SENATE ERUPTS IN UPROAR AFTER LAWMAKER ACCUSED BUHARI OF INCOMPETENCE Thursday’s plenary at the Senate was almost disrupted following a deafening uproar following a claim by Senator Enyinnaya Harcourt Abaribe that President Muhammadu Buhari is incompetent. Abaribe’s allegation followed an adopted order 43 which he raised in reference to the excuse which the President gave while in London that the killer herdsmen were allegedly trained by Muammar Gaddafi, the late Libyan revolutionary leader. In his explanation, Abaribe said, before now, two excuses have been made public in several fora by the Minister of Interior, Abdulrahaman Dambazzau and the Inspector-General of Police, Ibrahim kpotun Idris, saying the wanton killings by armed herdsmen was because their pastoral routes were blocked while the latter was credited to have said that it was due to the new state laws against open grazing. He said, “Yesterday in London, President Muhammadu Buhari said the killings in the country was as a result of the people who were trained by the late Muammar Gaddafi. This, therefore, validates my earlier position that the president has failed to take charge of the protection of lives and property across the country as enshrined in our constitution to be his primary responsibility. I, so make bold to say that the president is incompetent,” Abaribe asserted. President Muhammadu Buhari on Wednesday publicly blamed former Libyan leader Muammar Gaddafi [/b]who was killed seven years ago for the ongoing killings across central Nigeria. The killings have long been linked to [b]herdsmen, and some herders of the Fulani ethnic stock have claimed responsibility for some attacks. But the president said Mr Gaddafi, a dictator swept away by an uprising in 2011, was to blame for the alarming dimension the attacks have taken in recent years. Mr Gaddafi was killed in October 2011 following weeks of violent uprising across Libya, ending his 42-year reign. He was 69. Prior to his death, which was aided by the Western incursion into the country, Mr Gaddafi reportedly armed his supporters to ward off the rebellion against him. Libya subsequently plunged into a civil war that still lingers nearly seven years later. In London with the Archbishop of Canterbury Justin Welby on Wednesday, President Buhari said the arms Mr Gaddafi provided to his supporters had filtered into Nigeria where they are now being used to fuel killings across the north-central. “The problem is even older than us,” Mr Buhari said of killings. “It has always been there, but now made worse by the influx of armed gunmen from the Sahel region into different parts of the West African sub-region.” “These gunmen were trained and armed by Muammar Gaddafi of Libya. When he was killed, the gunmen escaped with their arms. We encountered some of them fighting with Boko Haram. “Herdsmen that we used to know carried only sticks and maybe a cutlass to clear the way, but these ones now carry sophisticated weapons,” Mr Buhari said. He once again dismissed claims that the attacks might have tribal or religious undertone because they largely occurred at Christian-dominated and minority tribes areas, saying those propagating the assertion are doing so for political gains. “The problem is not religious, but sociological and economic. But we are working on solutions,” Mr Buhari said. The president has faced criticism from for his response in combating the crisis headlong. Former Nigerian leaders Olusegun Obasanjo and Ibrahim Babangida have criticised Mr Buhari for not demonstrating the capacity to contain the killings, asking him not to run again in 2019. They had also been joined by Theophilus Danjuma, a former chief of army staff, who admonished citizens to defend themselves rather than wait for security agencies. Mr Danjuma said the Nigerian security agencies are complicit in the killings, saying many tribes may be wiped out if they wait for federal authorities to protect them. Ndukwe Ikoh, a former guber candidate on the platform of the Progressive Peoples Alliance (PPA) in Abia, has stated that Ekiti State Governor, Ayo Fayose, cannot rule Nigeria because of his temperament. The associate of former governor of Abia, Orji Uzor Kalu, said this in response to Fayose’s warning that the businessman should not visit Ekiti. Kalu, the Chairman, Advisory Board for the National Movement for Re-election of President Muhammadu Buhari, is currently on tour of the South West states. Reacting, Iloh described Fayose’s action as an over play of politics. “Both men have been friends for a long time even though Kalu rightfully calls Fayose his boy because he was a senior member of the PDP”, he told Sun. “If Fayose who is dreaming of becoming president would have the tendency of restricting Nigerians from entering any state, then he does not deserve the position. “If he understood politics and what it means to mete out such treatment to a personality of Kalu’s status, he should know that there is no place in Nigeria in which Nigerians should be refused entry, except if you are coming with arms to fight. “Kalu went to Ekiti to talk peace and I want to thank him for that. Rotimi Amaechi, Minister of Transportation says he earns only N950,000 monthly, as a minister in the current administration. Amaechi made the revelation on Tuesday at the presentation of a book titled, ‘Dignity in Service,’ authored by the late Dr. Matthew Mbu, a former Minister of Foreign Affairs, in Abuja. According to the minister, out of the money, N350,000 is for accommodation, while the remaining N600,000 is paid to his staff. Amaechi who was governor of Rivers State between 2007 and 2014, said President Muhammadu Buhari’s government had helped stop the culture of waste and lavish living amongst government officials. He said, “A minister earns only N950, 000 a month. Out of this money, N350, 000 is for accommodation so there is no more money given to you. The remaining N600, 000 includes payment for your staff, personal assistants and all that. “Nigerians like going to parties. That is one benefit of this government. We now assess our wealth and value money. Before, once you get money from the illegal means, we hold parties. There are very few parties these days because there is no more money to hold such parties. “There are no ‘owambe’ anymore because there is very little money to hold ‘owambe.’ The reason is that the ‘owambe’ money used to come from the government and there is no money in the government to do such.” Speaking earlier, Catholic Archbishop of Abuja, Cardinal John Onaiyekan, says it is worrisome that the older generation are holding on to power and are refusing to vacate office for the younger generation. Onaiyekan said the post-independence leaders like the late Chief Obafemi Awolowo, Nnamdi Azikiwe and Abubakar Tafawa-Balewa, were young when they did great things for Nigeria. The cleric said it was this sort of orientation that caused the late Mbu to be appointed a minister at the age of 23. “The point I want to make is this; today when you hear that a young boy was a minister, my mind always goes to those days too and I ask, how many people were old then? The people we now see as ancestors were all young people. I will like to find out the age of Tafawa Balewa and even Awolowo at that time,” he said. “They were all relatively young and when Awolowo and Azikwe broke grounds then, they were young. I think this is the story we need to tell our younger people but the question is, where is the space for our younger people when old people like me are still hanging around? “We have to find a way of giving room to younger people to show what they can do also. Mbu has shown that young people can perform but we have also had experiences of young people who have not performed. “So at the end of the day, maybe it is not a matter of the age but a matter of your own mind, your intention, your love for doing the right thing especially concern for others, politics and service to the people in the name of God. Benue State governor, Samuel Ortom has called for massive support to the security personnel to enable them put an end to the incessant attacks on the people by herdsmen in the country. Ortom made the appeal on Tuesday in Naka, Gwer West Local Government Area (LGA), Benue. He pointed out that the attacks were taking a different dimension because security personnel too were not spared. He said all hands must be on deck to end the ugly situation. “Just Monday a soldier was killed at Tyulen, in Guma LGA of the state. “People are being killed and even security men sent here to maintain law are not spared. “Since these attacks began January this year, 11 policemen, three Civil Defence officers had been killed. “We must not allow this barbaric act to continue to prevail on our people. This is not right. “This is not right. We must respect rule of law. When people violate the law and there is no sanction, it results to impunity and cannot allow impunity to continue in this state,’’ he said. The Nigerian Communications Commission (NCC), said MTN Nigeria has so far paid N165billion out of a total of N330bn fine slammed on it in 2015 for SIM registration breaches. The Executive Vice Chairman of the Commission, Prof Umar Garba Danbatta made this know on Monday when a delegation of MTN Group led by its Nigerian chairman Dr. Pascal Dozie paid a courtesy visit to the commission headquarters in Abuja. Prof Danbatta said MTN had paid more than 50 per cent of the whole fine with the latest payment of N55bn in March. He noted that the installmental payment was in line with the terms of agreement reached between MTN and the regulatory body. “It could be by sheer coincidence that part of the fine was paid in March not more than two weeks that we received the cheque of N55bn. “So far MTN has paid more than 50% of the fine and that will translate to N165bn. Yes it’s a whopping sum of money and they have not defaulted yet, and this payment they are making is consistent with the terms of agreement we reached with them. “Remember there was an amicable settlement agreement leading to the way and manner the fine is been paid installmentality so far they have not relented they are busy paying”, he said. ” The fine was aimed at ensuring that it is not business as usual but to ensure that the rules of engagements are respected, and the rules governing the telecom sector of the economy is adhered to stressing that it will continue to cooperate with the telecom company because of it’s major contributions to the economic and digital growth of the nation’s economy. Labour raises minimum wage demand from N56,000 The Organised Labour has presented fresh demand for the new National Minimum Wage for workers to the tripartite committee, using current economic indices as its yardstick. It said the N56,000 earlier presented was no longer feasible. Nigeria Labour Congress (NLC) General Secretary Dr. Peter Ozo-Eson, who spoke in an interview in Abuja, said the earlier demand by labour, which was presented two years ago, has been overtaken by the present economic realities. [img][/img] The environmental utility group contracted by the Lagos State Government as part of the Cleaner Lagos Initiative (CLI), Visionscape Sanitation Solutions, says its mission in the state is not to take over the means of livelihood of Private Sector Participation (PSP) operators in waste management. Visionscape’s Chief Executive Officer, Mr John Irvine, in an interview with newsmen, said contrary to misconceptions, the company was only in Lagos to contribute to the vision to achieve an environmentally sustainable state working with all critical stakeholders. He said so far, the company has intensified efforts on provision of infrastructure that would assist in proper waste management in line with global best practices, while a deal had been reached with over 300 PSPs now to be known as Waste Collection Operators (WCOs) to collect waste from residential areas across the state. According to Irvine, “New York for instance has 19 million residents about four million less of Lagos population and New York has between 50 and 60 Transfer Loading Stations. What we are committed to do as part of enhancing our work within the CLI is to build safer, bigger and more concise infrastructure. “While we are doing that, the WCOs will come back into the system and basically, that is what the agreement is all about. Visionscape is an international company and many WCOs were not happy when we came but like I have said before, we are not here to take anybody’s livelihood or jobs away and the events of the last few days have shown that as a company we want to work with everybody not just our own group of companies.” He said it was unfortunate that some PSPs refused to be part of the deal, but that it was gratifying that a good number had agreed and have started working to clear the state of filth. “I think there have been some misconceptions on the deal we have reached on the waste management situation in the state. Over the last few days, my management team has met with each WCO in the clusters and areas they work and work has resumed. Minister of Information and Communications, Alhaji Lai Mohammed, has said very soon, another list of looters would be released by the Federal Government. According to him, no amount of intimidation from any side will stop the release of the list. Mohammed said this in Ilorin, yesterday, in an interview with journalists on his way to Abuja after his condolence visits to Governor Abdulfatah Ahmed, the people of Offa, Kwara State police command and the victims of armed robbery killings in Offa last Thursday where seven police officers and many civilians were killed, with several others wounded. Leading officers of the All Progressives Congress, APC, last night, warned of dire consequences at today’s National Executive Committee, NEC, meeting should opponents of the outgoing National Chairman, Chief John Odigie-Oyegun, stop him from seeking re-election. The warning from the pro-Oyegun elements in the party, came in the face of increasing support for the embattled national chairman from critical stakeholders in the party. Opponents of Odigie-Oyegun, who are mainly associates of the party’s national leader, Asiwaju Bola Tinubu, were said to be launching fresh strategies to outwit him. The camp of Tinubu, which produced Odigie-Oyegun as national chairman in 2014, is now said to be also pondering the option of a caretaker committee if that is what it would need to stop Odigie-Oyegun from returning to office. Odigie-Oyegun, Vanguard learned, has successfully mobilised the support of the majority of all but one of the party’s governors in the North-West. In the South-West, where opposition to Odigie-Oyegun is most strident, support for him is, however, almost equally divided with opposition coming only from Osun and Lagos states. Ogun and Ondo governors, according to Vanguard sources, are passionately behind the outgoing national chairman. Though Governor Abiola Ajimobi of Oyo State is believed to be supportive of Tinubu’s political moves, but his ability to deliver Oyo State to Tinubu is increasingly said to be in doubt. Virtually all members of the NWC are also said to be angling to return on the same slate with Odigie-Oyegun, Vanguard learned yesterday. That is despite the initial disinterest by the 79-year-old for a second term. The NWC members, one source said last night, are determined to be in office to handle the primaries that will produce candidates for the 2019 elections. “You know what it means to be a national officer in an election year, so members of the NWC cannot afford to rock the boat, they are all backing Oyegun for their return to office,” one source revealed yesterday. Significantly, Odigie-Oyegun is also seriously being opposed by his state chapter of the party, Edo State, which he governed from 1992 to 1993. The anti-Oyegun forces, it was learned, were mobilising to raise allegations of financial malfeasances against him and members of the National Working Committee, NWC, a move it is believed is aimed at gaining the favour of President Muhammadu Buhari to stop him from seeking a second term. A leading member of the NWC disclosed, yesterday, that the NWC was set to go ahead with the recommendations of the Governor Simon Lalong-led committee for fresh congresses but with a caveat that Odigie-Oyegun should not be stopped from seeking re-election. “We are set for the NEC, and we should expect a smooth meeting but if they try to stop or disqualify the national chairman, we will tell them that we can spring surprises,” the principal officer was quoted as saying. The president’s neutrality The pro-Odigie-Oyegun forces, it was gathered, were working on extracting a commitment from President Buhari for a neutral field in the forthcoming congresses expected to produce the next national executive. “The Odigie-Oyegun people want to bank on Buhari’s neutrality to push forward the national chairman as he is not expected to directly oppose him or support him, so that gives them the opportunity to push forward his bid,” a source privy to the development said. Odigie-Oyegun’s main challenger, Vanguard learned, had been the immediate past governor of Edo State, Comrade Adams Oshiomhole. His bid is, however, increasingly facing challenges from some APC governors who see him as too independent for the office. “You know Oshiomhole, he is too independent and too wealthy to be influenced,” one party member told Vanguard last night. State chairmen Meanwhile, the forum of state chairmen, yesterday, denied claims that they were being mobilised by some governors to stop the envisaged congresses as desired by President Buhari, in line with the constitution. The state chairmen after a meeting in Abuja threw their support behind the president as they dissociated themselves from any such conspiracy to humiliate the President. “We call on APC members and supporters nationwide to disregard a news headline from one of our national newspapers to the effect that governors move to stop plot to use chairmen against Buhari. There is no such plot, and no chairman is against Buhari. Matthew Mbu, a former Foreign Minister and United Nations, UN, ambassador, has revealed how late Biafra warlord, Dim Odimegwu Chukwuemeka Ojukwu, plotted to detain him after the Civil War. He said he cautioned Ojukwu as the war progressed to surrender due to the suffering of the civilian population in the Southeast. Mbu said people around Ojukwu convinced the warlord to detain him because of his advice to end the war. These revelations were made public through an autobiography the late ex-Minister left behind to be published by his family. The book entitled “Dignity in Service,” is due for public presentation on Tuesday next week at the Yar’Adua International Conference Centre, Abuja He said, “We had the hawks and the doves, on the Biafra and the federal side that made the contest bloody. As the war progressed, I cautioned Ojukwu based on the realities that were obvious, especially the suffering of the civilian population. The hawks of the civil war were in their own world. “They convinced Ojukwu to detain me because of my advice of caution. I remember when I once came in from a foreign trip, Chief M. D. Yusuf, my friend said: ‘Do you know how close you were to being detained? “We were surprised you weren’t detained. Ojukwu was to detain you, your friend was to detain you, we knew he was going to detain you.’ I said, ‘Yes when I came back from my foreign missions, they saw me and they began to cry and said you are going to be detained, he is going to detain you’, because I told him the truth. “My overriding interest was just to bring peace to the whole situation. That was how I led the Biafran diplomacy during the war and eventually signed the communiqué that ended the war. Some people who went on diplomatic mission never came back again. OLEH—LEADERS and stakeholders of All Progressives Congress, APC, in Isoko federal constituency, Delta State, have applauded the decision of President Muhammadu Buhari to reverse the resolution of the National Executive Committee of the party to extend the tenure of serving party executives. The Nigerian Union of Journalists (NUJ) has lauded Governor Rauf Aregbesola for his effort at providing functional education, describing the model schools being constructed across the state as the best in the Southwest. National Vice Chairman of the union in the zone, Mr Cosmas Oni who led other delegates who were in Osun for the union’s zonal meeting during a tour of projects executed by Aregbesola said no other state can match Osun model schools. Oni said: “I am overwhelmed with what we have seen because the impression we had about this government is different from what we are seeing on ground. Without mincing words, in this zone, I have never seen any type of model school that covers the three stages of elementary, middle and high school. I give kudos to Aregbesola for the edifice and for putting on ground solid foundation for our children. If you invest on the children, you are eradicating poverty. In the same vein, the NUJ Chairman in Lagos State, Dr Kazeem Akinreti said the infrastructural projects being put in place by Aregbesola would outlive generations, maintaining that the governor has performed credibly well. The death of Senator Bukar Mustapha (APC) representing Katsina North Senatorial district and Chairman, Senate Committee on Capital Market on Wednesday, 4th April, 2018, is the second in two years that the Committee has lost its chairman. The late Bukar, though, a first timer, succeeded Senator Isiaka Adeleke, a ranking Senator, who represented Osun West Senatorial district before he died on April 23, 2017. Both lawmakers died at the age of 63 years and in the same month. While Senator Isiaka Adeleke died on the 23rd April, 2017, Senator Bukar Mustapha died on 4th April, 2018 thus leaving only 19 days interval.
