I just got off the phone with Nigerian immigration at 2.37pm
VOA for infants is still in place you can call also to confirm by calling their official line 08119753844

But when I tried to apply on the website I got this see attached screenshot
Dear Valued customer
Non-African applicants
under the age of 18 years
are not allowed for
visa on arrival under the business category.
Are you over 18?
