I have read with disgust virulent vituperations against the government of Yahaya Adoza Bello in recent time all aimed at de-marketing his candidature and cast aspersions on the Presidential aspiration of His Excellency Governor Yahya Bello. Some of this critics went to the extent of calling his Excellency "a humanitarian Disaster", it is against this background that I write to correct some misleading information the general public has been fed with and remind the "rational critics" of some of the qualities of His Exellency that make him a good fit for the plum job in Aso Rock.

The truth be told, Yahya Bello has his shortcomings as a human and as a leader, he has performed excellently in some areas the same way he has not fared too well in some areas. He has recorded some As, B's C's and even D's in some areas and not parallel Fs as the critics would have the world believe.. Infact, his Second term has been a relative improvement on the first term particularly in the area of workers welfare.
Yahya Bello has recorded an A+ in the area of promoting peace among and within the formerly divided big 3s of Kogi- The Igalas, the Ebiras and Okuns. The relationship has gradually grew from a frosty one or a cold war to a relatively cordial one save for the Infamous High Court Judgment on Ajaokuta, Lokoja and Koton-Karfi. Yahya Bello has closely knitted these formerly divided entities through an equitable distribution of Political appointments within and outside the state. Today, we have a Governor from Kogi Central, the Federal Minister from the West and the Ambassador from the Eastern part of the state. Please note, the Immediate past Minister was from the Eastern axis. State Commissioners, Special Adviser and Senior Special Assistants as well as Board member been equitably distributed between the three senatorial districts.

This is a complete paradigm shift from the past were one senatorial district connered virtually all the available political slots at both Federal and State level. The Governor, the Federal Minister, the ambassadors, name it all, all from that axis. In my view, at this stage of our national existence were we all are at the border line of ethnic and religious divides with calls for secession being echoed from every quarter of the federation, a Yahya Bello like personality is the unifier Nigeria needs in 2023.
Equity, is Yahya Bello's recepe for the new air of unity that sweep's through the state.

Also, before the coming of Yahya Bello, Self appointed Sheriffs of the high way used to have a fields day in Kogi State. They use to attack Banks in the state like officers on routine checks, this menance has since been curbed under the watch of Bello. The security situation of the state greatly improved on a general note with Jide Otitoju a well known critic of the governor even praising his giant stride in this regard on the popular TVC's Journalist Hangout.
However, the irrational and obsequious decision to welcome all expelled herdsmen from Benue, Taraba and other states of the federation has gradually diminished his achievement in this sector in recent time.

In addition, Yahya Bello unlike his contemporaries don't negotiate neither does he bargain with terrorists or faceless individuals, he deals with them squarely and decisively. I think this is another area Nigerians might probably need the personality of Yahya Bello at the Federal Level if we all agree that security of lives and property is at the heart of the Social Contract that birthed modern state.

Furthermore, since the coming of Yahya Bello, the internally Generated Revenue of the state has gradually but consistently grown from a paltry three hundred million naira annually to a whooping sum of over a billion Naira; that is a nearly 300% increase. And recently, Kogi State just trumped Lagos State as the state with the highest Foreign Direct Investment in 2020. All these economic gains couldn't have been accidental, it takes a lot of economic acumen to achieve this.
However, we still look forward to how this will reflect positively in the lives of Kogites. With Nigeria constantly romancing with negative economic indicators of recession and depression, Yahya Bello like economic acumen is what Nigeria needs at the moment to bring her out of the woods.

I want to say that while I have my reservations on Yahya Bello' government, it has not been a colossal failure as somei would have the world believe from the fortress of their Abuja mansions . Also, while I have my reservations on Yahya Bello's Presidencial aspirations considering the likely zoning arrangement should it be respected and upheld as well as his disadvantaged ethnic origin, I think his aspiration should not be dismissed as unrealistic and illusions, rather he should be commended for daring to dream big, this is what Obama calls Odacity of Hope, the ability to dream even when the odds are against you. Remember, if you can dream, then, you can achieve; after all, all great achievements of today started as dreams. However, it remains to be seen how Yahya Bello would bring this dream to reality.

From the above, it is obvious that Yahya Bello is not a colossal failure or Humanitarian disastter as the naysayers have advanced. He has recorded some Ds, C's B's and even an As which the critics should be humble enough to acknowledge.

Eight oil-producing states received N6.589 trillion from the Federation Account under the 13 per cent derivation principle, between 2009 and 2019, with little or no impact on the lives of citizens of the states, according to a report published by ACIOE Associates.
The report, obtained yesterday, following its release, at a webinar in Abuja, to key officers of the National Assembly and aides to the president and minister of Niger Delta Affairs, listed the states as Abia, Akwa-Ibom, Bayelsa, Delta, Edo, Imo, Ondo and Rivers.
In the report titled: ‘Impact of the 13% Derivation Fund in the Niger Delta’, ACIOE Associates stated that in the 11-year period, Abia, Akwa Ibom, Bayelsa, Delta, and Edo states received N55.87 billion, N1.33 trillion, N1.388 trillion, N1.16 trillion and N118.85 billion respectively, while Imo, Ondo and Rivers States received N1.28 trillion, N189.277 billion and N1.057 trillion respectively.
However, the report, presented by Mrs. Funmi Adesanya, Project Lead, ACIOE Associates, noted that despite the huge fund allocated to the Niger Delta, its researchers found out that access to electricity remained minimal to people in the region; absence of potable drinking water; deplorable health care facilities; and poor educational infrastructure.
It stated that: “Most of the basic amenities that exist in the selected oil communities are provided by either joint venture partnerships between the Niger Delta Development Commission (NDDC) or Nigerian National Petroleum Corporation (NNPC) or the International Oil Companies (IOC), as part of their corporate social responsibility.
“This trend is more prevalent in states like Akwa Ibom, Bayelsa and Rivers States where the IOCs provide water, health, electricity supply and education facilities pursuant to Global Memorandum of Understanding (GMOU) agreements between the IOCS and the respective oil producing communities in the aforementioned States.
“There is also lack of a structured framework for commissioning infrastructure projects across the communities, which has left a number of oil producing communities with little or no infrastructure.”
Speaking on the findings, Managing Director of ACIOE, Mr. Ekenem Isichei, declared that the findings of the report were corroborated by data obtained from the Office of the Accountant-General, the Nigeria Extractive Industries Transparency Initiative (NEITI), State Government Financial Statements, where possible and interviews with host community members.

Also commenting on the report, Special Assistant to the Minister of Niger Delta Affairs, Mr. Charles Achodo, called for an urgent clarification on the 13 per cent derivation principle to forestall further abuse and mismanagement of the funds to the detriment of oil-producing communities.
He said: “When 13 per cent is given, the governors share it among themselves. On the part of the Federal Government, they have done a poor job in terms of communication. It is supposed to clarify what the 13 per cent is meant for, if it is for the state or for the communities where the oil is produced from.
“The Act made it so broad; it did not specify the issue. The Act needed to be clarified, that it is not meant for the entire state, but for the oil producing communities. Taking the resources at that subsidiary levels would help achieve a lot at that level.”
On his part, Senior Special Assistant to the President on Niger Delta Affairs, Office of the Vice President, Mr. Edobor Iyamu, said: “Most times, people fail to acknowledge that there are some monies that are paid to the state governments and not many people want to know how it is being spent.
“A lot of money has been disbursed to the state governments, even though we know a lot more still needed to be done in the region.”
Also, Chairman, House Committee on Environment, Honourable Johnson Oghuma, highlighted the need to increase the derivation from 13 per cent, noting that the review was long overdue.
“Also, there is the need to amend the law, as we are disbursing the money properly. The fund also needed to be policed to ensure effective utilization. There is need to review the law and the percent, and there should be a way to capture and police what is going in. The host communities should be the focus,” he explained.
In its recommendations, the report advocated the legislation of fiscal rules to improve transparency and accountability of public expenditure as practiced in Ghana and Uganda.
Such rules, it noted would bother on uniform vertical transfers of derivation funds to curb the practice of discretionary transfers currently practiced by Niger delta States; and the prescription of adequate budget preparation procedures that ensures a proper needs assessment of the intended beneficiaries are carried, ahead of prospective budget implementations.
It added that it would also bother on the development of resource allocation criteria that are ‘downwardly accountable’, particularly to the intended beneficiaries of the derivation funds; consistent publishing of fiscal information and ensuring access to such information; and earmarking a considerable proportion of the derivation funds for specific sectoral development such as health, education, facilitation of portable water, among others.
It's sad that most governors are allowed to squander our common well and in most cases, blames been pushed to the federal government for non performance.
The usage of the said funds should be probed.

Ladies and gentle men on nairaland (even though the ladies I sure know will not be interested) I just read the news of Chief Judge of Delta State High Court this morning in addition to so many issues of paternity related fraud, I came to the realization though yet to be emperically proven that three out of every five married women seem to be MOYO DAVID while three in every five husbands seem TUNDE THOMAS of paternity related fraud.
It is against this backdrop I discussed with my colleagues in the office the idea of establishing a sovereign Pool fund like NHIS schem were members will contribute to on monthly basis and have a DNA test conducted on their newly born babies at a subsidized rate.
