This is contained in a public notice issued by the Lagos State Internal Revenue Service (LIRS) on the “Power of Substitution pursuant to Section 60 of the Nigeria Tax Administration Act, 2025”.

The Lagos State Government has announced plans to begin seizing money belonging to defaulting taxpayers directly from their bank accounts and through third parties such as employers, tenants, debtors and business partners, as part of efforts to recover outstanding taxes.



This is contained in a public notice issued by the Lagos State Internal Revenue Service (LIRS) on the “Power of Substitution pursuant to Section 60 of the Nigeria Tax Administration Act, 2025”.




The notice was signed by the Executive Chairman of LIRS, Ayodele Subair, and dated January 21, 2026.

According to the notice, LIRS said it is informing “the general public, particularly employers, financial institutions, business operators and tax agents, of the provisions of Section 60 of the Nigeria Tax Administration Act, 2025 (NTAA 2025) relating to the Power of Substitution vested in the relevant tax authority.”

The agency explained that the law “empowers the Lagos State Internal Revenue Service to direct any person holding money on behalf of, or owing money to, a taxpayer who has failed to pay an established final tax liability when due, to remit such money to the Service in settlement (or partial settlement) of the outstanding tax.”


LIRS described the substitution power as “a lawful collection mechanism designed to ensure efficient recovery of unpaid taxes, including Personal Income Tax (PIT), Capital Gains Tax (CGT), Stamp Duties and Withholding Tax (WHT) administered by LIRS.”

The service warned that where a taxpayer “fails, neglects or refuses to settle any established outstanding tax liability when due,” it may invoke Section 60 to compel third parties to pay the debt on behalf of the defaulter.

Those who may be directed to remit such funds include “banks and other financial institutions,” “employers,” “tenants, debtors, or customers of the taxpayer,” “agents, business partners, and any person holding money on behalf of the taxpayer,” as well as “any person owing money to the taxpayer, whether presently due or accruing.”

LIRS stated that “once a substitution notice is issued, the person served is statutorily required to remit to LIRS the amount specified in the notice from funds belonging to, or payable to, the defaulting taxpayer,” adding that “the tax liability is deemed paid to the extent of the remittance made pursuant to the substitution.”

The agency further warned that “failure to comply with such a directive constitutes an offence under the Act.”

Specifically addressing banks and financial institutions, LIRS said that upon receipt of a substitution notice, they are required to “remit the stated amount to LIRS without delay” and “provide confirmation of compliance through the LIRS e-Tax platform.”

It added that banks are also required to “report the taxpayer’s available balances and any encumbrances as may be requested.”

The revenue service also warned of stiff consequences for non-compliance, stating that it “reserves the right to apply the maximum penalties or seek criminal prosecution as prescribed by the Act, in cases of deliberate evasion, fraud, or persistent non-compliance.”

On enforcement, LIRS said it would notify affected taxpayers of penalties “through formal notice of assessment, electronic communication, or any other authorized means under the Act,” noting that failure to comply may result in actions including “garnishment of bank accounts,” “distrain action,” “enforcement of liens,” and “prosecution where applicable.”

While rolling out the enforcement framework, LIRS said taxpayers still retain the right to “request clarification on imposed penalties,” “apply for review or objection within the statutory timelines,” “seek Advance Rulings on compliance obligations,” and “access dispute resolution processes provided under the Act.”

The agency urged Lagos residents and businesses to “review their tax compliance status,” “regularize outstanding obligations,” “file and remit taxes as required by law,” and “engage with LIRS proactively to avoid sanctions.”

Last night, six farmers have been killed in a fresh attack carried out by suspected armed bandits in Unguwar Wawa community, Borgu Local Government Area of Niger State.

Reports from the area indicate that the attackers believed to be bandits stormed the community at about 10:00 p.m., opening fire on farmers who were working on their farmlands.

After carrying out the attack, the bandits reportedly fled the scene, leaving behind fear, grief and heightened anxiety among residents, who are increasingly concerned about the deteriorating security situation in the area.

The incident adds to a growing pattern of violent attacks targeting rural farming communities across parts of Niger State, raising renewed concerns over the safety of farmers and the adequacy of security presence in remote areas.

Aftermath of Governor Abba Yusuf’s resignation of his membership from the New Nigeria People’s Party, NNPP, loyalists of Senator Rabiu Musa Kwankwaso serving under Governor Yusuf’s administration have continued to tendered resignation of their political appointments.

The development was to register their displeasure over the move by the Governor to dump the NNPP against the wish of their political godfather, Kwankwaso

A Special Adviser to the Governor on Political Matters, Sunusi Sirajo in a short video on social media, said he is resigning his appointment due to the resignation of the governor from NNPP.

He said he chose to resign as he doesn’t want to be party to betrayal and as such declared his sole loyalty to their leader, Kwankwaso.

He explained that he had earlier submitted a resignation letter, but efforts to have it officially received were unsuccessful.

“After we got information that the governor has left the NNPP and there are expectations that he will join the APC, I submitted my resignation letter, but it was not accepted.

“I also sent the letter to the office of the Secretary to the State Government, but it was refused.

“I am making this video to publicly inform everyone that I have resigned my position as a political adviser. I appreciate the opportunity to serve and the work we did together over the past two years.”

Sunusi added that the video was meant to formally announce his resignation as a political adviser.

However, in a swift reaction, the governor through his spokesperson, Sanusi Bature has announced the appointment of a new Special Adviser on Political Matters, Mustapha Hamza Buhari to replace Sunusi Sirajo.

Others who resigned include, the provost, Anti-corruption Institute, Sumaila Abdullahi Esq, the Managing Director of Kano zoo, Sadiq Kura Mohammad, Senior Special Assistant on Intergovernmental and Foreign Affairs, Abdullahi Ahmad Namama among others.

The flags of the New Nigeria People’s Party, NNPP has been removed from the Kano State government house.

The spokesperson to Governor Abba Yusuf, Sanusi Bature was seen in a short video, removing the party’s flag from the seat of power.

A visit by our Correspondent to the government house also observed removal of the flags from the main entrance to the government house.

National grid collapses again, power generation drops to 24MW

The National Power Grid collapsed once again, leaving parts of the country in darkness and disrupting electricity supply to millions of households and businesses.

Checks by our correspondent revealed that electricity generation dropped sharply from over 4,500 megawatts to as low as 24 megawatts as of 1:30 pm.

All 23 power generation plants connected to the grid reportedly lost output during the incident, resulting in zero power allocation to each of the 11 electricity distribution companies.

The cause of the collapse could not be immediately determined, and officials of the Transmission Company of Nigeria had yet to issue a detailed statement at the time of filing this report.

This is the first grid collapse recorded in 2026, coming barely weeks after a similar incident on December 29, 2025, which had also caused widespread power outages across the country.

PUNCH Online reports that in recent years, grid collapses have been attributed to a combination of technical faults, inadequate maintenance of transmission lines, and fluctuations in generation capacity.

Stakeholders have continued to call on the government and power operators to implement robust contingency measures to prevent recurring failures.

While the public awaits an official explanation, this latest collapse has renewed concerns over Nigeria’s electricity infrastructure and its ability to support the growing demand for reliable power.
