PROFESSOR GRACE ALELE WILLIAMS

Grace Alele williams was born in December 16,1932 in Delta State to an Itsekiri mother and Owan (Edo) father from Sobe. She is a first cousin to Admiral Abiodun Dele Ojeifo Alele,the Sobe-born King of Adawa juju-highlife Music. She attended the Government school in Warri, then queens college, Lagos and the University College of Ibadan (now the University of Ibadan).

After completing her undergraduate education, she became a master in mathematics at Queen's school, Ede Osun state, from 1954 until 1957.

Alele Williams obtained her Ph.D in mathematics Education at the University of Chicago in 1963 with a dissertation on "Dynamics of Education in the Birth of a New Nation: Case study of Nigeria". She became the first female professor of mathematics education in 1974. During this time, she also directed the Institute of Education where she introduced programs to benefit teachers as well as being a participant of the African Mathematics Educational Development Center of Newton, Massachusetts, whose goal was to consider changes in mathematics education in Africa.

She has a special interest in women education. While spending a decade directing the Institute of Education, she introduced innovative non degree programmes, allowing older women working as elementary school teachers to receive certificates. Alele-Williams has always demonstrated concern for the access of female African students to scientific and technological subjects

In 1985, Alele Williams became the first female Vice Chancellor of an African university when she accepted that position at the University of Benin. She remained as Vice Chancellor until 1991.
Professor Alele-Williams also served in various committees and boards, she had made useful contributions in the development of education in Nigeria.

Alele-Williams was a consultant to UNESCO and the Institute of International Education Planning for a decade (1963–1973). She was chairman of the curriculum review committee, former Bendel State 1973-1979. From 1979-1985, she served as chairman of the Lagos State Curriculum Review Committee and Lagos State Examinations Boards.

After serving as the Vice-Chancellor of the University of Benin, she joined the board of directors of Chevron-Texaco Nigeria. She was also vice-president of the World Organization for Early Childhood Education and later president of the Nigerian chapter. Alele-Williams published a book titled "Modern Mathematics Handbook for Teachers" and numerous articles in national and international academic journals.

Professor Alele-Williams has won many awards, she was the first Nigerian woman to receive a doctorate degree. Among her honors include Order of the Niger 1987, Fellow of the Mathematical Association of Nigeria and of the Nigerian Academy of Education; Merit Award Winner of Bendel State in Nigeria; and Regional Vice President for Africa of the Third World Organization for Women in Science” (Science in Africa: Women Leading from Strength AAAS, Washington, 1993. It may be added that Professor Williams is also the Chairwoman of AMUCWMA, the African Mathematical Union Commission for Women in Mathematics.

Nigeria’s first female Vice Chancellor, Grace Alele-Williams has died at the age of 89.

Ms Alele-Williams, a professor of mathematics gained prominence after she was appointed the vice-chancellor of the prestigious University of Benin in 1985.

Her tenure witnessed a drastic reduction in cultism, a menace in UNIBEN at the time.

Before her appointment as vice-chancellor, she made history as the first Nigerian woman to obtain a doctorate degree in Mathematics education in 1963, a rare feat in the sixties.

President Muhammadu Buhari had facilitated with the former VC on her 89th birthday in December 2021, applauding her role in sanitising UNIBEN of cultism.

“President Buhari congratulates the educationist on her achievements over many years, inspired by vision and hard work, becoming the first woman to earn a Ph.D in Nigeria (1963), and using her resources to create opportunities for other women, particularly in getting education,” partly read the statement issued by Mr Buhari’s spokesperson, Femi Adesina.

The circumstances surrounding her death are unclear as at the time of filing this report.

Foreign Secretary Liz Truss has announced 65 new Russian sanctions today (Thursday 24 March) against a range of key strategic industries and individuals. The UK has now sanctioned over 1,000 individuals and businesses under the Russia sanctions regime since the invasion.

Today’s sanctions target key industries supporting Russia’s illegal invasion, including Russian Railways and defence company Kronshtadt, the main producer of Russian drones. The Wagner Group – the organisation Russian mercenaries reportedly tasked with assassinating President Zelenskyy - has also been sanctioned.

Six more banks are targeted, including Alfa Bank whose co-founders include previously sanctioned oligarchs Mikhail Fridman, Petr Aven and German Khan. The world’s largest diamond producer Alrosa is also sanctioned.

Individuals sanctioned include the billionaire oil tycoon Eugene Shvidler, founder of Tinkoff bank Oleg Tinkov, Herman Gref, the CEO of Russia’s largest bank Sberbank, and Polina Kovaleva, Foreign Minister Lavrov’s step daughter. Galina Danilchenko, who was installed by Russia as the ‘mayor’ of Melitopol is also sanctioned - the first time an individual has been sanctioned for collaboration with Russian forces currently in Ukraine.

Foreign Secretary Liz Truss said:

These oligarchs, businesses and hired thugs are complicit in the murder of innocent civilians and it is right that they pay the price. Putin should be under no illusions – we are united with our allies and will keep tightening the screw on the Russian economy to help ensure he fails in Ukraine. There will be no let-up.

All those sanctioned today will have their assets in the UK frozen which means no UK citizen or company can do business with them, and individuals subject to travel bans are also prohibited from travelling to or from the UK.

Today’s sanctions will bring the total global asset value of the banks the UK has sanctioned since the invasion to £500 billion and the net worth of the oligarchs and family members in excess of £150 billion.

The provisions brought in by the Economic Crime Act have streamlined the previous legislation so the UK can respond even more swiftly and effectively to the current crisis. The government will continue to tighten the screw and use sanctions to degrade the Russian economy on a scale that the Kremlin, or any major economy, has never seen before.

The UK has led the international sanctions effort, cutting off whole sectors of the Russian economy by targeting its defence companies, its trade and transport sector, and working with allies to exclude Russia from the SWIFT financial system.

Key individuals and businesses sanctioned today

ALFA-BANK JSC (Alfa-Bank), the largest of the private banks in Russia and is based in Moscow. Alfa-Bank ranks among the top 10 largest banks in terms of capital in Russia and Ukraine. It is a distinct entity to distinct from Alfa-Bank (Ukraine) which has not been sanctioned.

Alrosa, the world’s largest diamond mining company specializing in exploration, mining, manufacture, and sale of diamonds. It is headquartered in Mirny, Russia and its market capitalization is reported as an estimated £4.69 billion.

Eugene Markovich Shvidler, is a billionaire businessman with close business links to Roman Abramovich (designated by the UK on 10 March 2022). His net worth is reported as an estimated £1.2 billion.

Oleg Tinkov, founder of Tinkoff Bank. His net worth is reported as an estimated £3.4 billion.

Herman Gref, Chief Executive Officer of Sberbank, the largest Russian bank. Gref is a close advisor of President Putin since they started working together in the St Petersburg Government in the 1990s. He served as Putin’s Minister of Economic Development and Trade between 2000 and 2007, before taking over at Sberbank.

Oleg E Aksyutin, the Deputy Chairman of the Management Board at Gazprom PJSC, the Russian multinational energy corporation.

Didier Casimiro, the First Vice President of Rosneft, the Russian State oil company.

Zeljko Runje, the Deputy Chairman of the Management Board and First Vice President for Oil, Gas, and Offshore Business Development of Rosneft.

Galina Danilchenko, installed as ‘mayor’ of Melitopol by Russian authorities after their military occupied the city and kidnapped the legitimate mayor. This is the first designation by any partner country for collaboration with the Russian military in Ukraine since the invasion.

Polina Kovaleva, stepdaughter of Russian Foreign Minister, Sergey Lavrov. She reportedly owns a c.£4 million property in London. This sends a strong signal that those benefiting from association of those responsible for Russian aggression are in scope of our sanctions.

Background

Asset freeze

An asset freeze prevents any UK citizen, or any business in the UK, from dealing with any funds or economic resources which are owned, held or controlled by the designated person and which are held in the UK. It will also prevent funds or economic resources being provided to or for the benefit of the designated person.

Travel ban
A travel ban means that the designated person must be refused leave to enter or to remain in the United Kingdom, providing the individual to be an excluded person under section 8B of the Immigration Act 1971.

Transport sanctions
Recently introduced powers make it a criminal offence for any Russian aircraft to fly or land in the UK, and give the Government powers to remove aircraft belonging to designated Russian individuals and entities from the UK aircraft register, even if the sanctioned individual is not on board. Russian ships are also banned from UK ports.

Renault industrial activities in Russia are suspended

Boulogne-Billancourt, March 23rd, 2022 – The Board of Directors of Renault Group met today and approved the following items:


Renault Group activities in its manufacturing plant in Moscow are suspended as of today.
Regarding its stake in AVTOVAZ, Renault Group is assessing the available options, taking into account the current environment, while acting responsibly towards its 45,000 employees in Russia.

Renault Group reminds that it already implements the necessary measures to comply with international sanctions.

Consequently, Renault Group has to revise its 2022 financial outlook with:

A Group operating margin of around 3% (vs ≥ 4% previously);
A positive automotive operating free cash flow (vs ≥ €1Bn previously).

A non-cash adjustment charge amounting to the accounting value of the consolidated intangible assets, property, plant and equipment and goodwill should be recorded at the time of the 2022 first half results. As of December 31, 2021, this value amounted to 2,195 million euros.

Renault Group remains focused on implementing its Renaulution strategic plan.
The Group will pursue its commercial policy focused on value, strengthen its competitiveness, and accelerate its cost reduction program.

Press Secretary of the President of the Russian Federation Dmitry Peskov said that the Russian Federation can use nuclear weapons only in the event of a real threat to the existence of the country.

"We have a concept of national security, it is in the public domain, you can read all the reasons why nuclear weapons can be used. Russian President Vladimir Putin's chief spokesman has conceded that Russia has yet to achieve any of its military goals in Ukraine and refused to deny that Moscow could resort to the use of nuclear weapons.

In an interview with CNN's Christiane Amanpour on Tuesday, Dmitry Peskov repeatedly refused to rule out that Russia would consider using nuclear weapons against what Moscow saw as an "existential threat." When asked under what conditions Putin would use Russia's nuclear capability, Peskov replied, "if it is an existential threat for our country, then it can be."

When asked what Putin thought he had achieved in Ukraine so far, Peskov answered: "Well, first of all, not yet. He hasn't achieved yet."

The spokesman also claimed that the "special military operation" -- the Kremlin's official euphemism for Russia's invasion in Ukraine -- was "going on strictly in accordance with the plans and the purposes that were established before hand."

Four were killed and two women were wounded on Tuesday in a stabbing and ramming attack in southern Israel, police and emergency services said.

Prime Minister Naftali Bennett is holding a briefing with Public Security Minister Omer Bar-Lev and Police Commissioner Kobi Shabtai.

The two women are in serious condition. A bus driver who was near the scene has shot the assailant, police said. The assailant's medical condition was not immediately clear.

The assailant, a Bedouin man from the nearby town of Hura, served time for security-related offenses. A security source said that the assailant was a known ISIS supporter.

According to the police, the assailant arrived at a gas station in Be'er Sheva, where he stabbed a woman. He then returned to his car, rammed into a cyclist on Route 60, left his car at a shopping center, where he stabbed another man and a woman.

The stabber was identified as 34-year-old Mohammad Ghaleb Abu al-Qi’an, a former terror convict from the Bedouin town of Hura in the Negev.

An eye witness told Haaretz that he saw a man ramming into cars at the site and thought that an accident had happened.

"I came closer and saw a man with a knife scanning the area looking to stab, he ran between cars and people."

Hamas spokesperson Abdel-Latif al-Qanou praised the "heroic act in Be'er Sheva. Our battle against the occupation continues and we will not stop."

This is the third stabbing attack in the past week.

Tensions have been on the rise in Israel and the Palestinian territories as the Muslim holy month of Ramadan, in April this year, approaches – a period when violence has erupted in the past.

On Sunday, a 20-year-old Israeli police officer was moderately wounded in a suspected stabbing attack in the East Jerusalem neighborhood of Ras al-Amud.

Another man was wounded in a stabbing attack in Jerusalem on Saturday. The assailant, a Palestinian resident of the city, was shot by officers at the scene and was taken to hospital in serious condition.

The Tverskoy Court of Moscow banned the work of the social networks Facebook and Instagram in Russia for extremism, a RIA Novosti correspondent said from the meeting room.

It is emphasized that the decision must be implemented immediately.

The lawsuit to recognize the company Meta, which owns the services, as extremist, was filed by the Prosecutor General's Office. The supervisory authority explained that they intend to protect the Russians from further violations of their rights. So, Instagram ignored more than 4.5 thousand requests to remove fakes about the special operation of Russian troops in Ukraine and calls for unauthorized rallies.

According to prosecutors, extremist information threatens both individuals and society as a whole, and the company violated its own rules by allowing publication of calls for the murder of the Russian military.

It is emphasized that the court decision does not apply to the WhatsApp messenger , which is also owned by Meta.

In addition, there is no penalty for using the company's services.
As a Meta representative said at the meeting, Russian users rely on Facebook and Instagram as platforms for communication.

She stressed that the information that caused the claims of the authorities is an insignificant part of the total flow, and the company has already paid fines for violations.
Meta added that blocking will result in the loss of access to a huge amount of "consistent information."

Ukraine rejects Russian demand for surrender in Mariupol

Ukrainian officials defiantly rejected a Russian demand that their forces in Mariupol lay down arms and raise white flags Monday in exchange for safe passage out of the besieged strategic port city.

Russia has been barraging the encircled southern city on the Sea of Azov, hitting an art school sheltering some 400 people only hours before offering to open two corridors out of the city in return for the capitulation of its defenders, according to Ukrainian officials.

Fighting for Mariupol has continued to be intense, even as the Russian offensive in other areas has floundered to the point where Western governments and analysts see the broader conflict grinding into a war of attrition.

Ukrainian officials rejected the Russian proposal for safe passage out of Mariupol even before Moscow’s 5 a.m. deadline for a response came and went.

“There can be no talk of any surrender, laying down of arms,” Ukrainian Deputy Prime Minister Irina Vereshchuk told the news outlet Ukrainian Pravda. “We have already informed the Russian side about this.”

Mariupol Mayor Piotr Andryushchenko also rejected the offer shortly after it was made, saying in a Facebook post he didn’t need to wait until the morning deadline to respond and cursing at the Russians, according to the news agency Interfax Ukraine.

Russian Col. Gen. Mikhail Mizintsev had offered two corridors — one heading east toward Russia and the other west to other parts of Ukraine. He did not say what Russia planned if the offer was rejected.

The Russian Ministry of Defense said authorities in Mariupol could face a military tribunal if they sided with what it described as “bandits,” the Russian state news agency RIA Novosti reported.

Earlier attempts to evacuate civilian residents from Mariupol and other Ukrainian cities have failed or only partly succeeded, with bombardments continuing as civilians sought to flee.

Tearful evacuees from devastated Mariupol have described how “battles took place over every street.”

Ahead of the latest offer, a Russian airstrike hit the school where some 400 civilians had been taking shelter and it was not clear how many casualties there were, Ukraine’s President Volodymyr Zelenskyy said in a video address early Monday.

“They are under the rubble, and we don’t know how many of them have survived,” he said.

The fall of Mariupol would allow Russian forces in southern and eastern Ukraine to unite. But Western military analysts say that even if the surrounded city is taken, the troops battling a block at a time for control there may be too depleted to help secure Russian breakthroughs on other fronts.

Ukrainians “have not greeted Russian soldiers with a bunch of flowers,” Zelenskyy told CNN, but with “weapons in their hands.”

Three weeks into the invasion, the two sides now seem to be trying to wear down the other, experts say, with bogged-down Russian forces launching long-range missiles at cities and military bases as Ukrainian forces carry out hit-and-run attacks and seek to sever Russian supply lines.

“The block-by-block fighting in Mariupol itself is costing the Russian military time, initiative, and combat power,” the Washington-based Institute for the Study of War said in a briefing.

U.S. Defense Secretary Lloyd Austin said Ukrainian resistance means Russian President Vladimir Putin’s “forces on the ground are essentially stalled.”

“It’s had the effect of him moving his forces into a woodchipper,” Austin told CBS on Sunday.

The strike on the art school was the second time in less than a week that officials reported an attack on a public building where Mariupol residents had taken shelter. On Wednesday, a bomb hit a theater where more than 1,000 people were believed to be sheltering.

There was no immediate word on casualties in the school attack, which The Associated Press could not independently verify. Ukrainian officials have not given an update on the search of the theater since Friday, when they said at least 130 people had been rescued and another 1,300 were trapped by rubble.

City officials and aid groups say food, water and electricity have run low in Mariupol and fighting has kept out humanitarian convoys. Communications are severed.

The city has been under bombardment for over three weeks and has seen some of the worst horrors of the war. City officials said at least 2,300 people have died, with some buried in mass graves.

Some who were able to flee Mariupol tearfully hugged relatives as they arrived by train Sunday in Lviv, about 1,100 kilometers (680 miles) to the west.

“Battles took place over every street. Every house became a target,” said Olga Nikitina, who was embraced by her brother as she got off the train. “Gunfire blew out the windows. The apartment was below freezing.”

In Ukraine’s major cities, hundreds of men, women and children have been killed in Russian attacks.

In Kyiv, emergency services reported four people killed by shelling not far from the center of the capital Sunday. Loud explosions were heard as a shopping center and cars in a parking lot caught fire, they said.

Kyiv Mayor Vitali Klitschko said Russian shelling hit several houses in the densely populated Podil district.

Russian troops have been shelling Kyiv for a fourth week now and are trying to surround the capital, which had nearly 3 million people before the war.

The U.N. has confirmed 902 civilian deaths in the war but concedes the actual toll is likely much higher. It says nearly 3.4 million people have fled Ukraine. Estimates of Russian deaths vary, but even conservative figures are in the low thousands.

Some Russians also have fled their country amid a widespread crackdown on dissent. Russia has arrested thousands of antiwar protesters, muzzled independent media and cut access to social media sites like Facebook and Twitter.

The notorious leader of the Islamic State of West African Province, ISWAP, Sani Shuwaram, and other terrorists of the sect might have been killed after an airstrike in the Marte axis.

PRNigeria revealed that super Tucano jets and other aircraft of the Nigerian Air Force (NAF) executed multiple bombardments in the axes where Shuwaram’s camps were located.

Shuwaram, in particular, was said to have died from gunshot wounds he had sustained when military fighter jets raided ISWAP camp at the Sabon Tumbuns general area of Lake Chad.

The news of the killing of Shuwaram was also corroborated by a highly placed intelligence source involved in the counter-insurgency operation, in the Northeast who confided in PRNigeria.

“Shuwaram was among terrorists injured by NAF air interdiction missions conducted at Sabon Tumbuns near Kirta Wulgo in February 2022. Subsequent airstrikes in the following days might have led to his death alongside other ISWAP fighters where they were receiving treatment including Abu Ibrahim al-Hashimi al-Qurayshi,” the source added.

Meanwhile, PRNigeria gathered that one Mallam Bako Gorgore has been nominated as the new Wali of ISWAP to replace Shuwaram.

When contacted, NAF Spokesperson, Air Commodore Edward Gabkwet who declined to confirm the death of Shuwaram said that NAF aircraft with the support of ground troops have sustained military offensives at Tumbuns, close to Kirta Wulgo in Marte LGA within the Lake Chad Region

Gabkwet said: “I cannot confirm the death of any leaders of terrorists. We don’t want to be dragged into making any statement or confirmation based on rumours or hearsay. Nevertheless, our troops at the frontline alongside other agencies have sustained massive strike at the hearts of terrorist leaders and their enclaves until we get this job done”.

Recalled that members of the ISWAP Shura (Judicial) Council, in November 2021, appointed Shuwaram, 45, as a new Leader (Wali) in Lake Chad.

Sources then told PRNigeria that the little-known Sani Shuwaram replaced Aba-Ibrahim, who was appointed by Abu-Mosab Albarnawi’s Interim Committee, following a directive from the Headquarters of the Islamic State of Iraq and the Levant, also known as the Islamic State of Iraq and Syria (ISIS), in August 2021.

Shuwaram was sworn by an Alkali (Judge) Bukar Arge, in a brief ceremony in KURNAWA, a remote camp in the Lake Chad Basin fringes, considered as the de-facto headquarters of ISWAP, in Abadam Local Government Area in Borno state.

South Africa’s High Court has temporarily halted construction of Amazon.com Inc.’s planned new Africa headquarters in Cape Town and ordered the company to consult with indigenous people who say the site is sacred land.

Building work should cease immediately and developer Liesbeek Leisure Properties Trust must undertake “meaningful engagement and consultation” with members of the Khoisan people, the original inhabitants of the land, the court said in a March 18 ruling.

“The fundamental right to culture and heritage of indigenous groups, more particularly the Khoi and San First Nations Peoples are under threat in the absence of proper consultation,” the Western Cape Division of the High Court in Cape Town said.

Amazon didn’t immediately respond to an emailed request for comment. Tauriq Jenkins, a spokesman for the indigenous people’s Goringhaicona Khoena Council, said in a text message that he was aware of the ruling and “we will now proceed with the review with favorable prospects.”

Amazon Web Services’s clients in sub-Saharan Africa include Johannesburg-based lender Absa Group Ltd. and Nigerian payments firm Flutterwave Inc. but its online-retail operation has yet to build a significant presence in the region.

While the City of Cape Town approved construction of the Amazon site, saying it will create thousands of jobs and give a boost to South Africa’s Covid-19-ravaged economy, the plan quickly drew criticism from members of the Khoisan people.

“The fact that the development has substantial economic, infrastructural and public benefits can never override the fundamental rights of First Nations Peoples,” the court said.

A Supreme Court judge in Brazil ruled Friday to block popular messaging application Telegram nationwide, barring one of far-right President Jair Bolsonaro’s favorite communication channels.

Citing Telegram’s failure to comply with orders from Brazilian authorities and remove messages found to contain disinformation, Judge Alexandre de Moraes ordered the app blocked immediately in Brazil, in a ruling dated Thursday and published Friday on the high court’s website.

“Telegram’s disrespect for Brazilian law and repeated failure to comply with countless court decisions… is completely incompatible with the rule of law,” wrote Moraes.

He said the company had repeatedly refused to comply with rulings and requests from police, the Superior Electoral Tribunal and the Supreme Court itself.

That includes a Supreme Court-ordered investigation into allegations against the Bolsonaro administration of using official communication channels to spread disinformation, he said.

Bolsonaro reacted on Twitter, posting a link to subscribe to his channel on Telegram — which was still operational in Brazil Friday afternoon.

“Our Telegram informs people every day of many important actions of national interest, which many regrettably omit,” he said.

“Welcome, and share the truth.”

Telegram is hugely successful in Brazil, where it has been downloaded on 53 percent of all cell phones.

Bolsonaro, who has had various posts blocked on Facebook, Twitter and YouTube for violating their rules on misinformation, has been eagerly encouraging his base to follow him on Telegram as he gears up to seek reelection in October.

EFCC Arrests Church Founder Wanted By FBI for Wire Fraud in Enugu

Operatives of the Enugu Zonal Command of the EFCC, have arrested Kelechi Vitalis Anozie, a suspect on the watch list of the US Federal Bureau of Investigation, FBI.

He was arrested on March 10, 2022, following credible intelligence linking him to alleged conspiracy, wire fraud and money laundering.

Anozie and four other suspects: Valentine Iro, Ekene Ekechukwu (alias Ogedi Power), Bright Azubuike (alias Bright Bauer Azubuike) and Ifeanyi Junior, are alleged to have defrauded one F.F who lives in Illinois, United States, the sum of $135,800 US Dollars and another $47,000.

Anozie is the Founder of Praying City Church located in Owerri, Imo State.

Dagenham & Redbridge FC note the decision of the RSPCA to charge Yoan Zouma under the Animal Welfare Act 2006.

Whilst Yoan continues to fully co-operate with the RSPCA, as this matter has now progressed further, Dagenham & Redbridge FC feel it is no longer appropriate for either Yoan or the Club to make any further statement.

Dagenham & Redbridge FC maintain their position in that the Club continues to condemn all animal cruelty.

Since the allegation, and whilst investigations were taking place, Dagenham & Redbridge FC took the decision that Yoan should not play football for the Club.

Four weeks have now elapsed however since the incident, and the Club feels that any further suspension from the team would be detrimental to both the Club and Yoan. A decision has been made therefore for Yoan to be available to play.

The Club reserves the right to take further action if deemed necessary after conclusion of the Court proceedings.

Moscow’s top negotiator, Vladimir Medinsky has revealed that Ukraine has tabled a neutral status similar to Austria or Sweden.

Medinsky’s revelation of the outlines of Ukraine peace deal further confirmed news that Ukraine has abandoned the idea of joining NATO.

Russia’s top negotiator at the peace talks in Belarus said that Kiev is floating the idea of becoming a neutral nation.

“Ukraine is proposing an Austrian or a Swedish model of a neutral demilitarized state, but with its own army and navy,” Medinsky told reporters on Wednesday.

He said “the size of Ukrainian army” was among the issues discussed.

Russia invaded Ukraine on February 24, saying that it was seeking the “demilitarization” de-Nazification of the country, among other demands.

But thorny issues remain.

Medinsky reiterated that Moscow wants Kiev to recognise Crimea as part of Russia, and the independence of the Donetsk and Lugansk People’s Republics (DPR and LPR), which broke away from Ukraine shortly after the 2014 coup in Kiev.

Other key issues of concern for Russia are the “denazification” of Ukraine and the rights of Russian speakers living in the country, the negotiator said.

“There was some progress on several issues, but not all of them,” Medinsky said about the talks, which continue today

Undoubtedly, we understand the attempt of our partners to remain an initiative party in the negotiation process, hence the words about the Swedish or Austrian model of neutrality. But Ukraine is now in a state of direct war with Russia. Therefore, the model can only be Ukrainian and only about legally verified security guarantees. And no other models or options.

What does it mean? First, absolute security guarantees. Effective, not protocol or "Budapest".

This means that the signatories of the guarantees do not stand aside in the event of an attack on Ukraine, as today. But they take an active part on the side of Ukraine in the conflict and officially provide us with an immediate supply of the necessary amount of weapons. And, secondly, Ukraine no longer wants to depend on bureaucratic procedures that allow or do not allow to close the sky from the same cruise missiles.

We need direct and firm guarantees that the sky will be closed.

I will add that Ukraine has never been a militaristic state that attacks or plans to attack its neighbors. Unlike these neighbors. That is why today Ukraine wants to have a really strong pool of allies with clearly defined security guarantees.

The EU included the Russian oligarch in its updated list of individuals facing assets freeze and travel bans over their role in the Russian invasion of Ukraine.

The 55-year-old Abramovich had already been punished in Britain by Prime Minister Boris Johnson’s administration last week. The aluminum magnate was among seven wealthy Russians who had their assets frozen under British sanctions in response to Russia’s invasion of Ukraine. Abramovich has also been suspended as director of the Premier League club.

The EU said Abramovich “has had privileged access to the (Russian) president, and has maintained very good relations with him. This connection with the Russian leader helped him to maintain his considerable wealth.”

The Federal Government has fulfilled its promise of allocating Houses in states of choice to winners of the 1994 African Cup of Nations.

President Muhammadu Buhari disclosed while commissioning the Housing Project under the National Housing Programme (NHP) Phase 1 on Monday in Abere, Osun State, saying it is better late than never.

Recall that the Super Eagles had defeated Zambia 2-1 in the 1994 nation’s cup final to win their second title.

Nigeria won the 1994 edition of the Nations Cup hosted by Tunisia, with a set of players considered as the greatest team in the history of Nigerian football.

Emmanuel Amuneke scored a brace to give the Super Eagles victory over the Chipolopolo.

Following their superb performance in the tournament and World Cup later that year, Nigeria rose to 5th on FIFA ranking, one the highest feats ever attained by an African country.

Among the 1994 team were: Austin Okocha, Sunday Oliseh, Samson Siasia, Steve Keshi, Augustine Egavoen, Emmanuel Amuneke, Rasheed Yekini, Victor Ikpeba, Mutiu Adepoju, among others.

Rashidi Yekini, Uche Okafor, Thompson Oliha, Wilfred Agbonavbare and Steve Keshi, who played for Nigeria in the tournament have passed on.

At the commissioning, the President who was represented by the Minister of Interior, Ogbeni Rauf Aregbesola, commissioned 72-units of Housing comprising, 24-units in condominium (1 bedroom-4, 2bedroom-16, 3 bedroom-4), 28-units 2 (Two) Bedroom and 20-units 3 (Three) Bedroom bungalows.

Buhari noted that the motive of the federal government was beyond improving the living condition of the players, through the housing projects, but also an opportunity to fulfil its pledge to its citizens.

EFCC Arrests Suspected International “Catcher” On FBI List, Osondu Igwilo, Three Others for $100m Fraud

It was the end of road, on Thursday, March 11, 2022 for one Osondu Victor Igwilo, who had been on the watch list of the Federal Bureau of Investigation, FBI, since 2018, when operatives of the EFCC, Lagos Command, swooped on him.

Fifty-two year-old Igwilo, who is the alleged leader of a criminal network of “ catchers’’ was arrested alongside Okafor Nnamdi Chris, Nwodu Uchenna Emmaunel and John Anazo Achukwu at a studio in the Sangotedo area of Lagos for an alleged fraud, money laundering and identity theft to the tune of about $100m.

Before their arrest, Igwilo and his accomplices had allegedly been involved in an advance-fee scheme that involved false promises of investment funding by individuals who impersonated some United States of America, USA, bank officials in person and via the internet.

Fresh facts have emerged on how suspended super cop and former Commander of the Intelligence Response Team, DCP Abba Kyari; as well as his deputy, ACP Sunday Ubua, allegedly received a combined N4.2bn from their separate bank accounts.

The details are part of a report sent to the Attorney-General of the Federation, Abubakar Malami, by the NDLEA.

According to the drug enforcement agency, not less than N1.4bn passed through Kyari’s account while he was commander of the IRT.

However, Kyari’s deputy, Ubua, may have received far more than him as not less than N2.8bn was traced to his eight bank accounts.

According to investigations, Ubua allegedly received a lump sum of N2.664bn on August 15, 2019. The NDLEA is now working on the assumption that the sums traced to Kyari and his deputy may be connected to the sale of some illicit substances including Tramadol worth N3bn.

A source said, “You will recall that the NDLEA is investigating an allegation that Kyari and his team seized a large consignment of tramadol in a warehouse at Amuwo Odofin in Lagos. The consignment was worth about N3bn.

“The IRT under Kyari’s command seized these drugs and they are believed to have sold the consignment to a cartel afterwards. It was around the time of this seizure that Kyari’s deputy received a deposit of N2.664bn in his personal bank account. Out of this money, he purchased FBN Insurance shares worth about N100m.”

NDLEA seeks AGF’s approval to confiscate Kyari’s assets, bank accounts

Meanwhile, the NDLEA has written a letter to the AGF seeking his approval for the confiscation of properties and assets belonging to the once revered super cop.

It was gathered that the NDLEA’s request was dispatched to the justice minister last week following the March 7 arraignment of Kyari and his men for dealing in cocaine.

Kyari is facing eight counts of conspiracy, obstruction, and dealing in cocaine, and other related offences at the Federal High Court, Abuja.

The other defendants in the charge marked FHC/ABJ/57/2022, are four members of the IRT, Ubua, Bawa James, Simon Agirigba and John Nuhu.

Two other suspects arrested at the Akanu Ibiam International Airport in Enugu, Chibunna Patrick Umeibe and Emeka Alphonsus Ezenwanne, were also listed as defendants.

Kyari, has been indicted in the United States for alleged involvement in a $1.1m scam carried out by a notorious Internet scammer, Ramon Abass, a.ka. Hushpuppi was suspended by the police last July.

A source said the drug agency’s request is receiving the AGF’s attention, noting that Malami was in the process of approving the seizure of the embattled DCP’s assets and property to ensure he did not benefit from the proceeds of crime.

Our correspondent gathered that the ex-IRT commander’s assets that will be confiscated include cash and money in bank accounts, vehicles, real estate, notably hotels, residential and commercial buildings; personal effects such as wristwatches, jewellery and other valuable possessions.

The PUNCH learnt that the AGF’s approval was required by the NDLEA to seize a suspect’s property pending conviction by the court.

A senior officer stated, “Under the NDLEA Act, the NDLEA cannot forfeit his assets unless based on the consent of the Attorney-General. The NDLEA wrote last week and the AGF is considering the request.”

The NDLEA spokesman, Mr Femi Babafemi, confirmed the development, saying, “It’s a normal procedure to seek approval for a no debit order on suspects’ bank accounts when suspicious transactions are noticed in such accounts.”

Meanwhile, the Ministry of Justice has denied changing its legal opinion in respect of the money laundering case against Kyari, stating that the prima facie case against him still subsists.

The Director of Public Prosecution, Ministry of Justice, Mohammed Abubakar, said the AGF has not issued another opinion on the case, noting that the legal advice issued to the police in January still stands.

Abubakar told our correspondent on the phone on Sunday that the police were expected to probe the allegation but failed to carry out the necessary forensic analysis of the phones of the suspects which could have provided the money trail linking the senior police officer to Hushpuppi’s syndicate members.

He said, “You rightly quoted our first opinion where we said they (police) should establish the linkages- trace the money trail. We didn’t say the case file doesn’t contain sufficient evidence. It was their (police) response we were referring to. The prima facie evidence we said exists still exists.

“The response they sent to us after we sent in our opinion did not sufficiently address the issues we raised. That was the point we raised; maybe, we should have done it differently. We didn’t abrogate our opinion. Our legal opinion still subsists; you don’t seek for legal opinion twice.

“There is nowhere we said we changed our position. If you look very well, our position is the same as that of the Police Service Commission. When you have a case and you need further investigation and that further investigation is not conducted, you cannot go to court with half evidence.”

Speaking on the gaps in the police investigation, the DPP added, “Normally, they should have done the forensic analysis of the phone records of all the suspects and that would have given them an idea of how they dealt with the money, which sent the money, when they collected the money, what they did with it. They didn’t do all of these.”

Chelsea sponsors, Three have suspended their sponsorship of the club in the wake of the sanctions dished out to owner Roman Abramovich.

Three’s deal with Chelsea is thought to be worth £40 million per year.

Abramovich was hit with sanctions on Thursday morning by the UK government, with Chelsea protected by a government license.

Described by the UK government as a “pro-Kremlin oligarch”, Abramovich has been sanctioned with an asset freeze and a travel ban.

A number of sponsors have said their deals with the club are under review.

Now Three, the telecommunications and internet provider, has confirmed it wants its logo removed from Chelsea’s shirts.

A Three spokesperson said: “In light of the government’s recently announced sanctions, we have requested Chelsea Football Club temporarily suspend our sponsorship of the club, including the removal of our brand from shirts and around the stadium until further notice.

“We recognise that this decision will impact the many Chelsea fans who follow their team passionately. However, we feel that given the circumstances, and the Government sanction that is in place, it is the right thing to do.

“As a mobile network, the best way we can support the people of Ukraine is to ensure refugees arriving in the UK from the conflict and customers currently in Ukraine can stay connected to the people who matter to them.

“Therefore, we are offering connectivity packages to all Ukrainians arriving in the UK, and those in Ukraine.”

Three have sponsored Chelsea since 2020. Their agreement is set to run until the summer of 2023.

In furtherance of Governor Babajide Sanwo-Olu’s zero tolerance to all forms of domestic and sexual violence, the State government has begun the publication of details of sex offenders in the state. 

This was disclosed to newsmen by the Executive Secretary of the Lagos State Domestic and Sexual Violence Agency (DSVA), Mrs Titilola Vivour Adeniyi during a press conference at the agency's office.

The details according to the Executive Secretary includes; name and picture of the sex offender, the nature of the offence as well as the duration of the sentence handed down by the court. 

Mrs Vivour Adeniyi noted that this was in line with the provisions of the Domestic and Sexual Violence Agency Law, particularly section 42 which provides that the Agency is to periodically publish details of Sex convicts in the state. 

She also said letters of advisory have been issued to local governments and traditional rulers of the communities where the convicts previously resided. 

This measure is one amongst many deployed by the state government to end the culture of impunity and also serve as a deterrence to other sex offenders.

As further provided in the law, the details of sex convicts are to be published periodically on the State Government’s website, (www.lagosstate.gov.ng), the website of the Ministry of Justice ( https://lagosstatemoj.org) and the Agency’s website; ( www.dsvrtlagos.org

The Executive Security reiterated that the stance of the State government is resolute in preventing incidents of sexual and domestic abuse, whilst ensuring justice for all survivors. 

She added that to report any case of domestic and sexual violence, Lagosians are to call the toll-free number, 08000333333.

The first person to receive a heart transplant from a pig has died, two months after the groundbreaking experiment, the Maryland hospital that performed the surgery announced Wednesday.

David Bennett, 57, died Tuesday at the University of Maryland Medical Center. Doctors didn’t give an exact cause of death, saying only that his condition had begun deteriorating several days earlier.

Bennett's son praised the hospital for offering the last-ditch experiment, saying the family hoped it would help further efforts to end the organ shortage.

“We are grateful for every innovative moment, every crazy dream, every sleepless night that went into this historic effort,” David Bennett Jr. said in a statement released by the University of Maryland School of Medicine. “We hope this story can be the beginning of hope and not the end.”

Doctors for decades have sought to one day use animal organs for life-saving transplants. Bennett, a handyman from Hagerstown, Maryland, was a candidate for this newest attempt only because he otherwise faced certain death — ineligible for a human heart transplant, bedridden and on life support, and out of other options.

After the Jan. 7 operation, Bennett's son told The Associated Press his father knew there was no guarantee it would work.

Prior attempts at such transplants -- or xenotransplantation -- have failed largely because patients’ bodies rapidly rejected the animal organ. This time, the Maryland surgeons used a heart from a gene-edited pig: Scientists had modified the animal to remove pig genes that trigger the hyper-fast rejection and add human genes to help the body accept the organ.

At first the pig heart was functioning, and the Maryland hospital issued periodic updates that Bennett seemed to be slowly recovering. Last month, the hospital released video of him watching the Super Bowl from his hospital bed while working with his physical therapist.

Bennett survived significantly longer with the gene-edited pig heart than one of the last milestones in xenotransplantation -- when Baby Fae, a dying California infant, lived 21 days with a baboon's heart in 1984.

“We are devastated by the loss of Mr. Bennett. He proved to be a brave and noble patient who fought all the way to the end,” Dr. Bartley Griffith, who performed the surgery at the Baltimore hospital, said in a statement.

The need for another source of organs is huge. More than 41,000 transplants were performed in the U.S. last year, a record -- including about 3,800 heart transplants. But more than 106,000 people remain on the national waiting list, thousands die every year before getting an organ and thousands more never even get added to the list, considered too much of a long shot.

The Food and Drug Administration had allowed the dramatic Maryland experiment under “compassionate use” rules for emergency situations. Bennett’s doctors said he had heart failure and an irregular heartbeat, plus a history of not complying with medical instructions. He was deemed ineligible for a human heart transplant that requires strict use of immune-suppressing medicines, or the remaining alternative, an implanted heart pump.

Doctors didn't reveal the exact cause of Bennett's death. Rejection, infection and other complications are risks for transplant recipients.

But from Bennett's experience, "we have gained invaluable insights learning that the genetically modified pig heart can function well within the human body while the immune system is adequately suppressed,” said Dr. Muhammad Mohiuddin, scientific director of the Maryland university’s animal-to-human transplant program.

One next question is whether scientists have learned enough from Bennett's experience and some other recent experiments with gene-edited pig organs to persuade the FDA to allow a clinical trial — possibly with an organ such as a kidney that isn’t immediately fatal if it fails.

Twice last fall, surgeons at New York University got permission from the families of deceased individuals to temporarily attach a gene-edited pig kidney to blood vessels outside the body and watch them work before ending life support. And surgeons at the University of Alabama at Birmingham went a step further, transplanting a pair of gene-edited pig kidneys into a brain-dead man in a step-by-step rehearsal for an operation they hope to try in living patients possibly later this year.

Pigs have long been used in human medicine, including pig skin grafts and implantation of pig heart valves. But transplanting entire organs is much more complex than using highly processed tissue. The gene-edited pigs used in these experiments were provided by Revivicor, a subsidiary of United Therapeutics, one of several biotech companies in the running to develop suitable pig organs for potential human transplant.

Special measures for the sale of cash by Russian banks were introduced due to sanctions restrictions on the flow of dollars into the country, the Bank of Russia explained.

Earlier on Wednesday , the Central Bank announced that from March 9 to September 9, 2022, it introduces a temporary procedure for operations with cash currency. Thus, all client funds on foreign currency accounts or deposits are saved and accounted for in the deposit currency, the client can withdraw up to 10 thousand US dollars in cash, and the rest of the funds in rubles at the market rate on the day of issue.

At the same time, banks will not sell cash to citizens during the period of validity of the temporary order. It will be possible to exchange cash currency for rubles at any time and in any amount.

"The flow of dollars into the country is limited by sanctions, and this is the only reason for special measures related to the sale of foreign cash by banks," the materials say.

The Central Bank also noted that after the expiration of the restriction, the ability to withdraw the currency in full or again in the amount of 10 thousand dollars will depend on the sanctions of foreign states.

"Getting dollars or euros may remain a problem. But we are looking for options so that people have alternatives. In particular, gold or the currencies of those countries that have not joined the sanctions against Russia," the regulator said in a statement.

The Russian government issued on Monday a list of countries "taking unfriendly actions against Russia, Russian companies, and citizens," referring to the economic sanctions introduced amid the Russia-Ukraine war.

According to a decree published on the Government's website, the list includes Albania, Andorra, Australia, Great Britain, including Jersey, Anguilla, British Virgin Islands, Gibraltar, EU member states, Iceland, Canada, Liechtenstein, Micronesia, Monaco, New Zealand, Norway, South Korea, San Marino, North Macedonia, Singapore, US, Taiwan, Ukraine, Montenegro, Switzerland, and Japan.

The Government allowed Russian citizens and companies, the state itself, its regions and municipalities that have obligations in foreign currency to foreign creditors from the list of unfriendly countries to pay back their debts in rubles.

For that, a debtor may ask a Russian bank to create a special ruble account "C" in the name of a foreign creditor and transfer payments to it in ruble equivalent at the exchange rate of the central bank on the day of payment.

The new order is temporary and is valid to payments exceeding 10 million rubles (around $72,202).

Russia's war on Ukraine has been met with outrage from the international community, with the European Union, UK, and US, among others, imposing a range of economic sanctions on Moscow.

At least 364 civilians have been killed and 759 others injured in Ukraine since Russia launched a war against the Eastern European country on Feb. 24, according to UN figures, with the real toll feared to be higher.

More than 1.7 million people have fled Ukraine to neighboring countries, according to the UN refugee agency.
