Nuclear reactors will have their own safety measures and one of it is presence of fire station within the facility.

Nigeria signed $20bn MOU with Russia to build one but we've not seen any green light since ,instead of overwhelming the facility with foreigners,Lagos has standard firefighters which could be replicated in the nuclear facility.

Resources comprises several things which includes,human resources, availability of raw materials,good road network, proximity to location ,funding and also water which you mentioned. We all know that water is no problem to Lagos therefore that's no issue at all .

If the primary bone of contention is environmental safety, I believe no reasonable person will build nuclear reactors without safety measures even though no system is perfect and accident is inevitable.

I should be the one to question your education because gossip is used as analogy in my comment ,the word used in politics or law could be libel,propaganda, misinformation etc .
