The highest paid I know of work outside the New York City area. Long Island, Westchester and Rockland counties. Not all large departments either.The average salary in Clarkstown NY being in the $160,000 range. Some with disability pensions (75% tax free) well over $100,000. Sure the cost of living is higher then elsewhere in the US, but most retire then live in cheaper areas. But most of the big NY pensions are made by teachers, the biggest NY state pensions a NYC professor who's pension is over $560,000 year, don't ask me how that happened that's more then some countries presidents.
I believe with the larger police salaries it comes down to overtime available, (especially with disability pensions) at least in NY and I haven't seen any police salaries larger. I'm not complaining about my pension, but if I had to do it all over again, I'd do it differently.
