As Katsina seeks N115bn for infrastructure

The World Bank has said it is currently exploring avenues for collaborative engagements with the state governments in the area of improving their internally generated revenue (IGR) in order to augment receipts from the Federation Account.



The Head of Procurement at the World Bank Office in Nigeria, Mr. Bayo Awoseni, disclosed this in Abuja at the weekend when a delegation from the Katsina State Government led by Governor Aminu Masari, came to seek working partnership.


Speaking on the need to find solutions to the dwindling finances available to states, Awoseni explained that the bank was presently partnering the states under the auspices of the Nigerian Governors’ Forum (NGF) to see how improvements in IGR can be achieved to augment revenue accruals from the Federation Account.

He said reports showed that at present some states, including Katsina, depend almost 100 per cent on federal allocation with little or no emphasis on internal revenue sources.

Awoseni said the World Bank was also looking at how the state can improve on governance mechanism, working out measures to improve on the systems on ground to make service deliver more transparent and effective.

According to the world apex financial institution, there are steps most of the states currently experiencing downward slide in revenue accruals could take to jack-up their earning profile if only they would be ready to implement certain reforms.

It observed that part of the problems militating against increase in IGR was the inefficient tax administration.

While welcoming Masari’s proposals for working partnership with the bank, the Country Director, Rachid Bemessaoud, pledged the support of the bank for the state in order to help solve the problems in the education and health sectors.
He said World Bank intends to formally start engagement with the federal government as soon the ministers are in place on how to provide assistance to the country.

He also said there is the need for the various states to review its water laws to facilitate inflow of the much needed resources and investment to implement water projects.

On the issue of water supply problem confronting Katsina the bank’s scribe said the major focus would be on the improvement of the management of utility agencies in the state adding that it hopes to achieve significant results in the drive latest in the next one year.

While making a presentation to the World Bank team, Governor Masari said feasibility studies conducted by the state government clearly indicated that an estimated N115 billion would be required to fix problems in the three key sectors including education, agriculture and infrastructure.

He added that poor water supply had constituted a major challenge for the people of the state and requires massive investment efforts to address the situation.

“We believe that we are able to tackle the problem of water supply we would have succeeded in reducing the exposure to infections and diseases thereby drastically curbing the healthcare challenges.

The governor lamented that the last 16 years had been the best era in terms of availability of resources but that unfortunately these resources were not properly channeled to addressed long- standing needs of the people.

“In the area of education, foundation education - primary and secondary school, we need at least N45billion to put all the educational infrastructures and then programme ourselves in getting qualified teachers, laboratories and all other educational equipments.

“In the health sector also, we have 22 General Hospitals and over 30 health centres. In our estimation we need nothing less than N70 Billion because the current health centres are not enough, coupled with how effective or costly it is to employ

Both have cemented their names in the sands of time. One is a contribution to all of mankind and the other directly influences America where the doctor is based. But if they were home these may not have been possible. Fortunately, the momentum is beginning to swing in our favor and Nigeria is getting back on our proper path.

I never said the brain drain wasn't real. But the US and UK are losing their luster and sheen due to the recession and systemic racism. Many of us are beginning to come home. When places like Eko Atlantic and Centenary City are fully realized our great minds will come home in droves. I've spoken to tons of us online and inperson who want to come back but don't want to deal with certain stresses of poor infrastructure.

Give it a little bit more time. Things are beginning to develop. The strongest part of a tree are the roots. Coincidentally it's the unseen part. African progress has taken root and now we shall begin to reap the fruit.
That is how it as always been since when I was in my mother's womb.

We already have. Africans in general are the highest performing group academically in America. Nigerians in particular are the highest performing out of the highest performing group. What does that mean? As soon as we get our country's infrastructure up and running we will takeover the world.

No one sponsors coups and unrest in western countries because their populace is lazy. Imagine how much time is wasted fetching water Or when the lights go out and studying can't be done. Can you imagine how many term papers have been lost? We are a great and mighty people. They've tried to keep us down because they know they can not compete.
