The Federal Government, under the administration of President Bola Ahmed Tinubu has moved to enforce compliance with its directive by mandating an immediate roll call and physical headcount of all academic staff across federal universities.

In a circular dated October 13, 2025, signed by the Minister of Education, Dr. Tunji Alausa, and addressed to vice-chancellors, pro-chancellors, and other key education stakeholders, the government reaffirmed its position on the “no work, no pay” policy.

The circular was also distributed to the Head of the Civil Service of the Federation, the Accountant-General of the Federation, and the Executive Secretary of the National Universities Commission (NUC).

According to the circular, vice-chancellors have been directed to conduct physical verification by taking roll call and head count of lecturers on campus to determine who is actively performing their duties and who is absent due to the industrial action.

“In line with existing labour regulations, any employee who fails to discharge official duties during a strike period will not be entitled to remuneration for that period,” the circular stated.

Dr. Alausa expressed the government’s disappointment over ASUU’s decision to proceed with the strike “despite ongoing engagement efforts,” adding that the administration “would no longer condone disruptions to the academic calendar.”

University administrators are now expected to compile detailed reports distinguishing between staff who are present and working, and those who have joined the strike. These records will be used to determine salary entitlements in line with the “no work, no pay” enforcement.

The circular also made it clear that academic staff who are not part of ASUU’s industrial action — specifically members of the Congress of University Academics (CONUA) and the National Association of Medical and Dental Academics (NAMDA)—“should continue to receive their full entitlements.”

ASUU had on Sunday, declared a two-week warning strike beginning Monday, October 13, to press home its demands, including the conclusion of the renegotiated 2009 FGN–ASUU agreement; release of withheld salaries; revitalisation funding for public universities; payment of promotion arrears; and settlement of outstanding salary differentials.

The federal government has, however, maintained that most of ASUU’s demands had been addressed, insisting that the strike was unjustified.

Meanwhile, the Nigeria Labour Congress (NLC) has condemned the Federal Government’s threat to invoke the “No Work, No Pay” policy against striking university lecturers, saying such intimidation would not resolve the crisis in the nation’s public tertiary institutions.

Reacting to the two-week warning strike declared by the Academic Staff Union of Universities, ASUU, NLC President Comrade, Joe Ajaero, said, “The continued refusal to implement voluntarily signed agreements is undermining public tertiary institutions and eroding confidence in the system.

“The commencement of the two-week warning strike by ASUU is a direct consequence of the federal government’s failure to honour these collectively bargained agreements. The strike is not an act of defiance but a legitimate response to years of neglect and unfulfilled promises.

“Rather than engaging in good faith to resolve the crisis, the government has resorted to the unproductive threat of ‘No work, no pay.’ This narrative is misleading,” the NLC said.

A Special Court Martial of the Nigerian Army sitting in Maiduguri, Borno State, has sentenced three soldiers to life imprisonment and another to 15 years in jail for their roles in a dangerous arms and ammunition racket that supplied weapons to criminals and militias.

The trial, convened by Ugochukwu Unachukwu, a Brigadier General and acting General Officer commanding 7 Division and commander of Sector 1, Operation Hadin Kai (OPHK), was held at the officers’ mess, Theatre Command Headquarters in Maiduguri.

Delivering judgment, Mohammed Abdullahi, a brigadier general and president of the court-martial, sentenced Raphael Ameh, a sergeant; Ejiga Musa, a sergeant, and Patrick Ocheje, a lance corporal, to life imprisonment. Omitoye Rufus, a corporal, was handed a 15-year jail term.

The soldiers were found guilty of offences ranging from theft and unlawful dealing in ammunition to aiding the enemy — all punishable under the Armed Forces Act.

Ameh, an armourer at 7 Division Garrison, was said to have conspired with a deceased colleague to steal ammunition from the division’s armoury.

He worked with police officers to conceal weapons in bags of beans and smuggle them to Enugu and Ebonyi for criminals.

Abdullahi said bank records showed over 100 transactions linked to the trade between July 2022 and June 2024.

Musa, while serving as an armourer of 195 Battalion, was said to have collaborated with Ocheje and police officers to sell an AK-47 rifle and large quantities of ammunition.

Records showed he collected more than ₦500,000. He was arrested while attempting to sell more ammunition.

Abdullahi revealed that Rufus sold 40 rounds of 7.62mm special ammunition to a police officer.

Ocheje, deployed at forward operating base Molai, was found guilty of diverting ammunition during communal clashes at the persuasion of a police officer. He also stole an AK-47 rifle belonging to a colleague.

The court held that their actions directly endangered military operations and national security, amounting to “aiding the enemy”.

Abdullahi condemned the convicts, describing them as “bad eggs” who betrayed the trust, discipline, and honour expected of soldiers in the fight against insurgency.

He restated the army’s zero-tolerance stance on the sale of arms or ammunition to adversaries “in whatever form or guise”.
