Both the sender and the receiver must have a paypal account. You (sender) login to your paypal account and send the money. Use the email address the receiver signed up his paypal with. It's just like paying a merchant.

Paypal exchange rate = Your bank's rate

Well, i have never used Western Union too .. when i can do all from my paypal.
