Honestly it costs nothing.
At the basic level it could be joblessness ? but at a lower level it’s a lesson on how to use negative reinforcement to get stubborn people to do the right thing. It’s also to show anyone in the future who sees this that it takes roughly one percent of the sample size of a population to make change.
It’s just that a lot of people here are older and are conditioned to accept things.
