Lawmakers in both legislative chambers of the National Assembly are aggrieved with Senate President Godswill Akpabio over his directive barring the office of the assembly Clerk from releasing copies of the tax reform bill transmitted to President Bola Tinubu for assent and subsequently signed into law, Peoples Gazette has learnt.


Two senators and four members of the House of Representatives told The Gazette that the embargo has fuelled suspicion and internal wrangling, as lawmakers who demanded copies of the assented bill were denied access.

This is despite their insistence that the document was needed to confirm that the version signed by the president was identical with the certified true copy passed by both legislative chambers.

According to the lawmakers, the controversy began following allegations by a member of the House of Representatives, Abdulsammad Dasuki, (PDP-Sokoto State), that the tax laws available to Nigerians differed from the versions passed by the National Assembly.

Rising on a Point of Privilege under Order Six, Rule Two of the House Rules, Mr Dasuki told the House of Representatives that his legislative rights had been breached, insisting that the content of the gazetted tax laws did not reflect what lawmakers debated, voted on, and approved on the floor.

According to him, after the passage of the tax bill, he spent three days reviewing the gazetted copies alongside the Votes and Proceedings of the House and the harmonised versions adopted by both legislative chambers.

“I was here, I gave my vote and it was counted, and I am seeing something completely different,” Mr Dasuki said, noting that copies of the gazetted laws obtained from the Ministry of Information did not match the versions approved by the House and Senate.

The lawmaker further stressed that his concern was not about moving a motion but about alerting the House to a serious breach of legislative process and the constitution.

The allegation prompted several lawmakers to formally request copies of the signed law to compare it with the version debated and approved during plenary.

The Gazette has seen a certified true copy of the tax bill as passed by the National Assembly, further deepening questions over why the leadership would place an embargo on the assented version of the law.

As of press time, neither Mr Akpabio, Office of the Clerk of the National Assembly, nor Mr Abbas had responded to requests for comment on the matter.

Meanwhile, The Gazette learnt that officials in the Office of the Clerk of the National Assembly informed the lawmakers that they were acting on the instruction of Mr Akpabio, who ordered that no copy of the assented tax law should be released to any legislator.

“What is unfolding before us is an attempt to subvert our nascent democracy, and we want Nigerian compatriots of good conscience to help us in this fight,” a ruling party senator said under condition of anonymity to avoid being targeted by the president’s allies.

The lawmaker said, “I have personally approached the clerk’s office four times over the past week to ask for the certified documents but they keep saying the SP told them not to release them to anyone.”

A House of Representatives member from Oyo State who spoke to The Gazette described the development as troubling, saying he was disappointed in Speaker Tajudeen Abbas’ failure to allow the matter to be resolved before the Yuletide break.

“This is supposed to be handled with the urgency and sensitivity it deserves,” the lawmaker said. “But we have decided to punt this chaos into the new year even as it appears the administration may not scrap the January 1 implementation of the so-called law.”

The content of the gazetted document has become central to the unfolding dispute, with lawmakers saying access to the assented copy was critical to establishing whether any alterations to were made to the bill between passage by the legislature and assent by the president. The lawmakers warned that withholding the document undermined legislative oversight and eroded trust within the parliament.

Meanwhile, a member of the Finance Committee of the Senate, Sunday Karimi, alleged that the reported alterations to the tax bill were a rumour.

“It is a rumour, nothing confirmed,” Mr Karimi told The Gazette on Tuesday. “Nonetheless, it is the responsibility of the Finance Committee to investigate this matter. The copy passed by the National Assembly and the gazetted version should all be available for Nigerians to see.”

Still, Mr Karimi expressed confidence in Mr Tinubu, saying the president runs a responsible government and wouldn’t be part of any attempt to subvert the law.

“The president is a highly trustworthy statesman and his government would not be part of any attempt to sabotage our democracy,” Mr Karimi said. “So that’s why I still assume what we’re hearing can all be rumours.”

As the controversy rages, lawmakers from both legislative chambers have intensified demands for the release of the certified true copy of the bill transmitted to the president.

They argue that, as elected representatives who voted on the legislation, they were entitled to review the final version that had now become law.

Chicken and foodstuff traders have lamented low patronage a day before this year’s Christmas festivities.

Some traders interviewed by Abuja Metro linked the situation to the delay in December salary payments, while others pointed to the general economic situation in the country.

Ahmad Iliya, a poultry trader at the Wuse Market, who was seen displaying turkeys yesterday, said the usual high patronage during such festivity had dropped drastically compared to the same period last year.

He said, “I have turkeys in the large category for N80,000 to N150,000, with smaller sizes available for as low as N30,000. But as of this afternoon (yesterday), I have sold only three out of the birds I brought.”

Iliya noted the high cost of maintenance: “I received supplies about a week ago from Katsina, Kano and Kaduna states, and they consume an average of N50,000 in feed every day.

Most people I interact with are complaining about the lack of December salary. I don’t know what will happen between now and tomorrow, but I pray for better sales before the period elapses.”

A resident, Peter Iyke, who was seen boarding a vehicle near the market, said he had yet to do any shopping as of Tuesday.

He said, “The prices of some food items have dropped compared to last year, but that hasn’t taken effect on chicken prices which remain high. We hope to celebrate with joy no matter the situation or the hardship.”

In Kubwa, a chicken farmer based in Suleja, Niger State, Gbenga Dele, came with his broilers expecting a better market in the FCT.

Assisted by his wife and son, Dele parked his vehicle under a pedestrian bridge on the expressway to target passersby and provide shade for his birds.

Expressing his frustration to Abuja Metro, Dele said, “Sincerely speaking, I am short of words regarding this year’s Christmas market. You would be surprised if I tell you what I spent to raise these birds and what people are offering for them. In a good market, a chicken of this size will cost N20,000.

“But people are offering N10,000 or even less. I haven’t sold any since I arrived this morning. The birds are nine weeks old now, and I am ready to sell at N12,000 – well below my initial target of N15,000.”

Dele noted that the dull market affected more than just civil servants as business owners and artisans were also feeling the pinch.

Almustafa Imam, a foodstuff trader at the Kubwa Main Market, confirmed that the drop in patronage affected all sectors.

He said, “Previously, during Christmas shopping, the majority of our customers bought whole bags. Now, even those who buy in bulk are scarce. The situation has affected all traders, including those of us selling foodstuff.”

Nigeria’s kidnap for ransom crisis generated at least N2.57 billion for criminal groups between July 2024 and June 2025, according to a new report by SBM Intelligence.

The report, titled The Year Ahead at an Inflexion Point, analysed economic and political developments that shaped Africa in 2025.

It found that kidnappers in Nigeria demanded an estimated N48 billion during the 12-month period but received N2.57 billion.

According to the report, abductions have evolved into a structured, profit-driven industry amid worsening insecurity across the country.

What the report is saying
SBM Intelligence recorded at least 4,722 abductions across 997 incidents during the period under review, with no fewer than 762 people killed.

While ransom demands surged sharply in naira terms, the report noted that the actual value realised by kidnappers in dollar terms remained modest due to currency depreciation.

According to the analysis, the N2.57 billion paid in ransom translates to about 1.66 million dollars, only slightly higher than the estimated 1.13 million dollars equivalent of N653.7 million collected in 2022.

“Whereas N653.7 million in 2022 equalled approximately $1.13 million, the far larger sums now extracted yield only a modest increase in dollar terms, prompting criminals to inflate naira demands,” it stated.

Northwest dominates kidnapping landscape
The Northwest remained the epicentre of Nigeria’s kidnap for ransom economy, accounting for 425 incidents or 42.6 percent of total cases and 2,938 victims, representing 62.2 percent of those abducted nationwide.

Zamfara State recorded the highest number of victims at 1,203, followed by Kaduna and Katsina States.
The report attributed the concentration of kidnappings to vast, poorly governed rural spaces and the presence of entrenched bandit syndicates capable of executing mass operations with limited resistance.
By contrast, the Southwest recorded the lowest levels of activity, accounting for just 5.3 percent of incidents and 3 percent of victims.
Mass abductions, defined as incidents involving more than five victims, made up about 23 percent of all kidnapping cases and were overwhelmingly concentrated in northern states.

SBM Intelligence said these incidents often involved entire villages, with victims sometimes coerced into working on bandit-controlled farms and mining sites.

The scale of these operations has allowed criminal groups to maximise leverage during ransom negotiations while spreading fear across communities.

Violence escalates alongside kidnapping economy
Beyond ransom-related crimes, the report highlighted persistent and large-scale violence across several regions in 2025.

In the Northcentral, attacks linked to Fulani herdsmen continued through March, with Benue State particularly affected. A single attack in Katsina Ala Local Government Area on March 7 killed 15 people.

Zamfara State saw repeated deadly incidents, including an attack in Tsafe Local Government Area on March 13 that killed 40 people, alongside mass kidnappings in Maru Local Government Area where 38 people were abducted the same day.

April and May marked some of the deadliest months of the year, with attacks in Plateau and Benue States killing over 100 people combined, while mass abductions of up to 100 individuals were recorded in Zamfara, Katsina, Kebbi and Sokoto States.

The brutality escalated further in June with the Yelewata massacre in Guma Local Government Area of Benue State, where about 200 people were killed in a single incident.
July and August also recorded mass casualty attacks, including killings of over 170 people in Shinkafi Local Government Area of Zamfara and 100 fatalities in Bukkuyum.
Kidnappings continued alongside these attacks, reinforcing what SBM Intelligence described as the consolidation of banditry and communal violence into parallel and devastating conflicts.
By October, large scale abductions persisted, with 73 people kidnapped in Bukkuyum Local Government Area of Zamfara, while Plateau and Katsina States recorded fresh deadly attacks.
SBM Intelligence concluded that Nigeria’s kidnapping crisis is no longer a series of isolated criminal acts but an organised enterprise operating with increasing efficiency and impunity.

The report warned that beyond the humanitarian toll, the growing ransom economy poses deeper economic risks, distorts local livelihoods and further undermines state authority in already fragile regions.

Nigeria has seen a surge in violent attacks and mass abductions in recent times, prompting calls for drastic actions from the government.

One of the high‑profile incidents was the mass abduction at St. Mary’s Catholic School in Papiri, Niger State, where armed gunmen kidnapped more than 300 students and 12 teachers in late November.
While the abducted students were said to have been released weeks after, the question of whether ransom was paid to secure the release is still a subject of debate as the government did not release any details.
Meanwhile, as part of measures to address the growing insecurity in the nation, President Bola Tinubu recently increased the Nigeria Police Force recruitment exercise from 30,000 to 50,000, citing the emerging security challenges across the country.

The Lagos State Governor, Babajide Sanwo-Olu, has cautioned the newly sworn-in Chairman of Agege Local Government, Abdul-Ganiyu Obasa, against divisive tendencies, urging him to govern inclusively and focus on unity-driven grassroots development.

Sanwo-Olu gave the advice on Monday during the swearing-in ceremony of Obasa and Toyin Adejimiwa, who was inaugurated as a Permanent Secretary, at Lagos House, Ikeja, the state capital.


Obasa, the son of the Speaker of the Lagos State House of Assembly, Mudasiru Obasa, had been serving as acting chairman of the council prior to his confirmation and formal inauguration.

Addressing the officials, the governor described local government as the tier of administration closest to the people, stressing that leadership at that level must be visible, responsive and compassionate.

He urged the Agege council chairman to avoid actions or policies that could deepen divisions, emphasising the need for inclusive governance that prioritises measurable outcomes and delivers tangible benefits to residents.

Sanwo-Olu noted that discipline and performance remained the core benchmarks for leadership and career advancement within the Lagos State public service.

The governor also acknowledged the presence of retired permanent secretaries at the ceremony, describing them as exemplary public servants whose contributions and legacies continued to inspire the state’s civil service.

In November 2025, SaharaReporters reported that Vice Chairman Abdul-Ganiyu Vinod Obasa, son of the Speaker of the Lagos State House of Assembly, Mudashiru Obasa, officially took over as chairman following the resignation of Hon. Tunde Azeez.

Azeez, who had gone on medical leave barely a month after his swearing-in on July 26, 2025, stepped down to undergo treatment for an undisclosed illness.

His decision paved the way for Obasa’s son, who had been serving in acting capacity, to assume full control of the council.

The media aide to the now former chairman, Rotimi Sulaiman, said his principal’s decision was guided by health concerns.

He explained, “Tunde Azeez has been long sick and his decision to resign and devote his attention to his health rather than being weighed down by the responsibility of that office is the wise decision any sane person should take.”

Sulaiman further praised Obasa’s leadership, saying, “The beneficiary of that excellent decision, Abdulganiyu Vinod Obasa is a visionary young man who in the last few months of Azeez’s absence has demonstrated uncommon capacity. I think Agege is lucky to have both guys.”

However, opposition parties have described the succession as a “carefully scripted succession,” arguing that the circumstances surrounding Azeez’s resignation and Obasa’s takeover suggest a prearranged political plan.

They recalled that the move to make Obasa’s son the All Progressives Congress (APC) candidate during the July 12 local government election had been strongly resisted by some stakeholders.

Despite the criticisms, supporters insist that the transition was legitimate and necessitated by health realities, framing it as a case of duty passing from “a sick man who chose recovery over politics” to “a young leader prepared to serve.”
