It's both. They outsource and recruit for companies.

One. They have job seekers whose documents they are privy to. They've interviewed these job seekers and found them worthy to be in those roles. So, once a company needs some outsourcing services, they simply call those job seekers and offer them employment. The company pays to Workforce, they divide the salary in some ratio and offer the job seeker a part.

Two. A company may be too busy or need their assistance in employing some persons and Workforce simply serves as recruiters. In this case, there's usually no documentation and their are usually stages until the number of job seekers are reduced to just a few that'd see the company's HR or rep for final interview.

How do you know if you are working for the outsourcing company, Workforce, or the company where you work?

Simple. Documentation. Workforce will document your files if they are employing you and ask you for things like Referee, Guarantor, National ID Card, and other stressful things. If they don't ask for this, they are simply helping the company recruit. You have to attend the interview to know.
