LiteraturePenalties For Illegal Dumping In Lined Drainage In Osun State by IamDjfocus(op): 10:50pm On Sep 14, 2025
There is more to correct in our society, because many individuals are not updated about certain laws that are in existence.

Many tailor and shop owners usually use the lined drainage as a place of disposing of their refuse and when it is accumulated, they will begin to practise open burning as a way of reducing their waste volume.

According to Osun Waste Management Agency law of 2016 as amended, violation 13 states that:
"Any person using the lined drainage as refuse dumps" what this particular section is saying that, any individual that is using the lined drainage to dispose of their refuse has is liable to be penalized if caught and would be subjected to 1 year imprisonment or an option of fine of #50,000. This is on the notion that, this act is likely to block free flow of water and capable of causing potential flooding. It can also lead to erosion of public roads or streets, when water cannot flow freely through the public drainage.

Shop owners and households should ensure they manage their refuse sanitarily, through PSP Operators patronage and avoid violating this section as there are Environmental Health Officers that are responsible for enforcing this law.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

LiteratureImportance Of Food Hygiene In Preventing Foodborne Diseases In Nigeria by IamDjfocus(op): 9:24pm On Sep 13, 2025
Food is very essential to everyone as it gives us energy, repairs our worn out tissues and it promotes a healthy living. Since food is important, we must be mindful of the kind of food that we consume, in order to prevent food borne diseases.

There are many people who wish to be selling food out there, but they are not aware of what the law says about selling food for public consumption and it involves several steps and procedures before an individual will begin to sell food.
Note: The food in this context are food items that are "cooked and offered for sale".

According to National Environmental Health Practice Regulation of 2024 Part IV, Section 28, subsection 3, states that:

"A person or corporate body that intends to operate a food outlet shall apply to obtain a permit from the EHA — (Environmental Health Authority) in charge of the area"
in addition to this section, Part IV section 28, Subsection 1, of the said regulation states that:

"Food items including cooked food shall be produced, stored, handled, prepared and served in a state to maintain its wholesomeness, adhering to the highest hygiene standards"
to add to this. Section 28, Subsection 2, of the regulation continues to state that:

"A premises or facility where food is produced, store, served handled or sold to the public shall be approved by the EHA — Environmental Health Authority having jurisdiction over the area in accordance with the applicable standards prescribed by the council"

what these regulations are saying in this context is that Food handlers are to take sanitation very paramount and before an individual would begin to be selling food for public consumption such a person must have undergone a training from Environmental Health Officers of a competent jurisdiction. This training involves different levels from laboratory tests and other necessary steps before the insurance of certificate to the food handlers upon completion. They would be inspected at intervals and routine to know if they are complying with minimum standard and have not deviated from the standard given.

There are lots of food diseases that can originate from food premises, and this is why, environmental Health Officers do not take food premises and food handlers with levity hands. There is a particular slogan or call and response which is meant for those that are certified food handlers, to distinguish them legitimately from others, and there is also basic precaution that a food handler must possess while selling food, and a standard minimum requirement that a food premises must have, if all this is not in place. Then the food handler, and premises is in a gross violation of what the above sections stipulates.

It is also pertinent that, everyone should be objective while consuming food from a public place. This will also help in combating food borne diseases. Always checkmate where you want to buy food and see if the environment is clean and well tidy up.
Together we can combat diseases outbreak.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

LiteraturePublic Health Risks Of Open Pits On Construction Sites In Nigeria by IamDjfocus(op): 7:36pm On Sep 12, 2025
It is also noteworthy to say, many people during site construction will just dig the land or leave an excavated land unattended and this serves as a death trap for passerby or those working in the area. There are many different factors that may cause this kind of event but irrespective of the situation that causes the excavated land, the law is always against such.

According to the Public Health law of Nigeria Part 2, Section 6, Note F, state that, "Any hole or excavation, well or pond or quarry in or near any street which is or is likely to become dangerous to the public" is said to be injurious are not to be in existence. is said to be punishable and it is also injurious to public health as it is liable to serve as death trap for passers-by or owner of such premises.

We should learn to reclaim an excavated land, nor fill up the said hole to avoid any form of accident because of the danger it pose. There are officer responsible to enforce sanction if we left an excavated land or an open pit or a hole.

It is what we give nature, that nature will give back to us. Let us all join hands together to ensure a safer planet by contributing our quota.

LiteratureWhat Traders Need To Know About Osun State’s Thursday Sanitation Rule by IamDjfocus(op): 8:38pm On Sep 11, 2025
Everyday we need to learn, unlearn and relearn some concept which we are familiar with as this will assist us in our decision making and to make us stay updated from obsolete things or ideology. There is a common saying that, no one is an island of knowledge, we all learn and there needs to reshape our ideas, thoughts and understanding everyday or any opportunity that we see.

Every state in the country takes sanitation very paramount and there are some states that set minimum standard requirements. In Osun State as a case study, there is a law that forbid the market or traders from opening shop on a particular day of the week, as this is to allow them to clean their premises.

According to Osun State Public Health law, "Thursday market sanitation exercise" requires market men and women and traders to come to their shops every "Thursdays" within the hour of 7am till 10am to come and clean their shop environment and ensure the door remains shut during the process. "They are not allowed to open the shop; and they do not close the shop and remain at home".

What the law justifies is that, everyone should come to their shop and clean the surrounding during this period and that any one who shut the down of their shop during this period or failed to either clean their shop during this period has violated this law or anyone that opens his or her shop during this particular period is also guilty of this section.

Environmental Health Officers of competent jurisdictions are saddled with the responsibility of enforcing such standards and violators will be sanctioned accordingly.

We can have a cleaner society, if we all contribute our quota.

AgricultureHow Overgrown Weeds Affect Community Health And Safety by IamDjfocus(op): 7:58pm On Sep 10, 2025
There are many factors that may arise or happen to an individual during the process of constructing a House or building. Some individuals are financially capable to build a house from the beginning till the end without any stoppage and it will take some people months, even years before the completion of their site. During this process, there is a tendency that the construction site is liable to be filled with presence of overgrown weeds.

Aside from that, overgrown weeds are likely to be present in an uncompleted building, even finished building in case the owner has not relocated to the said premises. There are some houses or buildings that people are already living inside and due to their non chalant attitude to sanitation will bring about the growth of weeds to the stage of being overgrown in their compound or surrounding. They are not aware that, there is a provision of law that forbid overgrown weeds growth in our house or building and environment at large.

According to the Public Health Law of Nigeria Part 2, Section 6, Note J, states that: "Any growth of weeds, cactus, long grass, feeds or wild bush of any kind which may be injurious to health and any vegetable that of itself is dangerous to children or others either by its effluvia or through eating its leaves, seeds, fruit or flowers" in any premises is said to be injurious and it is liable to harbor vermins and reptiles, likely snakes and can endanger occupiers, occupants and passers-by. This section is very strict and any who violate this law or does not cut down overgrown weeds in their premises till the moment that Environmental Health Officers who are responsible to enforce this law inspect their premises will be sanctioned accordingly. Such that; The Owner or Occupier of the premises who have violated the section of the law would be given an Abatement notice to that effect.

A healthy environment is possible, if we all take charge of our surroundings.

LiteratureCommon Penalties For Obstructing An Official On Duty by IamDjfocus(op): 8:11pm On Sep 09, 2025
Many individuals are not aware that, they need to be very careful while dealing with uniform personnel. It was enshrined in all laws that are guiding the conduct of uniform personnel that defaulters or suspect or an accused person should not in any way or manner harass or intimidate nor obstruct an officer or as the case maybe from discharging their duty.

This particular assertion is quoteable in several sections via majority of laws that uphold government officials, most especially uniform personnel. There is a common Yoruba Adage that says "agbe fun oba kii je bi — Whom the king sent an errand cannot be guilty" this is to say, one needs to take caution and react within the context of law while dealing with uniform personnel. This is not to scare us, but to admonish us to engage reasonably with them.

In respect of this circumstance, I would be quoting Osun Waste Management Agency law of 2016 as amended in my today's writing. In accordance to violation 13 of the said law states that "Harassment/Intimidation of the authorised officer of the authority by any person" from discharging their duty and would attract 1 year imprisonment or a penalty of #50,000 for any defaulters. The sanction attracted to this form of violation is different and it varies on the subject matter and the agency or establishment to which the officials represent. This particular fine and sentence is in accordance or has jurisdiction within Osun State and in particular to Officers of the agency during the case of their duty.

It is also noteworthy to say, this form of action can be done by a commercial centre, and there is a provision of law for such occurrences. According to violation 17 of Osun Waste Management Agency law of 2016 as Amended state that "Harassment/intimidation of the authorised officer of the authority by any company, school, bank and financial institution" is said to be punishable and would attract #100,000 fine or 1 year imprisonment or combination of the two or as the case maybe.

Therefore, It is pertinent to always respect uniform personnel and allow them to do their job to prevent further escalation of the subject matter.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

As an individual, we should contributes our quota to ensure we all live in a clean and safe environment.

LiteratureThe Public Health Risks Of Open Defecation And Poor Sanitation by IamDjfocus(op): 7:48pm On Sep 08, 2025
It is important to state that some nuisances occurred in the past—olden days—and they are liable to cause greater disasters whenever they occur. For example, cholera is one of the most prevalent diseases in tropical regions. It is caused by Vibrio cholerae and manifests within 1–5 days in the host’s body. Symptoms include dysentery and diarrhea, and it is an epidemic disease capable of claiming lives.

This disease spreads through the fecal-oral route or contaminated water and food. It is often caused by open defecation in public places or water bodies. This is why the government is making several efforts and campaigns about Open Defecation Free (ODF) communities, a major campaign to reduce open defecation and prevent cholera outbreaks. Studies show some local governments have been declared ODF, and efforts are ongoing to ensure others meet this standard.

One factor that encourages open defecation is the absence of sanitary latrine accommodations or failure to use those provided. According to the Public Health Law of Nigeria, Part 2, Section 6, Note L, “any premises on which servants or workmen are employed and suitable and adequate sanitary conveniences are not provided” is considered injurious or a risk to public health due to potential disease outbreaks. In line with this law, premises that fail to provide sanitary latrines may be penalized, and Environmental Health Officers are responsible for enforcing this standard.

Please kindly beware that “Ignorance of the law is no excuse. To be forewarned is to be forearmed.”

In order to have a safer community, collective involvement is required.

Nairaland GeneralThe Importance Of Proper Waste Disposal To Prevent Water Pollution In Osun by IamDjfocus(op): 10:45pm On Sep 07, 2025
There are some common norms that people do in the past which they think is the best way or manner to practice. This form of behaviour includes dumping or refuse directly into the stream, or water bodies. It also includes dumping of waste inside the drainage when rain is falling with the intention that storm run off will convey the waste into the water body.

Osun Waste Management Agency law of 2016 as amended particularly clarify this. According to the Osun Waste Management Agency law of 2016 as Amended, under violation 12 states
"Dumping of refuse or waste in the stream or river within Osun State" is a punishable offense and defaulters will be penalized via 1 year imprisonment or an option of fine of #50,000.

This particular part is to avoid disruption of the river or stream and to avoid potential flooding or blockage of drainage or ways with our waste. Dumping of waste directly into the water body is liable to cause unsightliness, eye sore and outbreak of diseases.

Therefore, it is important that waste should be managed by following the right challenge and committing to laws that provide its management.

Nairaland GeneralImportance Of Sanitary Waste Management In Osun State Homes And Businesses by IamDjfocus(op): 4:24pm On Sep 06, 2025
It is worthwhile to be informed about certain procedures that must be put in place in our premises in order to promote a healthy living and to ensure a sustainable environment that will prevent any form of odour nuisance or flies infestation or unsighliness and that we as individuals will not appear uninformed person when we were being health educate by Sanitary Inspectors.

There are some individuals that think some people do things in an extra ordinary way or manner without knowing what they are doing is required by law.

There is a part of the OWMA law of 2016 as amended whose jurisdiction lies in Osun State alone. This section carefully details that household and house owners as well as commercial centres are required to provide a cover waste bin at the entrance of their house or building.

According to violation 4 of Osun Waste Management Agency law of 2016 as Amended law, it states that "Failure to provide a covered dustbin outside the place of abode and house, shop and office" is punishable and this section is in accordance with the house, shop and offices and the sanctions for violation of this law is #50,000 or 1 year imprisonment as lack of covered dustbin might lead to indiscriminate Dumping of refuse in and around the premises, which is likely to cause accumulation of refuse or open dumping in the environment or insanitary collection and disposal of refuse.

In addition to ensure that the law is meant for everyone in all categories. It was stated in violation 5 of the said OWMA law of 2016 as amended that "Failure to provide a covered dustbin outside the company, firm, banks, schools, financial institution and filling stations" this part is in respect of regulated premises and commercial centres that are existing within the state, and failure to provide such is a gross violation of this law and liable to 1 year Imprisonment or #100,000 or combination of the two or as the case maybe. Therefore, any house or building that does not comply with subject matter has violated this law and there are Environmental Health Officers assigned to enforce this law.

This particular section is pertinent to allow sanitary disposal and collection of waste to avoid flies infestation or odour nuisance by the PSP Operators allocated to our street or area.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

It is worthwhile that our waste is sanitary management.

Nairaland GeneralLegal Consequences Of Allowing Livestock To Roam Freely In Osun State by IamDjfocus(op): 7:57pm On Sep 05, 2025
Our society is evolving nowadays and this requires reshaping our community, through regulations, rules and most importantly, laws.

In my yesterday article, I discussed the law relating to the rearing of an animal or bird in a residential premises and i cited the section of the Public Health Law of Nigeria that forbid this practise. The extent of the section of the law is for those that rear animal or bird in a residential premises and that it is liable to injurious to Public Health.

Today, I will be writing about a similar practice that some people always perform and would be citing a particular law that forbids such a practice or an action or as the case maybe.

It is always on record that many individuals love to rear sheep, fowl, goats and birds and they always allow them to roam about to outsource what they will feed on. In their own opinion it is lawful to do so, and they might not be informed about some laws that they might be violating. I will be citing a section of the Osun State Livestock Roaming law of 2015 that clearly regulates how livestock can be reared in a residential premises. This particular law only has jurisdiction within Osun State alone and it can only be enforced within the State. Other states may also have their own law that forbid such acts. Kindly refer to Environmental Health Officers within your jurisdiction to know what the law says in your state.

According to Section 4 Subsection 2 of the livestock roaming law of 2015 "Every livestock shall be monitored by their owner or custodian to prevent them from roaming in the highways, polluting the environment, disturbing other people's houses and damaging crops and other properties" as it is injurious to public health through several damages and accidents that may arise when livestock are allowed to roam around. They are likely to pollute the environment with their dumps, cause accidents, damages to crops, and noise pollution to the neighbours and also endanger children and young one's bite from stray dogs is likely to cause Zoonotic diseases.

Whereas, the Section 2 of the Osun State livestock roaming law of 2015 that details the "prohibition of roaming of livestock" clearly states that "It is hereby declared unlawful for any livestock to roam at large on the federal, state and local government designated highways" and Section 4 Subsection 1 of the law states that "A livestock owner or custodian shall take care proper care of his or her livestock and a fence must be provided for this purpose" any act or practice that is not in accordance to this section is a gross violation of the law and defaulters would be prosecuted accordingly.

Allowing your livestock to roam about is a punishable offense and there are certain agencies and establishments that are saddled with the responsibility of enforcing law.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

A peaceful coexistence that enables peace and unity can be possible, when we are considerate in whatever we do and ensure they are not liable to cause impairments to our neighbours.

AgricultureRisks Of Rearing Animals At Home: Legal And Health Perspectives In Nigeria by IamDjfocus(op): 10:13am On Sep 04, 2025
There are limitations as to what an individual can do or perform as an operation in their residential premises. Some individuals might think because they owe a house or their apartment means that they can do anything of their choice in the home. This is basically not true, anything that will cause detriment or impairment to the health of people in the community is not allowed to be done in our home.

The Public Health law of Nigeria makes provision for this, to curtain certain activity that is restricted or that can be performed in our homes. According to public Health Law of Nigeria Part II Section 6 Note E state that "any animal or bird so kept as to be injurious to the health of man or molesting to neighbours and any animal or bird suffering from a noxious or contagious disease" is considered as a nuisance and it is said to be injurious to public health and such is considered as nuisance.

This particular part clarifies the rearing animal or bird in a residential premises, that operation of such is liable to cause an outbreak of Zoonotic diseases, emanates obnoxious odour and likely to cause noise pollution, also flies infestation and for that effect such an operation needs to be evacuated from such residential premises to the outskirts of the town where all requirements and due process will be followed.

My advice would be, anyone that is interested in performing such an operation — poultry or piggery or as the case maybe should ensure they follow the due process and contact Sanitary Inspectors for further advice.

It is worthwhile to note that, rearing of animal or bird or as the case maybe in a residential premises for commercial purposes is gross violation of this section, individuals seeking to rear limited amount of animal for their personal benefit should seek the counsel of Environmental Health Officers in order to be informed about the standard and basic requirements to follow before they engage in such.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

A better society requires our collective efforts.

Nairaland GeneralPenalties For Illegal Waste Dumping Under OWMA Law: What Businesses Need To Know by IamDjfocus(op): 10:28am On Sep 03, 2025
The process of making law involves certain stages and this is to ensure further clarification and to prevent conflict and arguments. Law that is being passed will be concise and will be made to meet the needs of everyone to avoid any form of bias.

In my writing yesterday, part of the OWMA law of 2016 as amended was quoted. Where violation 8 or Section 23 of the law was cited. These particular parts incriminate "any person" whereas, there are situations where commercial centres such as schools, banks or industries engage in such as any. This is why, today, I will be quoting the particular part of the OWMA law that gives justice to that.

According to the OWMA law of 2016 as Amended. Violation 9 state that, "any commercial centre such as schools, banks or hospitals that dumped their refuse at any undesignated place other than approved site would be liable to have committed an offense and such would be penalized via 1 year imprisonment or an option of #100,000

This section states the importance of waste management and why commercial centres should ensure they follow due process while setting up their organisation.
They are required to either patronise PSP Operators or make a formal request to the Osun Waste Management Agency for their prompt service.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

For a cleaner community, it is the responsibility of all.

Nairaland GeneralWhy Proper Waste Disposal Matters For Public Health In Osun by IamDjfocus(op):
There are many laws that are being enacted by our legislators— The Senators, House of Representative and House of Assembly. Some of which do not really pass through the public hearing stage or let me say, only key stakeholders of the community are involved or invited for the public hearing. Those whose opinions did not or might not count in the law making process.

Irrespective of the situation, once a bill is profound into law, then such is having a binding effect on those it is made for. This is why, it is important that we must be informed about laws that are having effect on us as citizens.

In this 30 days challenge, my concentration is directed into laws of Public Health Importance. On today's writing, I will be quoting a part of Osun Waste Management Agency OWMA LAW of 2016 as Amended. This particular law involves many sections and subsection and its sentences with an option of fine or combination of the two or as the case maybe.

According to section 23 of the law. It states that; "Dumping of waste of any description at any place other than a waste disposal site designated by any person" is said to be considered as a nuisance within the Osun State — As the law only have jurisdiction within the state alone and such nuisance is considered to be of Public Health Importance.
This particular violation is in respect of people attitude and behavior of dumping refuse on the road median, and other places that are not assigned by the government. For the record sake, the only way to manage refuse within Osun State, is through patronage of Registered and licensed PSP Operators affiliated to the Osun Waste Management Agency. Dumping of refuse in any other way aside with the PSP within Osun State is a gross violation of this particular part of the law.
There are Environmental Health Officers within the Agency that are saddled with this responsibility of enforcing this law and any one found guilty of such offense would be subjected to either pay a fine of #50,000 or be sentence to 1 year Imprisonment or combination of both or as the case maybe.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

Let us ensure our waste is manage sanitary to avoid all sorts of flies and disease outbreak.

HealthIgnorance Of The Law Is No Excuse: A 30-day Public Health Law Awareness Challeng by IamDjfocus(op): 8:40pm On Sep 01, 2025
I am a passionate writer, who love to express his thoughts and opinions in letters and words. These I thought would be helpful to many, as there is more to gain when we share reasonable and insightful contents and opinions. Although I have the mindset of not unleashing my personal lifestyle to the outside world. Which is on the basis when I opined that it might be misleading or may not be beneficial to many. In the past, around 2018 till the end of 2022. I maintained a position with an ideological mindset that I later did not further adhere to because of some reason best known to me. With such circumstances, i find it unpleasant to impose a certain ideology on people, if they really want to get going, it would be out of their own free will. I also have the determination of not generalizing my own person status quo unto others and I believe argument should not be discussed or judge with emotional attachments. All sides of the story need to be listened to while making decisions or before reaching a conclusion.

Looking at my past, I found it appalling that it will be helpful, if I share information that is beneficial to the people but we're not publicly available to the majority of them. This is one of the reasons why, I'm setting the record straight and putting up this challenge to share with the public some certain laws which is being enforced on them and to know why such existed. Therefore, it is pertinent to remind ourselves that, ignorance of the law is never an excuse and on that note. I will advise and admonish everyone seeing this content to please, follow through and learn from it. The members of the public need to be informed about some certain laws that are in existence before they went in contrary to them. On that note, I have decided to begin a 30 days challenge to write and explain laws of public health importance to allow the members of the public to be informed and educated about laws that will safeguard them. It is also important to assist them in their decision making.

Today, the first day of the challenge, I will be discussing about a certain Part or Section of public health law of Nigeria. This particular section is about nuisance — which According to Nigerian case law summarized by Tekedia, is considered as "an act or omission which interferes with or causes annoyance to a person in the exercise or enjoyment of a right, either as a member of the public or regarding property rights" in Public health law of Nigeria, it has subsection from A to N and as this challenges continues, some of it, if not all will be highlighted and discussed together with other sections or part of the law. I will also extend to some states law, and Environmental Health Practice Regulation with other federal acts that are of Public health importance.

According to Part II (Nuisance) section 6 (Which detailed about what should be regarded as nuisance) Note H of the Public Health Law of Nigeria state that "any noxious matter or water flowing or discharge from any premises into any public streets or into any gutter or side channel of any street" is said to be a nuisance and considered to be injurious to public health as it is liable to emanates obnoxious odour, unsighliness, eye sore, and may serve as breeding space for mosquito. This particular section is about insanitary channels of waste water — sullage from any premises into the public road or any other place as it was described in the section except it was contained in one's premises via a constructed soak away or catch pit which were sanitarily built. For the record sake, only the storm run off is allowed to leave one's premises any other form of noxious matter or waste water flowing from one's premises is considered as a gross violation of this particular section and it is said to be punishable. There are Officers that are assigned to enforce sanctions to any premises that violate this law. The Environmental Health Officers of a competent jurisdiction are assigned to inspect, detect and abate any form of nuisance that is said to be injurious to human health, which the above is considered as one.

Please kindly beware that, "Ignorance of the law is no excuse. To be forewarned is to be forearmed."

A cleaner environment is possible, if we all contribute our quota. Thanks for reading through, I would be glad to see your comments and reaction.

CultureCelebrating World Isese Day: Honoring Yoruba Ancestors, Culture, And Ancestral by IamDjfocus(op): 7:55am On Aug 20, 2025
Today is a day, to celebrate our ancestors and their belief system. A system that is enshrined in truth, fairness, justice and deep loyalty. As of today, many individuals do not want to swear an oath on our Ogun, Sango because they know justice will be done if they go otherwise. One thing I Opined about this notion is that, we are duly connected with them, our ancestral lineage and we share a deep connection with them via family tree as Yoruba descendants.

Every human is born as an atheist, it is what one parent trains them that they are going to practice and this is subjected to be changed while growing up or if anything external constraints did some manipulation therein.

We should not forget that, Religion is man-made.

Today is the world Isese Day to celebrate our cultural heritage and celebrate with all faithful who are practising.

Promoting Sustainable Waste Management in Osun State: A Collective Responsibility

Abstract
Effective waste management is crucial in Osun State, Nigeria, due to its impact on health, livelihoods, and climate resilience. This essay discusses promoting sustainable waste management in Osun State as a collective responsibility. It outlines the importance of waste management, profiles waste generation and impacts in Osun, highlights strategies for implementing the waste hierarchy, defines roles for stakeholders as a collective responsibility, and details access to local waste management services. The Osun Waste Management Agency (OWMA) law of 2016 as amended provides a legal framework for waste management in the state.

Introduction
Waste management is a critical issue in Osun State, Nigeria, with direct links to health, livelihoods, and climate resilience. Inefficient waste management practices can lead to adverse health outcomes, negatively impact livelihoods through environmental degradation, and undermine efforts towards achieving climate resilience. The objectives of addressing waste management in Osun State are to inform the community about the challenges and impacts of waste management, motivate action towards improving waste management practices, and to start a pilot project that implements effective waste management strategies.

Waste Profile in Osun and Resident Impact
In Osun State, waste is generated from various sources including households, markets, and industry. Waste is often disposed of on road medians, causing unsightliness and detriment to aesthetics. Some individuals burn their refuse in public drainage systems while others dispose of theirs directly or wholly into water bodies. The impacts of poor waste management include blockage of drainage, leading to unsightliness and increased risk of flooding. These conditions have significant health implications, such as the spread of diseases and creation of breeding grounds for pests. This highlights the need for source separation of waste to mitigate these adverse effects.

Waste Hierarchy in Action: Concrete Osun Examples
Implementing the waste hierarchy in Osun State can be achieved through several strategies. In Osogbo, there are opportunities to reduce plastics in markets, utilize community recycling hubs, practice home composting, and explore small biogas ideas. There are numerous strategic places for waste management in Osogbo, including many iron and can buyers aiding in the recycling of metals. A steel rolling factory in Ikirun, Osun State, manages iron and steel. Additionally, plastic recycling hubs in Osogbo Metropolis allow for the disposal of plastics with cash rewards based on weight. Compostable waste can serve as fertilizer for micro-agriculture, and some waste can be disposed of via the hog feeding method using sheep and goats for vegetable leftovers and other consumable food items, noting limitations on the number of livestock that can be reared in residential areas.

Collective Responsibility of Households, Schools, Businesses, and Local Groups
Households, schools, businesses, and local groups share a collective responsibility in promoting sustainable waste management in Osun State. Together, they can:
- Provide refuse bins at entrances for easy waste collection and disposal.
- Manage waste through subscriptions with licensed Private Sector Partnerships (PSP) or applications to OWMA.
- Engage in community committees, school clubs, and trader associations for coordination.
- Practice sorting at source, composting, and separating plastics, perishables, combustibles, and compostables to reduce waste volume.
- Households specifically should stop disposing refuse on road medians and other undesignated areas.

Access to Local Services: Collection and Recycling Options
For waste management services across Osun State, the Osun Waste Management Agency (OWMA) is located at Old Boorepo House, Ring Road. OWMA is responsible for registering and licensing Private Sector Partnership (PSP) operators and has a dedicated department for Environmental Sanitation Monitoring. Recyclables or e‑waste can be swapped for cash at Waste Swap, a recycling hub in the Testing Ground area of Osogbo; they are reachable via Instagram or their website, Wasteswap.com.ng.

Policy and Legal Framework
According to the OWMA law of 2016 as amended:
- "Dumping of waste of any description at any place other than a waste disposal site" is a punishable offense, attracting one year imprisonment or #50,000 fine.
- "Burning of waste of any description" is a punishable offense, attracting one year imprisonment or #50,000 fine.
- Using lined drainage as refuse dumps is forbidden, attracting one year imprisonment or #50,000 fine.
- Dumping refuse or waste in streams or rivers within Osun State is punishable, attracting one year imprisonment or a fine of #50,000.

Conclusion
Promoting sustainable waste management in Osun State is a collective responsibility requiring community involvement, adherence to the waste hierarchy, and compliance with the OWMA law of 2016 as amended. By informing the community, motivating action, and implementing effective strategies, Osun State can improve waste management practices, mitigate adverse impacts on health, livelihoods, and climate resilience.

Overcoming Adversity: How 2018 Became My Most Productive Writing Year

2018 is one of the most challenging year that I face many struggles. It is also the year that I had the highest amount of article writing. Instead of getting depressed, I vent my anger into writing all my worries out which some are published and others are in my draft. I make sure, I wrote on what I know best then, Students Unionism.

In this post, I was giving accolades to my mum. She stood beside me despite all odds when I felt rejected, abandoned and oppressed by the Top-brassed.

I cannot but say, I felt in love more with Rastafarians during this period.

I learnt many lessons about life in that year, and I'm giving glory and adoration to cosmocrat that I did not compromise despite all odds.

HealthMental Health Matters: The Importance Of Looking Beyond Appearances by IamDjfocus(op): 11:00pm On Jul 15, 2025
Expressing happiness and cheerfulness does not mean that people are indeed happy or at peace with themselves.

There are some individuals who are not truly happy and were depressed but are trying to align with societal situations. In their utmost being, they are actually experiencing a lot of discomfort and uncertainty.

With rejection, and lack of assistance from people and their peers to reduce the burden on them. They still want to appear good and responsible no matter what, yet the reverse is the case as their effort is not solidify.

I Opine that, it is not all individuals who claim to be depressed are the only individuals that are undergoing depression. I will say, there should be a form of category that will involve individuals whose form of depression might not be objective but subjective to themselves alone and can only be discovered through consistent monitoring of their behaviour and acts or probably when they devoid all notions to express themselves.

Depression is real and solving it should not be based on a theoretical approach. it should be based on contribution that will lead to its control and to prevent future reoccurrence.

Waste Management in Osun State: Addressing the Issue of Road Median Dumping

The indiscriminate dumping of refuse on road medians, particularly the divider, is a prevalent activity occurring across major states in Nigeria, most especially Oyo, Lagos, Ekiti, and Osun, among others. This ill act and behavior are causing significant detriment to the aesthetic view of the state and environment and are also capable of serving as a preliminary for disease initiation, emanating obnoxious odors, and unsightliness. Many individuals leave their comfortable abodes and bring their waste materials only to dispose of them on the road median. Some industries and factories also engage in disposing of their refuse on the road median.

In Osun State, Osogbo, the state capital, is often littered with waste of different origins and sources, including rubbish, garbage, and others. The road medians in various areas of Osogbo metropolis are often occupied with discarded waste materials. People are fond of disposing of their waste on the road median, including areas like the Ogo-Oluwa axis, Igbonna Market area, Capital and Estate Area, Oke-Onitea junction along Mallam Tope, Temidire junction along Galaxy Hotel, Hallelujah Junction via Ringroad, Owode-ede Market area, Ota-Efun market area, and Kobo Market area, among others.

The Osun Waste Management Agency (OWMA) is responsible for enforcement and prosecution of defaulters. They also engage in morning surveillance in respective areas of Osogbo to curb indiscriminate disposal of waste on the road median. OWMA approves and allocates PSP Operators' vehicles to different streets and areas within the state for sanitary collections of waste and disposal.

However, there are instances where PSP Operators are not persistent in collecting waste, triggering some individuals to dump their waste on the road median. Ignorance of the law is never an excuse; proper regulation and monitoring are essential to coordinate the activities of PSP operators within the state. Some areas lack assigned PSP Operators, which may encourage dwellers to dump waste on the road median.

To address this issue, OWMA should increase awareness about sanitary disposal of waste and ensure information about PSP Operators is publicly available and easily retrievable through mass media. Consistent surveillance at strategic locations is crucial, and thorough prosecution of defaulters will serve as an example and precedent for others. Assigning more PSP Operators to uncovered areas can help mitigate this problem.

Ultimately, putting an end to indiscriminate dumping of refuse on road medians requires a collective effort from both the government and the community. A cleaner and safer environment, free from pollution and contamination, demands our participation and obligation to duty.

A Term Paper on “The Intersection of Health and Justice: The Relationship and Importance of Law for Health Personnel’’,' Presented at the Students Union Judiciary and Student Bar Association Event, Osun State College of Health Technology, Ilesa, June 13, 2025, by Anwo Sunday Adedeji Djfocus."

Protocols...
Introduction

Health is a state of complete physical, mental, and social well-being, and not merely the absence of disease or infirmity. It encompasses various aspects of human life, including physical health, mental health, and social health. Whereas, Justice refers to the principle of fairness, equality, and morality in the application of the law. It involves ensuring that individuals receive fair treatment and due process under the law, and that their rights are protected. The relationship between health and justice is complex and multifaceted. Health outcomes can be influenced by justice systems, and conversely, justice systems can be influenced by health outcomes. For instances:
- Access to healthcare can be affected by laws and policies that determine who is eligible for healthcare services.
- Health outcomes can be influenced by social determinants of health, such as poverty, education, and housing, which are often shaped by laws and policies.
- Justice systems can be used to hold individuals and organizations accountable for harming others, including in cases of medical malpractice or negligence.
The below are said importance of Student Bar Association (SBA) in the student’s community.
1. Leadership and Professional Development: SBAs provide opportunities for students to develop leadership skills, build confidence, and enhance their professional development through events, workshops, and seminars.
2. Networking and Career Opportunities: SBAs offer a platform for students to connect with peers, faculty members, and healthcare professionals, potentially leading to valuable connections and career opportunities.
3. Advocacy and Students Engagement: SBAs can provide a voice for students, advocating for their interests and concerns, while also promoting interdepartmental engagement, social responsibility, and health equity through various initiatives and projects.
The Importance of Health Personnel in Ensuring Justice are numerous but can be under listed as;
1. Expertise and Informed Decision-Making: Health personnel bring specialized knowledge and experience to the lawmaking process, ensuring that laws and policies are informed by the latest medical and scientific evidence.
2. Promoting Health Equity and Access: Health personnel can advocate for laws and policies that promote health equity, address health disparities, and ensure access to quality healthcare for all, particularly for vulnerable populations.
3. Ensuring Patient-Centered Care and Accountability: Health personnel can help ensure that laws and policies prioritize patient-centered care, dignity, and well-being, while also holding policymakers and healthcare systems accountable for providing high-quality care.

Health personnel, including doctors, nurses, and other healthcare professionals, need to have knowledge of law and proceedings for several reasons:
- To understand their legal obligations and responsibilities, such as maintaining patient confidentiality and obtaining informed consent.
- To navigate complex legal and regulatory frameworks that govern healthcare practice.
- To provide high-quality care that is informed by legal and ethical principles.

There are various categories of law but it is pertinent that health personnel should be familiar with some aspect of such, including:
- Tort law: which deals with civil wrongs, such as negligence and malpractice.
- Contract law: which governs agreements between healthcare providers and patients.
- Constitutional law: which sets out the fundamental rights and freedoms of individuals, including the right to healthcare.
- Healthcare law: which regulates the provision of healthcare services, including laws related to patient confidentiality, informed consent, and medical malpractice.
- Public Health Law: which deals with laws and regulations related to public health, including disease prevention and control, sanitation, and environmental health.

Case Study for reference
A patient is brought to the hospital with a gunshot wound, and the healthcare provider is required to treat the patient without delay, regardless of whether a police report has been filed. According to Section 1 of the Compulsory Treatment and Care for Victims of Gunshot Act, 2017, "A medical practitioner or any health care provider shall stabilize and or accept to treat or care for any victim of gunshot wounds or other acts of violence with due diligence, without fear of legal consequences, civil or criminal liability, irrespective of the circumstance surrounding the patient’s arrival at the health facility." This law emphasizes the importance of providing emergency care to individuals in need, without delay or hesitation.
Case Study 2 for reference
A patient suffers a serious injury due to a medical error, and the healthcare provider is sued for negligence. In this case, the healthcare provider's knowledge of tort law and medical malpractice law would be essential in navigating the legal proceedings and defending against the claim.
Exposure to fundamentals of law is essential for students in healthcare fields because it helps them understand the legal framework that governs healthcare practice. This knowledge can inform their practice and help them provide high-quality care that is compliant with legal and ethical principles.
Health institutions should endeavor to teach students some aspect of law as part of its general course in order to keep them informed in the following context:
1. Informed Decision-Making: Understanding law enables students to make informed decisions that balance patient needs with legal requirements, ensuring high-quality, patient-centered care.
2. Legal Compliance: Knowledge of law helps students comply with regulatory frameworks governing healthcare practice, reducing liability risks and ensuring adherence to standards.
3. Patient Rights and Advocacy: Studying law empowers students to advocate for patient rights, dignity, and well-being, promoting a culture of respect and empathy in healthcare.
4. Professional Accountability: Teaching law in health institutions promotes professional accountability, encouraging students to recognize their responsibilities and obligations as healthcare providers, and to practice with integrity and ethics.
By incorporating law into the general course curriculum, health institutions can equip students with the knowledge and skills necessary to navigate the complex legal landscape of healthcare and provide high-quality, patient-centered care.

Recommendation
1. Integrate Law into Healthcare Education: Teach law in healthcare institutions to equip healthcare professionals with a deep understanding of the legal framework governing healthcare, including tort law, contract law, and constitutional law.
2. Student Engagement with Law: Encourage healthcare students to join the Student Bar Association (SBA) as a platform to gain practical insights into healthcare law, develop critical thinking and advocacy skills, and network with peers and professionals who share similar interests in health and justice.
3. Interdisciplinary Collaboration: Foster collaboration between healthcare professionals, policymakers, and legal experts to ensure that healthcare systems are designed and implemented in a way that promotes health, justice, and human rights for all individuals.
By implementing these recommendations, it will promote a culture of respect for the law, human rights, and dignity in healthcare, ultimately leading to better health outcomes and a more just society.

Conclusion
The intersection of health and justice is a complex and multifaceted issue that requires healthcare professionals to have a deep understanding of the law and its applications in healthcare practice. By understanding the legal framework that governs healthcare, healthcare professionals can provide high-quality care that is informed by legal and ethical principles.
Ultimately, the intersection of health and justice highlights the need for healthcare professionals to be aware of the legal and ethical implications of their practice. By staying informed and up-to-date on the latest laws and regulations, healthcare professionals can ensure that they are providing the best possible care to their patients while also minimizing their risk of liability.

LiteratureMy Birthday Epistle: Thoughts On Life, Society, And The Human Condition by IamDjfocus(op): 9:09pm On May 26, 2025
Birthday celebration is an act, which I view as a way of giving glory to the creator as a believer, and as a irreligious, a moment of how they have make the world a better place. This particular notion of making the world a better place is posited to all and sundry whether you believe in the existence of God — Allah or the interpretation of this "term" in your own religion.
I blessed Almighty for making me witness another day that coincides with the date which I was procreated years ago. It is of such mercy, and grace. I was not perfect, nor was I doing well. There are criticisms that people said about me, and this criticism made a human that is subjected to make error and such errors are meant to be corrected which I believe by Almighty grace, it will be perfected.

I Opine that, Our principal race on earth as humans is to ensure we have our contributing quota and in doing this, it must not arm the planet nor those that we shared the planet with.
It is noteworthy to then look back and scrutinize what we have contributed and how we have lived as humans. Is it of detriment to mother earth or it is of sustainability to the environment and planet.? Do we encourage sustainability of our resources, or add to the depletion of the resources. Do we promote a greener environment or we deplete the environment with toxicity.

While I ponder my thoughts as to what to write as content for my birthday, my heartaches on many issues. It took me several hours to pick my pen and divulge this epistle for my day, a writs which I always do on my birthday since 6 or more years ago. Where I wrote my thoughts and opinions about societal issues and make demands for the status quo which the Bourgesios with the help of the Gestapo proceed to unjust or unlawful oppression, intimidation, harassment and arrest the citizen based on their preferences.

I intend to write about a short content to express my thoughts, but my mind is heavy with lots of thoughts. Which I do not want "my brain and my hand to have conflict" nor do I want "my brain and mouth to have conflict" if such occurred, then it would be a schizophrenic condition. This is why, I'm urging you to kind read through and do well to raise your opinion via comments.

There are lots of incidents that has occurred within last year my birthday and this day! One of my friends via Facebook, and a Writer whom I always loved to read his content left this world, "Koye-Ladele Mofeyintoluwa" was a resourceful and intelligent writer, he is a brilliant mind and a law graduate of OAU. I recall how we met on Facebook in 2018 and when we discussed law topics together and other Comradic debates, even though I am not a law students. We used to have several deliberations and i recall upon requesting him for some insight about my book which I intend to launch back then. Koye-Ladele Mofeyintoluwa left this world at unaware — "what a Library burnt into ashes!" May his gentle soul rest in perfect peace. Amen.

Aside from this pathetic situation, I was glad that one of the activists whose freedom has always reckoned on my mind and made me sometimes feel that Nigeria is an unsafe state, Mubarak Bala is a free thinker — an atheist, who was in detention for many years. His arrest was postulated to be on Blasphemy. He was incarcerated without any form of preponderance submitted against him and as fate and prosperity will have it. He was released earlier this year, and justice prevailed. This is good news to the free thinker society. Many prominent individuals and international activists have called for his unconditional release ever since he was arrested.

Meanwhile, in recent times, I viewed that the social media platforms information and usage by individuals is shading away from just getting facts and utilizing them. It is turning drastically into people monetizing their content or resources uploaded and in so doing, many have begin to spread all types of misleading bigotry and act of detriment on the media in order to have engagement or views. There are many social maladjustment act that are being portray on the media and such content is being viewed by all and consume. This particular behaviour or act has caused conflict and malice among friends, broken families and spoilt partnerships due to ill words or particularly, misleading advise from individuals which others think is the best. Not knowing that, what works for A might not work for B and vice versa. It is true that the social media content needs to be regulated and censored. Parent and guardiance should kindly note the information that their offspring is consuming from the internet.

As Technology advances, so do we individuals need to advance and adapt to it. The innovation of artificial intelligence AI is only postulated to make human more smarter and makes our work more easier and to build more confidence in us as humans. In recent time, students and academia are found of using different sort of AI to write memorandums, articles, research, hypothesis and all sorts. The writing spirit is diminishing and if care is not taken. It will be hard for a student to construct words or sentences accordingly talkless of writing an essay. Many individuals now rely on AI for assignments, test, and examination. Which is only established to make us more smarter and sharpen us.

The state of the Nation? I really wished to talk about this but sometimes, we leave some battle not because we are coward but to strategize on our next module Operandi.

I felt so elated on this day of my commemoration. I thank my wife for her annual suprise on my Birthday's. The surprise has been coming right from her being my girlfriend cum fiancé and it never stopped even when she became the mother of my progenitor. One of the most cherished gifts she accord me back then was when she presented a wall frame of Karl Marx with an inscription on it; "Religion is the sigh of the oppressed creature, the heart of a heartless world, and the soul of the soulless condition. It is the opium of the people." my beloved, I'm very grateful for your kindness, and I'm happy to have found you. May we continue to live in peace, love and harmony.

It is pertinent that, I might not be procreated without my Gold, who deviod all doubts and circumstances enable me to have existed to the extent of having an opportunity of writing this on his day. May you continue to live long, in sound Health to reap the fruit of your labour. Amen.
My heart still aches for my late Dad, as there are more to learn from him but death took him too early, irrespective of when, it will always be too early, as there is no such love as fatherly love. May your soul continue to rest in perfect peace. Amen.

I extend my gratitude to the members of my family, for tolerating me for who I am. I also extend my gratitude to my in-laws, friends, colleagues, comrades, stakeholders and business partners and others which because of "belabour" I might not be able to state their name for the kind gesture received on this day and other days. I'm very grateful for your kinds words and they meant alot to me.

Once Again, Celebrate with me. Coz' it's my Birthday.

Freedom is not always given at free will, it must be demanded for. We need to take a bold step to state our needs whenever they are hindered. We need to react when intimidation sets in. Mubarak Bala has been incarcerated for more than 4 years on the auspices of "Blasphemy" which is tantamount to sin and not crime and since then, we have been clamouring for his release from national and international communities
Victory is finally ascertained as our comrade has been released. He said, he never knows he would come out of jail alive. In a secular state, there is freedom of religion.
I once read that, every religion starts from Blasphemy. You cannot convince me that my religion is bad without talking about the odds about it.
This is the thesis that evangelists of Abrahamic Religion used to have more followers but when atheists do the same to them and criticise the authenticity of their practice. They will went odd and did not tolerate them.

Welcome back Comrade Mubarak Bala, you are greatly missed comrade.
