing. However, Agunloye claims that the government is using him as a scapegoat to undermine Sunrise Power's claims. For instance, when questioned about the power of a minister in the Nigerian government, Obasanjo said, “The minister has no executive power. So as far as executive power is concerned, the minister is powerless.” The former President said the minister derives his power from the chief executive (President) and the Federal Executive Council. “I was a minister before. And within the Ministry of Works and Housing, if I want to do anything, maintenance of road and all that, it's my job. Building houses is my job. But when it came to what we call the Africa road network, and you have to talk of Mombasa to Dhaka, African road, that becomes beyond my power. I have to take it to the Federal Executive Council,” he said. When asked by the prosecution lawyer if Agunloye had full authority as minister to issue the 2003 BOT award to Sunrise Company in the absence of a mandatory public procurement process in 2003, Obasanjo said no. He said, “He had no power at all. Absolutely no power at all. “I say that because for any issue of award of contract beyond 50 million, it must come to the council, and he brought the memo to council, and before he brought that memo to council, his predecessor, Agagu, started the process, and he then continued, and then he was given specific instruction what to do, and −− which is to bring a memo to council, and he brought a memo to council, and the memo −− he asked for five prayers; all the prayers were turned down. “He −− and the memo was withdrawn, which means that is the end of that memo. The memo was withdrawn. And the second aspect was thathe was given another mandate of what to do, to come back to council. “Now, when you have the council, it takes three to four days before the conclusion of the council is prepared, and we have council every week. So you don't get another memo or a conclusion for at least five days. “Now, a day after that memo was turned down, Agunloye wrote a letter awarding contract on behalf of the Federal Government of Nigeria. We, Government, the Government that I chair, where the Vice President was a member of the council and 40 other ministers and took decision, and then he came up and said −− now, can you show that letter, in a flimsy letter awarding $6 billion contract, and on what basis? “Now −− and, in fact, if we take council meeting, before you can act on that council meeting, the minutes of the council meeting or what they call conclusion should come out, and they didn't come out for the first four to five days. “The second day, Agunloye wrote a letter, and that letter was hidden from me until very recently when, of course, I have to comment on it, which is the reason why I am here.” Following further questioning along that line, Obasanjo insisted that Agunloye’s memo’s was killed, saying, “No because whatever he has brought in, Government funding or no Government funding, that memo was turned down and that memo died. Dead.” The lawyer also asked Obasanjo if the extract of the FEC meeting of 21 May 2003 in evidence, showing Agunloye’s memo was killed, could not have been tampered with considering the former president’s claim of widespread corruption in his deposition. Obasanjo answered saying, “I will not join you in saying that. “What you are saying is that the Federal Government has cooked up something. I will not accept that for Nigeria and I will not accept that in anywhere. No.” He said the document was taken from the archive, adding, “Because −− no, the corruption that I refer to does not go into the point of changing minutes. What are you saying, brother? “I will still stand that the level of corruption does not go into Government documents being perverted the way you have (described).” “There was no contract as far as Sunrise is concerned. No contract, no matter whatever he may say. No contract,” he added. However, Buhari while being questioned said he directed Babatunde Fashola to find a way to resolve the issues surrounding the Mambilla power project. He admitted that the dispute between the Federal Government and Sunrise relating to the Mambilla Project was one of those issues. But when asked if he received a proposal from Mr Fashola regarding how the dispute might be resolved, Buhari said he could not remember most of it. He also said he could not remember if he instructed Mr Fashola to exclude Sunrise from the Mambilla Project during his administration. When asked again: “Do you remember whether, at any stage, you instructed Mr Malami or Mr Fashola or your Chief of Staff to exclude Sunrise from the execution of the Mambilla Project?” Buhari replied, “All I can remember is that both the ministers, Fashola and Malami, were with me −− with me for the eight years. I was there in power, and I gave them full responsibility for −− to run their ministries. So I cannot remember off head details of what individually they did in their ministries.” Buhari was asked: “Did your administration cancel the 2012 general project execution agreement between Sunrise and the Federal Government before the EPC contract was entered into in 2017?” The former president replied, saying, “As I said, the ministries, they have −− they know their limitations, how much contract they can award, but there are also facilities for them to take what is above their authority to the Council.” Not satisfied with Buhari’s response, the lawyer asked again and the former president said, “I could not remember, honestly.” Buhari later said Nigeria awarded the contract to Sunrise company, contradicting Obasanjo’s position in his testimony. He said, “Yes, I think Nigeria gave the contract to them and then, of course, could not pay, I think, could not finance it.” When the lawyer asked: “Do you accept, therefore, that the Sunrise problem was a self −inflicted problem created by Nigeria for itself?” Buhari replied, saying, “Well, on −− on the 12th and 18th −− I think Sunrise can accuse Nigeria, virtually successfully, for giving its contract and refusing to own up giving the contract.” He also said Sunrise Power and Transmission Company was not wrong to have sued Nigeria for alleged breach of agreement, saying, “Yes, there is nothing wrong for them to −− you know, to go on a litigation, let me put it that way. “−− you know, for −− for refusing to honour the contract given to them. “Well, if the contract was formally given to them, they cannot be accused, you know, of refusing to perform, if the contract is virtually given to them legally.” Buhari said he also gave his ministers approval to negotiate a settlement with Sunrise company and that when they agreed to $200 million, he told them Nigeria could not afford it. “Yes, I think I −− I was aware about it, but I said I disapprove it. It was more than $200 million, United States dollars,” he said. The lawyer asked, “And that agreement that they reached was with your authority and permission, wasn't it? You authorized them to agree that figure; any figure they were comfortable with. Is that right, Mr President?” He replied, “Yes, I authorised them to −− to discuss and agree, but −−.” Buhari insisted that Nigeria could not afford to pay $200 million, saying, “We don't have the $200 million. This is what I said. We don't have the 200 million United States dollars, and it's true. We don't have.” However, the lawyer read a letter Malami wrote stating that the then finance minister said Nigeria could afford to pay the money in instalments. Buhari agreed that it is wrong for a government to enter into a written contract and then walk away from it. BREAKING: Ebonyi Residents Flee Community As Death Toll From Herdsmen Attack Rises To 16 February 3, 2025 NEWS Speaking to SaharaReporters, residents who spoke in Igbo lamented the complicity of the Nigerian Army and the Nigerian police in the gruesome attack. Residents of Amegu Nkalaha Community in the Ishielu Local Government Area of Ebonyi State are fleeing their houses in droves as the death toll in Sunday's armed herdsmen invasion rose to 16. When SaharaReporters visited the community on Monday, hundreds of residents were seen on the road, leaving the community with some of their belongings, including cooking pots and mattresses to nearby communities. On getting to the community, the surviving residents were seen in clusters mourning their losses. SaharaReporters was shown houses and properties that were burned and destroyed by the invading assailants who took advantage of Sunday morning, when majority of the people had gone to churches. Three corpses that were recovered on Monday morning were seen either being prepared for burial by family members. SaharaReporters counted seven Yam bans that were burned; 25 houses were completely razed; five houses which didn't burn down, had their windows and doors badly damaged. Some of the corpses being buried during the visit had their throats slit while some had several gunshots. Speaking to SaharaReporters, residents who spoke in Igbo lamented the complicity of the Nigerian Army and the Nigerian police in the gruesome attack. They accused the Nigerian military of aiding the Fulani herdsmen attacks, adding that the military and police came on Saturday telling them that nobody should leave the community only for attackers to strike, killing 16 persons and wreaking havoc and for several hours. They added that there no intervention from either the police or the military. After the carnage, they said Nigerian Army troops and some policemen were sent to the community to condole with the residents. "Worse still, when they came the soldiers seized the phones of our people who were making videos and threatened that if they see the videos of the carnage and pictures of the destruction they will come back and destroy them," said one Edeze, whose phone was seized. According to him, "After they carried 10 corpses which our people recovered including a retired policeman namely Mr James Ogbu, from different locations they were slaughtered, the soldiers returned and handed back the phones seized from the people. "Even the deputy governor of Ebonyi, Mrs Patricia Obila, was the one telling the police that they should go for mass arrest in our community, accusing our people of killing cows belonging to the Fulani herdsmen. Till now, she hasn't visited the community." Edeze regretted that the government only raised its voice when a community is accused of killing cows but will remain silent when "our farms and crops are destroyed by the same cows." "If a cow is reportedly killed in a community, is it not the duty of the security agencies to investigate it and fish out the killer? Why would the entire community collectively be punished? After the police extortion for bail and payment for the cow, they will send Fulani militias to invade and slaughter the people who probably knew nothing and the attackers would raze the community." He gave the names of those killed as "Simon Ogbuabor, Nnaji Nwa Omebe, James Ogbu retired police officer, Alloy Nnaji aka Eze Nwata, Amos Ogbu, Alfred Igwurube, an Assistant Pastor of Lord's Chosen Charismatic Revival Ministry and his principal Pastor Ibam." Others are "Idenyi Ebe, Okechukwu Ogbuzuru, Eze Obeagu, Omebe Ogbu, Samuel Nnaji Ede, Obeagu Ogenyi, Nnaji Ebe still missing and Nnaji Okwor still missing. Joseph Ebe from another village Umulesha was also killed." Mrs Ogbu clementina, while speaking to SaharaReporters, lamented why security agencies didn't come until after the assailants had gone. She said: "On Sunday being yesterday we were preparing to go to church, suddenly, we started hearing gunshots. Then some had already gone to churches for Sunday service, while some had also gone to their farms. The gunshots were coming from all the directions. We were in a state of confusion and some of us entered the bushes and hide. Shortly, we started seeing rising thick smokes in the sky. Our houses, food bans and our wears were completely burned. "We slept in the bushes and now we have no house, no food, in short nothing left to live on. I am family haven't eaten anything since yesterday. We need help from anywhere." Elder Simon Idenyi, who also spoke during the visit accused the military and police of aiding the atrocities of the herdsmen in the community and other parts they have attacked. He narrated, "What happened is that on February 1st, officials of the state government with the military and police authorities came to us that they want to make peace with us and Fulani Herdsmen. After discussions with the elders of the community including women, they told us that the problem we had with the Fulani herdsmen had been resolved. They encouraged us not to leave our houses that the government and security agencies are here to protect us. They assured us that nothing would happen to us. "Regrettably, at about 9:30am strange faces we came to understand were Fulani herdsmen wielding AK-47 rifles and machetes surrounded the community and started killing anyone on sight and burning houses randomly. There was no security agents in sight while the carnage lasted. The attack started around 9:30 am and they left the community around 3:30 pm and no single security agent came until around 5pm. "The assailants entered every nook and cranny of the community and even church. They killed two inside the church. They burned our houses, at least 25 houses despite the military and state government assured us of protection and support, that we shouldn't leave our community. "Hours after the carnage the soldiers came and told us sorry for the loss and later left. They took 10 corpses we have recovered to the morgue and still looking for more five people in bushes," he narrated. Meanwhile, SaharaReporters reported earlier on Monday that the Nigeria Police Force confirmed that the security operatives had recovered 10 bodies of people killed in the community. The Command's spokesperson, Joshua Ukandu, who confirmed the attack in a statement on Sunday, stated that the police were currently investigating the incident, adding that normalcy had returned to the area. “Several houses were also burnt selectively in the area, and other properties destroyed. Upon receipt of the information, we drafted police operatives to the area. “We are currently investigating the incident while normalcy has returned to the area,” the PPRO stated. “We also recovered 10 corpses from the area. At the moment, our personnel are there, and normalcy is returning to the area,” Ukandu had added. |
