The chip is a unit in the computer system, if a computer is faulty, you identify the unit that is causing the problem and replace it.
In repairing the whole computer system, you replace the faulty component or unit.

Same applies to a vehicle, if the engine is not firing well, find the fault. If it is the plug, you replace the plug NOT repair.
And this troubleshooting to pinpoint the unit causing issue and recommending a fix should not be a problem for a well trained engineer

An engineer being trained in the design should be able to identify the fault straight from school but a mechanic needs years of experience with various parts, engines and engineers to be able to do same
