There is no disadvantage of buying unverified account. Once you bought it make sure you change the payment address and contact address to your current details. Google will send the verification pin to the nearest post office using the zip code you provided.

You can verify it with the pin or wait for 2 months to verify it with an identity card like voters card, international passport, drivers licence, e.t.c.

Nothing to be scared of.
